Dear Mayor Mark Shuttleworth and City Commissioners:

My Name is Joseph F. Belland; I am a member of Boy Scout Troop 590 that is sponsored by the American Legion Post 127 for LakeHelen, Cassadaga, and Deltona.

I’m an Eagle Scout Candidate and have elected for an Eagle Scout Project, the Design, Management, and Installation of Handicap facilities for the American Legion Post 127 Hall located at 109 CASSADAGA RD, Lake Helen, Florida 32744-3244.

The much needed Handicap facilities are for a dual Handicap drive way and access walk way to the hall.

I have included a copy of my Eagle Project Concept plan for the Handicap facilities which includes: dual drive ways, walk ways from front door to rear doors connecting in front of the dual handicap concrete drive ways, and a Donators Circle of Honor around the existing Flag Pole.

The American Legion Post 127 Hall is used by many different Civic and Volunteer groups from LakeHelen and other parts of VolusiaCounty.

I’m here to request support from the LakeHelenCity government to accomplish my Eagle Scout Project in the relief from any permit fees necessary to accomplish the Eagle Project.

I have alsoneeded to secure the necessary Building permits, Fund Raising Permits, and Fund Raising Donation Sign Permits.

The Building Permits will be for the construction of the Handicap Facilities that includes Land Clearing, Installation of Concrete for the Handicap Drive way and Handicap walk ways.

Can the city assist in dirt removal for the drive way area?

Fund Raising Permits will be for Holding necessary Car Wash’s on the Legion Property, a number of Pancake Breakfast, and Spaghetti & Meatball Dinners to be held at the American Legion Post 127 Hall to secure the necessary funds to complete the Eagle Scout Project.

Donation Status Sign that will be similar to the Donation status page that is displayed in my Donation Request letter (page 7) and on my Eagle Scout Project Web Site at

I would like to used a sign on the American Legion Post 127 property that measures four foot by five foot painted to show a thermometer scale and other graphics, so it can be seen by Lake Helen residence as I under take the fund raising activities to collect funds to implement the Handicap Facilities at the American Legion Post 127 Hall. Is it possible, to get some help in Painting the Fund raising sign? My project completion date in now the October /November time frame.

I would like permission to collect donated money from local residence by Door to Door request and bucket collection at the Stop sign outside the American Legion Hall at the corner of Lakeview and Ohio.

My projected cost is estimated at just over $4,000.00.

As of 02/25/2004, I have collected $710.00 cash from sending out over Six Hundred letter request for Donations to surrounding town business (Orange City, Debary, Deland, and Deltona), and pre-selling Car Wash tickets.

I have another mailing to do for LakeHelen & Cassadaga to Business, Civic Leaders and Organization to seek donation assistance, some time after the Fund raising sign is in place.
