The Minutes of the 216th Meeting of the NRC held from June, 27th to 28th, 2013

The 216thMeeting of the Northern Regional Committee (NRC), National Council for Teacher Education (NCTE) was held from June, 27th to 28th, 2013 at Jaipur House ( A Heritage Hotel), Mount Abu Jaipur.

The following were present:-

The Regional Director, NRC apprised the members of Northern Regional Committee about the provision of the NCTE Act, Rules, Regulations and instructions issued from time to time.

With the permission Dr. Ram Kishor(Convener) presented the Agenda before the Committee. Item-wise decisions taken are as follows:-

AGENDA ITEM NO.- 216.1 / CONFIRMATION OF MINUTES OF 215thMEETING / NRC confirmed the minutes of 215thMeeting with the following modifications:-
The decision taken by NRC against Agenda Item No. 215.29.1 (S.No.134) be read as
“ The Northern Regional Committee noted that the NRC in its 163rd meeting had resolved the following:-
“The Committee resolved that in case of Uttrakhand, in place of 2010-11 academic session, 2009-10 academic session may be written for B.Ed. programme. RD is directed to issue corrigendum accordingly.”
The Committee further noted that abiding by the above decision necessary corrigendum were issued in similar nature of cases. One of such corrigendum No.NRC/NCTE/F-7/UR-191/2010/26736-26742 dated 19.8.2010 issued to Pal College of Technology & Management, Nanital, Uttrakhand for conducting B.Ed. programme from the session 2009-2010 perused by the NRC, NCTE.
Keeping in view the above situation and resolution passed by the NRC in its 163rd meeting, the NRC came to the conclusion that earlier the decision taken by the NRC be also applicable to Blue Mountains College of Teachers Education, Village-Dohran Khas, Post- Kandoli, Distt. Dehradoon, Uk (File No. UR-182).
The decision taken by NRC against Agenda Item No. 215.29.3 (S.No.136) be read as:-
The original file of the Institutionalong with other related documents, NCTE Act, 1993, Regulations and Guidelines of NCTE published from time to time were carefully considered by NRCin detail and following observations was made:-
  • The NRC noted that the institution, namely, Doon Valley College of Education is being run at Charao by Narayani Educational and Charitable Society, Karnal, without any authority/approval of NRC, NCTE.
  • The Managing Trust i.e. Doon Valley Trust made applications dated 15.6.2009 and 7.11.2009 seeking merger of the above institution with another institution namely Doon Valley Institute of Education, Outside Jundla Gate, Karnal which had already 300 sanctioned seats in the B.Ed. course.
  • The Managing Society i.e. Doon Valley Trust vide applications dated 28.8.2008, 20.11.2010 and 1.2.2011 had made request for shifting the college from Village Charao to Sector-7, Near Fire Brigade Station, Karnal, However, the NRC, Jaipur in its 179th meeting held from 18th to 20th February, 2011 rejected the said request.
  • That vide letter dated 18.11.2011, the parent Trust, namely Doon Valley Trust has requested to NRC for closure of institution, cancellation of recognition. It is supported by the Resolution of the Trust.
  • At the time of recognition, the college was being run in a rented building at Karnal and no permission has been obtained from the NRC for shifting the college at Charao.
  • Again the present Trust, namely, Doon Valley Trust has made application to the NRC supported by a resolution of the Trust with regard to shifting of premises to new premises at Sector 17, Near Fire Brigade Station, Karnalbut the same is not supported with the essential documents as per provisions of the NCTE Regulations, 2009.
Hence, NRC decided that Show Cause Notice under section 17 of NCTE Act, 1993 be issued to the parent Trust namely Doon Valley Trust on the above points the Institution is directed to submit the reply as per the provisions of NCTE Act, 1993 Rules & Regulations within 30 days from the date of issue of Show Cause Notice.
The NRC also decides to ask a clarification from the affiliating University as to how it has allowed affiliation without approval of the NRC, NCTE to run the institution by Narayani Educational and Charitable Society, Karnal.
The decision taken by NRC against Agenda Item No. 215.6.8 (S.No.56, File Number NRCAPP-2643) be read as follows:
The original file of the Institution and visiting team report of the institution along with other related documents, NCTE Act, 1993, Regulations and Guidelines of NCTE published from time to time were carefully considered by NRC and NRC decided to issue letter of intent under clause 7(9) of NCTE Regulations, 2009 for D.El.Ed. Course prior to grant of recognition.
The decision taken by NRC against Agenda Item No. 215.47.1 and 215.47.2 be read as follows:
Hence, NRC decided that Show Cause Notice under section 7 (1) of NCTE, Regulations, 2009 be issued to the Institution before summarily rejection on the above point and direct the Institution to submit the reply as per the provisions of NCTE Act, 1993 Rules & Regulations within 30 days from the date of issue of Show Cause Notice.
