Job Purpose / To assist the Business Manager – Human Resources in the design and delivery of human resources policies, procedures and management information systems which supports Six Town Housing’s strategic priorities and business plans.
To support business teams by delivering an effective and efficient Human Resources and Organisational Development service within Six Town Housing, ensuring that human resources issues are handled in accordance with employment legislation, Six Town Housing’s policies and procedures and best practice
Special Requirements / Attend occasional meetings at other locations and in the evening

Main Duties and Responsibilities
  1. Acting as a business partner workingwith business managers and co-ordinatorsto provide a professional service which meets the specific needs of an allocated business area, as well as providing a comprehensive and collective support service to the business as a whole.
  2. Providing Directors, Managers and staff with legally compliant advice and guidance on HR issues, including the interpretation of company policies and procedures, National and Local Terms and conditions of employment, employment legislation and employment best practice. .
  3. Contribute to the development ofhuman resource policies, procedures and systems that are legally compliant and fit for purpose in accordance with best practice guidelines. This includes research and consultation and negotiation with trade unions and staff groups and undertaking Equality Impact Assessments prior to implementation in the business. Providing information to the business to inform strategic decision making
  4. Supporting the HR Business Manager in driving organisational performance and delivery of core business objectives by developing and maintaining workforce planning systems and succession plans.
  5. Seeking out investment and cross working opportunities with other organisations to generate income by sharing our services, knowledge and best practice.
  6. Coach, support, mentor and challenge managers in the application of policies and procedures. This includes supporting managers with the effective and efficient performance of their employees by identifying and facilitating appropriate HR interventions.
  7. To lead, influence and guide Directors and Managers to ensure recruitment and selection campaigns are developed and managed in compliance with polices and procedures, ensuring value for money and STH is promoted as an employer of choice.
  8. Oversee and authorise the preparation and issue of contractual documentation in relation to appointments, terminations and variations of employment contracts in accordance with STH policies and procedures, employment legislation and precedents.
  9. To lead, influence and guide Directors and Managersonattendance management cases, ensuring consistency of approach and actions are taken in accordance with company policies, procedures and best practice . This includes providing legally compliant advice in dismissal cases to minimise the risk of litigation claims and liaison with Occupational Health professionals and other agencies. ,
  10. InvestigatingEmployment Relations issues including bullying & harassment, disciplinary, grievance and capability issues, ensuring cases are managed efficiently and effectively and outcomes minimise the risk of tribunal claims for the business.This includes writing investigation reports, presenting at formal hearings and advising Directors, Managers and Board HR and Appeals Committee at formal hearings as well as working with legal representatives on Employment Tribunal cases including attending Tribunals when necessary.
  11. Contribute to the delivery of change management across the business, ensuring the STH brand is promoted, that a supportive culture is embedded and changes affecting staff are legally compliant and implemented effectively.
  12. Ensuring staff development and the implementation of people related initiatives such as Success and Progress, Investors in People and health and well being management are progressed within business areas. This includes acting as an advisor to business managers to investigate, source, coordinate and arrange service specific learning and development and contribute to company wide initiatives
  13. Coaching and up skilling managers on the practical application of HRPolices and Procedures, including researching and developing course content for delivery to a variety of audiences and evaluating and monitoring theimpact of the learning on the business.
  14. Investigating, recommending and implementing Equality & Diversity standards and objectives relating to employees.
  15. Support the Executive Management Team to deliver the corporate induction process and review this in accordance with Six Town Housing’s vision, values and business priorities.
  16. Assisting and where appropriate leading on the delivery of major projects related to Pay, Reward and Grading including the application of Job Evaluation, Restructure, Redundancy and reviews of Terms and Conditions of Employment, in conjunction with the HR Business Manager.
  17. Work within a budget, obtaining best value for services purchased and working to internal financial procedures
  18. Working with Trade Unions on individual or collective issues, ensuring effective relationships are established or maintained.
  19. Ensuring the managers are appropriately supported with Health and Safety issues.
  20. Keep up to date with developments in employment legislation and HR best practice by identifying and sharing knowledge and ideas with peers and business areas to develop understanding and ensure the best outcomes for the business

Knowledge and Experience
  1. In depth knowledge and demonstrable experience of dealing with situations involving the following:

  • Discipline, grievance, capability issues etc

  1. Experience of reviewing and developing HR Policies and procedures from initial research to presentation to senior management
  2. Knowledge of employment legislation, current best practice and HR trends and its impact and application to business objectives, including employee engagement, motivation, morale and performance management
  3. Working knowledge of National Terms & conditions and their application and interpretation in the context of local terms and conditions
  4. Knowledge of performance management including staff appraisal, mentoring and coaching and experience of coaching managers and supervisory staff in handling HR issues
