Establishment of Quality Enhancement Cell (QEC)

The Quality Enhancement Cell (QEC) has been established in the NWFP Agricultural University, Peshawar as per directive from the Higher Education Commission, Islamabad communicated via letter No.8-5/QAA/HEC06/101 dated October 16, 2006. Prof. Dr. Muhammad Afzal, Director Teaching was assigned the responsibility to establish QEC and act as Director on additional charge basis. The Director QEC was further asked to recruit the required staff and chalk out future plans.

The purpose of establishing QEC was to maintain and further improve the high quality of the University. In this regard, many initiatives have been taken by this University as per policy and instructions of the Higher Education Commission (HEC). The HEC criteria for appointment of faculty, and quality criteria for M.Phil and Ph.D. programmes has been implemented in this University. NWFP Agricultural University has introduced qualifying NTS and International GRE for admission to MS, M.Phil and Ph.D. programmes.

Staff Recruitment

The vacant positions of Deputy Director and Data Analyst in QEC were advertised in the Daily “Mashriq”, “AAJ” and “The News”. In response 59 persons applied for the position of Deputy Director QEC and 53 persons applied for the position of Data Analyst. In order to identify suitable persons, who are competent in writing, communication and analytical skills, a written test of three hours was administered to the candidates for the Deputy Director QEC and that of two hours for the candidates of Data Analyst. The tests were related to the job requirements of the posts and comprised of a blend of objectives and subjective questions. Papers were marked and results were submitted to the Director Teaching/QEC. The candidates who secured 40 or more than 40 marks in each category were declared to appear for interview before Selection Committee for final selection/recommendation.

To make recommendations for final selection of suitable candidates for both the positions the following evaluation criteria was established and approved by the Competent Authority.

i. Academics = 25% Weightage

ii. Screening Test = 50% Weightage

iii. Interview = 25% Weightage

After screening test the following candidates were found eligible for interview, who secured 40 or more than 40 marks.

The Selection Committee thoroughly interviewed and assessed each individual candidate, keeping in view the required knowledge, communication skills and qualification. The Selection Committee after detail consideration recommended the following candidates in order of merit for the position of Deputy Director in QEC on fix emoluments of Rs.20,000/- per month on contract basis for a period of one year which shall be extendable on good performance. Initially the salary of Deputy Director will be charged to the funds received from Higher Education Commission, Islamabad for the purpose.

This final list was based on the evaluation criteria mentioned above. The marks awarded by each selection board member to each candidate were put in average and included in the overall score i.e. academic score weightage + screening test score weightage + interview marks weightage .

On the basis of merit, Ms. Fouzia was issued appointment order vide letter No. 57/AUP dated February 25, 2008 (Annexure - 1). She joined the office from March 01, 2008 (Annexure - 2)

However, the candidates whose names are given at Serial No. 1 & 4 in the above table did not appear for the final interview. The Selection Committee after due consideration recommended the following candidates in order of merit for the position of Data Analyst in QEC on fix emoluments of Rs.15,000/- per month on contract basis for a period of one year which shall be extendable on good performance. Initially the salary of Data Analyst will be charged from the funds received from Higher Education Commission, Islamabad for the purpose.

On the basis of merit, Mr. Muhammad Bilal was issued appointment order vide letter No. 58/AUP dated February 25, 2008 (Annexure - 3). He joined the office from February 26, 2008 (Annexure - 4).

Development and Implementation of Quality Assurance mechanism/procedures at the University:

Formation of Program Teams:

In order to initiate the process of Self-Assessment in all Departments / Institutes of this University, the program teams (Annexure - 5) were constituted in all Department / Institutes vide letter No.474/QEC/DT/AUP dated 08-11-2007. The Self-Assessment Manual, Proforma and other relevant information have been provided to all Deans, Chairmen, program teams, and other concerned.

Internal Meetings/Workshops/Trainings organized by QEC

The Directorate of the Quality Enhancement Cell regularly holds informal meetings with the Program Teams of different departments. The purpose of these meetings is to orient the Program Teams on Self Assessment Mechanisms and Procedures.

In order to fully inculcate the concept and mechanism of quality enhancement and self assessment procedure, a training workshop will be organized by QEC of NWFP Agricultural University on March 17, 2008 for the orientation of all the Deans, Chairmen, Directors, Program Teams and the concerned staff. The workshop will be facilitated by Prof. Dr. Mohammad Ashraf, Dean Faculty of Sciences, University of Agriculture, Faisalabad.

Action Plan for the Remaining Departments / Institutes

As already mentioned the program teams have been constituted in all departments / institutes in the University. The evaluation of the remaining departments / institutes will be carried out at the end of spring semester (May 2008) and at the end of fall semester (November & December 2008)
