POST:DOLs Paid Relevant Person’s Representative(RPR)

ACCOUNTABLE TO:Service Manager

DIRECT REPORTS:None

PAY:£19,190 p.a. FTE(pro rata dependent on hours worked)

OTHER: Where relevant, contract subject to a six month probationary period and an annual performance review. Appointment subject to a satisfactory Disclosure and Barring Service(DBS) enhanced with barred list check. Two satisfactory references and evidence must be provided of a

right to work in the United Kingdom.

MAIN PURPOSE

To provideDOLS RPR Service as described in the Mental Capacity Act 2005(MCA), its Regulations and Code of Practice.

The key functions of the DOLS RPR include:

  • Helping the client to understand the DOLS authorisation.
  • Acting in the best interests of the person you represent according to the ‘best interest’ principle of the MCA.
  • Maintaining regular contact with the person deprived of their liberty, as a minimum every 4-6 weeks.
  • Using formal and informal complaints procedures where needed.
  • Requesting a review if appropriate.
  • Writing regular reports and sending these to the Supervisory Body.
  • Challenge authorisations on behalf of client’s where appropriate including supporting clients to take their case to the Court of Protection.
  • To keep up-to-date with relevant case law and any changes in legislation.

MAIN DUTIES

  • To undertake the RPR role as set out in the MCA Regulations, Code of Practice, DOLS Code of Practice, and any subsequent directives.
  • To liaise, communicate and negotiate effectively with a range of health and social care personnel and managers, and family members.
  • To signpost and refer on people for issues that do not fall within the scope of the MCA.
  • To prioritise work to meet the needs of clients and decision makers.
  • To identify any risks in delivering the service and comply with risk management procedures.
  • To record client work appropriately to comply with the Data Protection Act, enable accurate monitoring, meet our standards and facilitate continuity of service for the client for both planned and unplanned absence.
  • To ensure the requirements for internal and external monitoring and evaluation are met.

MEETINGS

The worker will attend and take an active part in meetings to progress the work of the service and gain support fortheir work as appropriate e.g.

  • Supervision sessions
  • Team meetings
  • Good practice sessions

ADMINISTRATION

The worker will be expected to maintain efficient administrative systems in line with the services

procedures including:

  • Statistical recording
  • Case recording
  • Complaints & compliments procedures

The worker will be expected to use IT systems relevant to administrative procedures and data

protection quality assurance standards.

OTHER

  • Ensure that all Health & Safety Requirements in relation to safe working practices are maintained.
  • Ensure that all policies and procedures are adhered to.

PERSON SPECIFICATION - RPR

Requirements / Essential / Desirable
Education and Qualifications /
  1. General secondary/higher education. Ability to write clear and concise English and competent in numeracy
/ 17. Qualification in Health and Social Care/Level 3 MCA Awareness/National Advocacy Qualification
Experience and Knowledge /
  1. Understanding of the Mental Capacity Act and Deprivation of Liberty Safeguards

  1. At least one years’ experience working with people who may lack capacity to make some decisions.

Skills and abilities /
  1. Excellent communication skills, including ability to communicate with people who may not use words.

  1. Ability to write concise, accurate reports and keep up to date notes.
