B. Background of Organization:
B.1. Organization Genesis:
A youth born in rural area; has observed that there is no one reason of poverty rather than many reasons make them poor people that are prevailing in rural areas. That youth name is Shri S. K. Jha; who after completing his education; form a non-governmental organization after getting registration in society registration act-21, 1860. He thought that we will able to do development work for the society living in most vulnerable situation by involving their participation for their betterment.
Initially these young men started working over the issues of flood and water logging but later on realizing the need of the community people; diversified their activities into various aspects of rural development in their areas of health-preventive and curative measures through awareness generation and service provider, promotion of primary education specially for girl child, livelihood promotion in flood and water logging area based on backward and forward linkages, women empowerment for self-reliant through Self-help group formation & cluster development, reduce the atrocities, domestic violence, trafficking and prostitution among women, children specially adolescent girl, creating employment opportunities for rural youth by providing them vocational training etc.
From the beginning; the organization is working for dalit, most backward community, Harijan and other people; who are in actual need of development work. Such voiceless people could able to address of their issues before government official, Panchayati Raj Institution and other platform in prestigious way after development of vision that government is for the people, by the people and of the people.
B.2 Vision: The organization believes that a better society based on principles of equity equality, non-violence, justice and human rights is possible; where in collective endeavourer has the potential of actualizing human ends.
B.3 Mission: The organization stands for the socio-economic empowerment of the poor and the marginalized section particularly women for quality of life and career by ensuring their active participation in its activities of decision and policy making.
B.4 Area of Operation: Presently Gyan Seva Bharti Sansthan is working in Supaul, Madhubani and Darbhanga districts of Bihar.
B.5 Aims and objective:
To enable the emergence of target population as self-defining groups with a strong sense of self-identity by enhancing their capacity to harness local and internal resources-physical, intellectual and financial
To create an awareness of their physical, social and political environment to induce meaningful and constructive action
To raise the income level of the groups through involvement in on farm & off farm activities
To enable the target groups to access developmental and welfare entitlements from the government
To ensure human rights of its target group
To eradicate child labour
To network with all like minded groups committed to the cause of empowerment of the poor to promote institutional mechanisms at community level to ensure sustainability and scaling up of its gains
Empower rural women of BPL family by raising awareness among them about their rights, entitlement, access and control over their entitlement
Empowerment of women through formation of self-help groups and its networking
To relief work and rehabilitation work for the flood affected people
To enhance the awareness and sensitize the enforcement agencies and civil society actors to problem of cross border human trafficking
To work for water management with special reference to flood
To work for clean environment
Project proposal:
C.1 Rationality/Justification of project:
Water has been major problem in Bihar. It is not scarcity of water, but abundance of water. 16% of Bihar’s land is permanently water logged and every year millions of farmers lost their land due to flood. According to rough estimate 56.5 percent of flood affected Indian live in Bihar. Out of 36 districts in Bihar 22 are flood prone districts. That covers around 65% of total Bihar’s land. The major part of the area lies in North Bihar which id drained by eight major rivers namely Bagmati, Kamala Balan, Bhutahi, Gandak, Burhi Gandak, Ghaghra, Koshi and The Ganges.
During the 2001 flood, 22 districts, 183 blocks, 1653 Panchayat and 5,477 villages were affected. A total of 10.15 lakh hectares were affected. The flood affected 81.28 lakh people and took 203 lives.. Last year, floods rendered more than 30 million homeless in Bihar. If we look at the history of Bihar every year the flood comes in more devastating form creating lot of havoc and life loss.
Floods occur in almost all rivers basins of the country. Heavy rainfall, inadequate capacity of rivers to carry the high flood discharge, inadequate drainage to carry away the rainwater quickly to Streams/ Rivers are the main causes of floods. Ice jams or land slides blocking streams; typhoons and cyclones also cause floods. Excessive rainfall combined with inadequate carrying capacity of streams resulting in over spilling of banks is the cause for flooding in majority of cases.
Flood is a perennial problem and needles to say that every year in Bihar there is need of flood relief and rehabilitation. These are the condition when mankind along with all living creatures surrenders to the nature and relief becomes the immediate need in the area. People are hungry without water, animals die due to lack of fodder and health conditions worsen creating more problems.
If last ten years of data is analyzed every year people dies due to flood and property worth crores of rupess get wasted. Except few years there have been massive floods and relief becomes inevitable.
C.2 The Present Flood Condition in Bihar:
Scores of villages has been devoured by swirling current of rivers like Mahanada, Burhi Gandak, Gandak, Kosi, Bagmati, Kamla balan and Adwara group of rivers. Army has been asked to be ready as day by day flood conditions are worsening up. Road and Rail link between flood affected districts have been badly affected due to overflowing of water in railway tracks and national Highways interlinking these districts.
As reported, the calamity is match larger then expected, this is why the required material are not reaching to its destination due to communication hindrances in the affected area. Further, the recent floods have brought untold miseries to the rural people residing in the flood affected districts. More than one lakh domestic cattle have been washed away and adding further aggravating in unhygienic conditions to these areas due to stink and filth cause by death corps laying scattered all over, posing a serious threat to the lives of human being in these areas. Cholera and dysentery are spreading in these areas. If not checked on time, it will create a serious problem.
The Supaul district is located near Nepal border and all rivers which cause flood in Northern Bihar origin situated in Nepal. The Kosi Baraz has breached 6 Km and the water has entered in Supaul district and it has affected six blocks affecting 12 lakhs people and more than 500 death took places. Houses, utensils, grains and other things washed out in flood water. People are taking shelter at high embankment to save their lives and they are facing problems of shelter, safe drinking water, medical care, food, and hygienic.

C.5 Activities: GSBS proposed to take up the following activities:
Activities:
Construction of 100 shelters to the flood victims by ensuring their participations.
C.6 GSBS Rehabilitation Strategy: First of all in all three villages, survey will be carried out regarding damage of houses due to flood. On the basis of survey report 100 beneficiaries will be selected for construction of shelter.
C.7 Method for administering relief: The proposed material would be purchased through purchasing committee formed by GSBS. In the purchasing committee PRI members, Potential leaders from villages and GSBS chief functionary would be member. Purchase committee will invite bids from the service agencies, after getting application from the service agencies; bid will be open and lowest price service agency would be given preference for supply of materials.
