  1. Position Purpose

»Provide strategic advice and input into the planning of Casey’s flood management strategy providing specialised expertise in flood and drainage modelling

»Lead, develop and implement flood mapping and mitigation projects using detailed technical assessments and utilisingTUFLOW, RORB and QGIS.

»To provide the best outcome for the community by understanding how Integrated Water Management and flood mitigation can provide multiple benefits.

  1. Key Responsibility Areas

»Create flood management outputs and analyse existing data to determine the best value approach to flood mitigation

»Complete hydrologic and hydraulic modelling and drainage concept designs

»Lead the development, review and revision of hydrologic andhydraulic modelsfor various projects throughout the municipality

»Provide technical support for the development of the flood management strategy

»Collaborate between internal and external project partners including Melbourne Water, VicRoads, VICSES and engineering consultants

»Provide advice to Council, Council officers and relevant stakeholders on flood management and water quality solutions,development needs of the Casey community and advocate for and achieve positive outcomes for the community.

»Contribute to the Council stormwater and flood data centre by assisting in the preparation and maintenance of the Council stormwater data program

»Source external datasets relevant to flood modelling and asset management

»Monitor performance against objectives and manage project risks and issues.

»Consistently deliver projects on time, on budget and to the agreed standard.

  1. Specialist Skills and Knowledge

»Intimate understanding of Australian Rainfall and Runoff 2016

»Extensive experience in flood hydrologic and hydraulic modelling.

»Experience in Integrated Water Management and demonstrated experience in achieving multiple benefits through flood mitigation projects

»Proficient in using flood modelling tools, specifically TUFLOW and RORB

»Extensive experience in the use of GIS packages including QGIS.

»Demonstrated project management skills applied at a high level with the ability to develop, administer, manage and coordinate complex, programs, projects, and resources effectively to achieve work goals to meet deadlines and commitments

»Experience and knowledge in water sensitive urban design and MUSIC modelling is preferred

  1. Qualifications and Experience

»Degree in engineering, an/or related discipline and/or a relevant qualification related tohydraulic modelling andstormwater management

»Relevant experience commensurate with the requirements of the position

»Project Management Skills

»Knowledge of relevant stormwaterpractices, codes, regulations, legislation and Acts

»Driver's Licence which is valid to drive within Victoria.

  1. Conditions of Employment

»Conditions of employment are as per the City of Casey Enterprise Agreement, Casey’s policies and procedures and the letter of offer.

»Hours - The position is full-time worked 38 hours per week.

»Tenure – This is a limited tenure role until 30June 2018.

»Health Declaration - The preferred applicant is required to complete a Health Declaration form and return it to the Occupational Health and Safety Co-ordinator prior to commencement.

»Transport – Employees must use Council vehicles for work-related travel whenever practical to do so. If employees use privately-owned vehicles for work-related travel Council recommends the vehicle be comprehensively insured and the insurance company notified that the vehicle is being used for work-related travel. If an employee using a privately owned, comprehensively insured vehicle for work-related travel is involved in an accident they may be eligible for reimbursement of the insurance excess. Vehicles not comprehensively insured will not be eligible for reimbursement.

»Sick Leave - A medical certificate may be required for any absence and must be provided for sick leave exceeding three working days or absence on the working day before or after a rostered day off, annual leave or public holiday.

»Multiskilling - Employees may be directed to carry out any duties consistent with theirskills, competence and training provided the duties do not result in de-skilling them.

»Risk Management – Employees must comply with risk management policy and procedures.

»Employment Status - The successful applicant must provide proof of permission to work in Australiaprior to commencement.

»Probation Period - Asix month Probation Period applies to this position. This period will be extended in line with any period of unpaid or unauthorised leave.
