LEAD ANALYST (Extractive Industries and Corruption)

CAFOD mission: to promote human development and social justice in witness to Christian Faith and gospel values.

Job purpose:To develop and implement CAFOD’s research, policy, and lobbying work on the private sectorin order to ensure that companies are accountable to citizens through effectively enforced national and international frameworks and that the activities of companies support and do not undermine pro-poor development and respect for human rights.

Job scope:The Lead Analyst (Extractive Industries and Corruption) will:

  • lead agreed areas of CAFOD’s research, policy and lobbying work on the private sector, with a particular focus on extractive industries and private sector corruption
  • work closely with the International Division, Campaigns and Media to deliver an integrated advocacy strategy on the private sector that is focused on achieving policy change

Accountability: The role reports to the Lead Analyst - Private Sector.

KEY RESPONSIBILITIES

1. Develop rigorous research and policy positions

  • Initiate and manage research projects on the private sector to build a credible evidence base, in particular on extractive industries and private sector corruption
  • Work with the Lead Analyst – Private Sector in developing CAFOD’s policy positions on the private sector
  • Work with the International Division to ensure partner and programme experience and voices are incorporated into our research and policy positions
  • Be an authoritative voice in private sector policy debates and identify future trends and opportunities for CAFOD to speak into.

2. Lead effective lobbying on agreed areas of CAFOD’s work on the private sector

  • Proactively build relationships with and influence decision-makers such as DFID, BIS, the UN and those within the private sector.
  • Participate in relevant networks/initiatives and develop alliances and strong working relationships with key allies including think-tanks and academicsand the CIDSE policy group.
  • Work to ensure that southern civil society, including interested CAFOD partners are represented in dialogues with companies and at key national and international policy-making forums

3.Take a leading role in the strategic development and implementation of CAFOD’s organisational advocacy strategy for the private sector

  • Provide political analysis and strategic thinking on future directions of the private sector advocacy strategy
  • Work closely with campaigns, media and ID to develop and implement a private sector advocacy strategy that achieves change for poor people
  • Provide policy support for ID programmes and campaigns on ‘Unearth Justice’ CAFOD’s campaign on the gold industry and other relevant private sector campaigns
  • Act as a CAFOD media spokesperson on the private sector, as appropriate, in particular with regard to extractive industries and corruption
  • Make presentations and speeches on the issue to CAFOD staff and supporters, as appropriate

4. Other

  • Assist the Lead Analyst (Private Sector) in budget management as appropriate taking responsibility for those areas delegated
  • The post holder would also be required to take on additional pieces of work when requested by his/ her line manager
  • The post holder may have to travel overseas for up to 10 weeks a year

Terms and Conditions

Contract:A permanent full-time contract is offered subject to successful completion of a six-month probationary period.

Salary:Grade R: £35,531 – £39,086. Starting salary according to skills and experience.

Hours:35 hours per week. Normal CAFOD office hours are 9.30 to 5.30 with one hour for lunch. This post will require some weekend and evening work for which time off in lieu is available.

Holidays:20 working days per annum plus statutory holidays plus 6 days determined by CAFOD at Christmas/Easter.

Notice period: Three months either way after completion of the probationary period.

Pensions:There is an optional contributory pension scheme (10% employer and 5% employee contribution). Alternatively, CAFOD will make a similar contribution to a Personal Pension Plan.

This Department brings together the Policy Team, the Media Section, the Campaigns Section and the Communication and Creative Section and currently has 26 staff. CAFOD has an excellent record of success in advocacy, in policy and lobbying work and in campaigns that aim to educate, inform and mobilise the public in England and Wales, to coordinate with our sister agencies’ campaigns internationally and above all to bring about improvements in the lives of the millions of poor people struggling to lift themselves out of poverty.

CAFOD has for some time been placing increasing emphasis on advocacy undertaken in collaboration with our international partners. We believe that the credibility of our global advocacy will depend increasingly on explicit links with the experiences and participation of partners in developing countries and our campaigning work is changing accordingly.

With the Communities and Supporters Division, The Advocacy Department raises awareness within the Catholic community, promotes campaigns action and raises CAFOD’s profile as a leading development and humanitarian agency.

The main aim of the Department is to provide a clear focus and identity for CAFOD’s advocacy work, ensuring that our systems and strategies are coordinated effectively. Within the department, the campaigns team works closely with the Policy Team to deliver effective and credible campaigns and with Media Relations to ensure that CAFOD makes full use of media opportunities to make its campaigns effective.

Policy Team purpose

-To work with colleagues in the International Division and the Advocacy Department, to develop and implement effective advocacy strategies that influence UK and international institutions on development policy and justice issues.

-To support the advocacy of partner organisations in developing countries, in cooperation with the International Division.
