2. We require the Construction Agentproceed with procurement of A-E services with the following instructions:

  • Award of an architect-engineer (A-E) contract for a35% design to include preliminary project engineering (geo-tech, surveys, etc.) is authorized.
  • Selection and negotiation of an architect-engineer (A/E) contract for 100% design optionis authorized. Award of thearchitect/engineer (A/E) contract option for the 100% design is notauthorized.
  • Design may not proceed beyond the 35% submittal until receipt of a subsequent code directive.
  • Provide a draft Project Management Plan (PMP) with execution schedule NLT 30 days after A-E selection. A copy of the PMP will be provided to HQ DoDEA.
  • The project delivery team is required to utilize the DoDEA 21st Century Education Facilities Specifications andDoDEA Sustainability and Energy Efficiency Program guidance and instructions.
  • The project is required to utilize the latest DD Form 1391 and Program for Design documents contained under a separate attachment.
  • Award of a separate contract for enhanced commissioning design reviewis required.
  • Project will include a Comprehensive Interior Design (CID) performed no later than the 65% design submittal.
  • For OCONUS projects: cost estimates will be developed in host nation currency and converted to USD to minimize the cost impact due to swings in foreign currency exchange rates.
  • (Specific to overseas projects) Per the HQ USACE ePgMP the Geographic District shall make every effort to use the A/E design services that reside at the Design Center. The A/E contract capacity will be made available to assist in incorporating the DoDEA standards and to provide independent technical reviews. HQ DoDEA must be notified if Design Center A/Es will not be utilized before entering into design contracts or obligating funds in accordance with host nation agreements.

3. The Construction Agent and the contracted A/E do not have authority to negotiate or cut project scope during the design process. Scope reductions must be negotiated with HQ DoDEA. Any potential funding and or site constraints shall be brought to the DoDEA Area Office PM attention for proper coordination and direction. The DoDEA Area Office PM will provide direction after proper coordination.
