PLEDGE

The City Council meeting was opened with the pledge of allegiance led by Mayor Dearborn.

CALL TO ORDER

The regular meeting of the City Council was called to order at 7:00 P.M. by Mayor Dearborn.

ROLL CALL

The following Aldermen were present for Roll Call: Alderman Bradford, Hamilton, Bremer, and Bumbalough.

Also present were Mayor Dearborn, Treasurer Babb, Clerk Worent, Public Works Director Crum, Attorney Tibbs, Office Manager Minson, Police Chief Pentecost, Fire Chief Amundson, Deputy Clerk Ratliff, and Ron Tackett.

Engineer Good were absent. Alderman Salazar and Alderman Steele were absent.

PRESENTATION OF JOURNAL OF PROCEEDINGS

Alderman Bremer made a motion, seconded by Alderman Hamilton to approve the minutes of the Regular City Council meeting held on January 28, 2013. Roll Call Vote: Ayes – Alderman Bremer, Hamilton, Bradford, and Bumbalough. Nays - none. Motion passed.

Mayor

Mayor Dearborn reminded Council that he will be out of town from Friday, February 15, 2013 until Sunday, February 24th. His contact information will be at the City Office during his absence.

Parks and Public Buildings - Alderman Hamilton

No report from Alderman Hamilton. Rick Crum told Council he has received a quote from Ameren for $4,202 to install the gas meter for the generator at the city office. This will go on the agenda for the next Council meeting.

Fire - Alderman Bradford

Per Alderman Bradford: Turn Out Gear and new fire department computer (plus portable hard drive), will be on the next agenda for the next Council meeting. The Turn Out Gear is $1,990 each, totaling $3,980, to be purchased from Global MES. The HP Pavilion computer will be $770 from Office Max.

Finance/Planning - Alderman Salazar

In Alderman Salazar’s absence, Alderman Bradford made a motion, seconded by Alderman Bumbalough, to approve paying the bills: General Fund: $83,613.73, Water: $32,351.18, Sewer: $12,750.96. Roll Call Vote: Ayes – Alderman Bradford, Bumbalough, Bremer and Hamilton. Nays - None. Motion Passed.

OLD BUSINESS

Revise Ordinance 11-3-4: Parking Prohibited in Specific Places

Alderman Bremer made a motion, seconded by Alderman Bradford, to table a vote on this until all council members are present. Attorney Tibbs will make needed adjustments to the revision. Roll Call Vote: Ayes – Alderman Bremer, Bradford, Hamilton, and Bumbalough. Nays – None. Motion Passed.

NEW BUSINESS

Approve purchase of a Replacement Pump for Lift Station

Alderman Bremer made a motion, seconded by Alderman Bradford, to approve purchase of a Replacement Pump for the Lift Station at Logan Road from Linden Co., costing $6,835 plus shipping. Roll Call: Ayes – Alderman Bradford, Bremer, Hamilton, and Bumbalough. Nays – None. Motion passed.

Approve 5K Run

Alderman Hamilton made a motion, seconded by Alderman Bradford, to approve the Marquette/Rogers School Parents Club having a 5K Run Fundraiser on April 20, 2013, commencing and ending at Independence Park. Roll Call: Ayes – Alderman Hamilton, Bradford, Bumbalough and Bremer . Nays – None. Motion passed

Approve Purchase of Computer Towers, Server, and MSI Upgrade

Alderman Hamilton made a motion, seconded by Alderman Bremer, to approve purchase of two Computer Towers, Server, and MSI Upgrade for the city office. The expense is to not exceed $14,500, split between General Fund and Water/Sewer, and utilizing the Men’s Club donation to the City Council of $1000. Roll Call: Ayes – Alderman Hamilton, Bremer, Bumbalough, and Bradford. Nays – None. Motion passed.

Approve purchase of Trophies for Fire Dept. Banquet

Alderman Bradford made a motion, seconded by Alderman Bumbalough, to approve the purchase of trophies from Joan’s Trophy for the annual Fire Department Banquet at a sum of $565.75. Roll Call: Ayes – Alderman Bradford, Bumbalough, Bremer, and Hamilton. Nays – None. Motion passed.

Alderman Bradford made a motion, seconded by Alderman Bremer to adjourn the regular City Council Meeting at 7:23 p.m. Voice Vote: All Ayes. Motion passed.
