Seattle Region Basketball Tournament Rules 2018

Note: These rules supersede any other writings found pertaining to the rules

Eligibility

  1. Players - If an illegal player participates, then the team forfeits the game.
  2. A player is eligible to play in the region tournament if played in stake tournament OR if no stake tournament, then played in at least one stake game if the stake had a season for that organization.
  3. The only way a player can be eligible if he/she didn’t play in a stake game and the stake had a season, is if theplayer is coming home from a mission, college, move-in or serving the military. Theseare the only exceptions to the rule. The team must submit a new roster prior to playing to the region tournament with the player’s required information and Bishop’s initials next to the player’s name.
  4. Age - All ages stated must be in effect at the beginning of the 1st game of the region tournament.
  5. Youth ages are from 12-18. If a youth is 18 and still in high school, then that Player is eligible to play with the youth team. If the youth is out of high school, then the Player is not eligible to play with the youth team, unless there is permission by the Bishop.
  6. Adult teams consist of ages 18yrs and older
  7. A veteran teams are ages 30yrs and older
  8. If turning 30 or 18 during region, must play with the team that the Player played with in regular season or stake tournament.
  9. School Player
  10. Players participating/or on a roster (current season) in intercollegiate, semi-pro, or professional basketball programs are ineligible. “Participating” is defined as either being a member of a varsity team, or being on a player roster for a varsity game, or suiting up for a varsity game, even if the school sport season has ended.
  11. High School Varsity Basketball players (member or nonmember) will be allowed to participate in the Seattle Region tournament, but only one varsity player on the team will be allowed on the floor at a time.
  12. To ensure the player is not breaking high school rules, we request the church team coach ask the varsity high school coach if it is alright for that player to play church ball.
  13. Members eligibility
  14. Must live within the ward boundaries unless permission is given by the Bishops of the two wards prior to region play.
  15. Must live within the stake boundaries. No exceptions
  16. Non-members eligibility
  17. Non-members are allowed to participate if approved by the bishop.

  19. Teams
  20. A Stake must have an organized sports program to have teams participate in region play.
  21. A player may play for only one team in the region tournament, in the same sport, in the same season and it must be the same team in regionas with stake play.
  22. If a team has 5 players or more then majority of members must be on the court at all times. Failure to comply with the majority member rule will result in an automatic technical foul.
  23. If 4 players are present to start a game, 2 members and 2 non-members are permissible.
  24. If a team has less than 4 players or not majority members available, then the team will forfeit the game. Cannot start the game without a majority of members on the court.
  25. If a team is scheduled for a game and no team member shows up or no communication with the region director prior to the game, then it will consist of a “Complete Forfeit” and the team will be eliminated from the tournament.
  26. Registration - Each team will register their team at the region web site ( The registration must be done prior to the Coaches meeting. Registration consists of the following:

  2. Rosters must be complete. See roster section for definition of a complete roster. They can be uploaded to the website. There is no fax number available. If you want to mail them, send an email to request the address.
  3. Score sheets must be submitted as well. Each player must be included on the score sheet. They can be uploaded to the website as part of the team registration. Blank score sheets are available at the web site.

  2. Rosters are required to be turned in prior to the Coaches meeting.
  3. Rosters must be complete and consist of:
  4. A player’s name, address, date of birth and signature. Youth Players must have parent or guardian signature as well.
  5. The Bishop’s signature is required to participate in region play.
  6. Stake Athletic Director’ssignature is required to participate in region play.
  7. There are no adding players to a roster. The only exception is if a player is coming home from a mission, college, move-in or serving the military. See Eligibility - Players section for details.
Game Rules
  1. Games will be played by high school Rules, with the following exceptions:
  2. Game time is forfeit time. Please arrive early to avoid a forfeit.
  3. Games will consist of two 20-minute halves. The clock will run continuously, except for time-outs and the last 2 minutes of the second half only, during which the clock will stop at normal high school rule times. (ie: dead ball, foul or jump ball).
  4. If a timeout is called before or during a foul shot, the clock will stop and it will not start until the ball is in play after a made free throw or rebounded on a missed free throw. It will not start after the timeout is done.
  5. If a team is leading by 16 points (or more) in the last two minutes of the second half, the clock will not stop, unless a team calls a time out. If the lead is reduced to 15 points or less, the clock will stop on all whistles inside of two minutes.
  6. If a team is leading by 20 points, full court press is not allowed (by the leading team) unless the lead is reduced to less than 20 points. Officials will give one warning to the leading team’s coach. Further infractions will result in a team technical foul.
  7. There will be a 3-minute half-time
  8. Each team is allowed 2 time-outs per half, no carry over (Don’t use it you lose it)
  9. Overtime will consist of 3 minutes with clock stopping in the last 1minute. Each team will be awarded 1 timeout for every overtime played. Timeouts will not carryover.
  10. There is no 10 second rule for girl’s and women’s games.
  11. No dunking – this is a technical foul.

Unsportsmanlike Conduct

  1. A player who, in the judgment of the official, stake or region rep, verbally or physically abuses an official, player, coach or spectator will be subject to a technical foul and possible ejection. Technical fouls for unsportsmanlike conduct resulting with an ejection must be recorded with the site manager. The site manager is required to contact the Tournament Director that night to report the ejection.
  2. The following penalties will be assessed for misconduct
  3. If a player/coach is assessed 2 technical fouls for unsportsmanlike conduct, then that player/coach is ejected from the game. (Exception: The suspension rule does not apply for ejections due to dunking.)
  4. Players/coach ejected for unsportsmanlike conduct will automatically be suspended for their team’s next game that they play (forfeits not included) – No Exceptionsand may be suspended for the remainder of the tournament depending on the severity of the unsportsmanlike conduct.
  5. If a player is ejected for unsportsmanlike conduct from two games during the tournament, the second ejection results in automatic suspension for the remainder of the current years region tournament.To play the next year, they will be required to meet with their local priesthood authority (Bishop or branch president)to discuss reinstatement requirements. Signed permission by local priesthood authority and stake athletic director is required to be eligible to play in next year’s region basketball tournament.
  6. If a team has two or more players/coaches that are ejected from the game for having two unsportsmanlike conduct technical fouls each, then the game is immediately stopped and the team forfeits the game and is no longer eligible for the remaining of the tournament.
  7. Fighting results in automatic suspension for the tournament for players/coach that are determined to have participated in the fight. The Players fighting will be required to meet with their local priesthood authority and receive signed permission to be eligible to play in next year’s region basketball tournament.
  8. Unsportsmanlike physicalcontact with an official, stake representative, scorekeeper or athletic director before, during or after the game will result in automatic ejection for the game and suspension from the remainder of the tournament. If there is any damage to the building or equipment the same penalty will be accessed. Site Managers must report the ejection to the Tournament Director on the same day of the incident. The Tournament Director may inform Stake and Ward leaders.
  9. The penalty for all technical fouls is an automatic two points and possession of the ball at half court to the offended team. No free throws will be shot.
  10. Any specific building rules that result in a technical foul will not count against a player or team’s count of unsportsmanlike conduct technical fouls. The only penalty is an automatic one pointand no other penalty assessed. The ball doesn’t automatically go the offended team but is in play by whoever is deemed to have possession of the ball. Below are known specific building rules:

Uniform

  1. At all times dress and grooming should be modest, tasteful, and appropriate for the activity. The dress code is as follows:
  2. Shorts must be at least fingertip length. No boxer shorts.
  3. T-shirts or capped sleeve shirts are only allowed. Tank tops or low hanging under the armpits shirts are not allowed unless a t-shirt is underneath. Basketball jerseys are allowed over a t-shirt.
  4. Players are not to wear tank tops. Teams are to havematching numbered uniform jerseys. Teams do not need to have matching shorts. The penalty for not complying is a technical point for each infraction not to exceed one point per player.
  5. No jewelry is allowed, which includes rubber wrist bands, or other items made from cloth, metal, etc. Wedding rings should be removed if at all possible in the interest of safety. It is at thesite manager and officials discretion to make the decision if a taped over wedding ring is safe.
  6. Appropriate shoe attire.
  7. The “Blood Rule” will be followed as in the high school rule book. If a player is discovered to be bleeding or have blood on them, they must leave the game until the wound is covered or the blood in removed. Blood on the uniform will require the player to leave the game and change jerseys.
  8. No player is permissible to play while wearing any hard casts.
  9. All team-members must have uniforms in the same color with numbers either on the front and/or back of the jersey. Players must have an actual number on their jersey and no numbers can be duplicated.

Team Information

  1. Coaches
  2. For Men’s and Women’s league, the coach can be a player.
  3. Men cannot coach YW or Women’s teams, and women cannot coach an YM or Men’s team.
  4. If a coach is not present, this willbe a forfeit for the team
  5. Coaches from both teams should meet at the scorer’s table 10 minutes before game time to turn in score sheets.
  6. Coaches shall familiarize themselves with these rules, and review these rules with all players on their team.
  7. Only two coaches can sit on the bench during the game.
  8. Officials
  9. At least two officials will be provided for all gamesby the site managers. Three referees will be provided for as many of the later games and championship games as possible.
  10. Referees should not officiate games involving their home ward. There should be no referee assignments that create a conflict of interest situation.
  11. Each stake can send one Men’s Senior or Men’s Veteran (30 years and older) team to the multistake tournament. If they provide a list of 5 qualified referees for multistake play, they will be allowed to send a 2nd Men’s Senior or Men’s Veteran team.

a. Qualified referees are either:

i. Active officials that officiated during their stake season

ii. Individuals who participated in a Stake or multistake sponsored Training Clinic.

  1. Scorekeepers
  2. Teams must provide one scorekeeper for their team unless a scorekeeper is provided by the stake.
  3. One team cannot provide a scorekeeper for both teams.
