General Regulations

The 2012 Regional Qualifying Competition for North America and Oceania will be held in accordance with the 2010 International Skating Union Regulations and ISU Communication 1697.

Track

The Olympic Oval is a fully enclosed speed skating facility with a standard speed skating track of 400m to the lap. The refrigerated ice track has a 5 meter wide warm-up lane. The radii of the inner and outer competition
lanes are 26 and 30 meters respectively. The width of each lane of the competition track is 4 meters.

Training Times

The speed skating track will be open for training for entered Competitors from Wednesday, January 11 to Friday, January 13, 2012. Contact the Olympic Oval for training times prior to January 11. Trial starts will be organized on Friday, January 13, 2012.

Entry Quotas

The entry quotas for this regional qualifying competition are determined according to Rule 208, paragraph 5 c), see also ISU Communication No. 1697:

All other ISU Members concerned may enter one skater per category. However, in accordance with Rule 208, paragraph 5c, at the request of the Organizer, the above entry quotas may be increased with maximum 2 Competitors per category. In any case, only the 4 best Skaters per Member will count in the determination of entry quotas for the World Allround Championships.
Entries

Entries for this competition must be made according to ISU Communication No. 1697.

Preliminary entries, giving the number of Competitors & substitutes and the number of coaches and other team staff, as well as provisional names of the Competitors and team leader must be communicated at the latest by Tuesday, December 27th, 2011, according to Rule 208, paragraph 8.

Final entries including the names of the Competitors and available substitutes, as well as the names of the team leader, coaches and other team staff for whom an accreditation is required must reach the Organizing Committee by letter, fax or electronic mail at the latest by 12:00 noon (local time) on Wednesday, January 11th, 2012according to Rule 208, paragraph 9.

Please note that for all persons entered by the Members, the procedures regarding the Declaration for Competitors and Officials (all team officials requiring an accreditation) entering ISU Events (Rule 131) as outlined in ISU Communication No. 1628, need to be strictly observed.

For all entries official ISU entry forms shall be used.
The following qualifying timesapply for the regional qualifying event:

Ladies 3000m only 4:24.00

Men5000m only 6:48.00

The above qualifying times must have been achieved since July 1, 2010, in competitions as specified in ISU Communication No. 1697 (see ISU Communication 1688 for a list of current International Competitions or ISU Communication 1634 for the season 2010/2011).

Grouping and Drawing Procedure

The order of distances, the grouping of skaters, the drawing and arrangement of pairs, and the qualification for the last distance shall be made according to the same Rules as for the ISU World Allround Speed Skating Championships (Rule 239, Rule 240 and Rule 245).

Results

The winners of this regional qualifying competition are the skaters who have completed all distances and have obtained the lowest total points (Rule 265).

The 8 best Men and 6 best Ladies in the final classification after 4 distances will determine the entry quotas for North American and Oceanian ISU Members in the Essent ISU World Allround Speed Skating Championships 2012, see ISU Communication No. 1697.

Citizenship/Residence requirements and Clearance Procedure

In accordance with Rule 109 of the ISU Regulations and ISU Communication No. 1420 (or any further update), all Skaters who do not have the nationality of the Member by which they have been entered or who, although having such nationality, have in the past represented another Member, must produce an ISU Clearance Certificate.

Liability

In accordance with Rule 119, paragraph 1, the International Skating Union, Speed Skating Canada and the University of Calgary assume no responsibility for or liability with respect to bodily or personal injury or loss of property or damage incurred in connection with this Regional Qualifying Event. Each Skater is solely responsible for providing insurance coverage thereto.

Anti–Doping

Anti-doping tests will be carried out in accordance with the valid ISU Anti-Doping Code (ISU Communication Nos. 1650, 1651, 1693 and 1694 or any further update of these Communications).
