3. MATTERS ARISING

i.  RELOCATION OF NORTHUMBRIA POLICE KENNELS

Director of Human Resources/Change Programme Lead to negotiate with Durham Constabulary the additional daily rate of £12.54 to £10.

Update 17/06/16: Director of Human Resources/Change Programme Lead stated the price has been moved to £11 per hour.

ii.  JOINT WORKFORCE AND REVENUE MONITORING POSITION

Assistant Chief Constable Best to liaise with the Airport regarding realistic number of officers provided and additional funding.

Update 17/06/16: Assistant Chief Constable Best stated he has been liaising with the Operations Department and a paper will be coming to Executive Board in the near future to re-evaluate resourcing and funding with the Airport.

4. ApolloTM Platform: Enhancing the Police Officer Recruitment Process

HR Delivery Manager presented the paper ApolloTM Platform: Enhancing the Police Officer Recruitment Process to seek agreement to introduce ApolloTM, a bespoke tool to assist in the selection of Police Officers and Special Constables. The tool automates the sifting process and significantly enhances our ability to recruit suitable candidates.

HR Delivery Manager stated there are additional benefits to the tool as it is more in line with recruitment in other industries. He stated we would be able to do recruitment for other organisations, such as Victims First Northumbria, Office of the Police and Crime Commissioner and other forces. Director of Human Resources/Change Programme Lead stated we are currently in negotiations with Durham Constabulary. HR Delivery Manager added the next stage would be to develop the tool for Volunteers.

Further discussions took place and the paper was agreed.

Director of Human Resources/Change Programme Lead presented the paper Workforce Changes to outline changes for approval.

6. JOINT WORKFORCE AND REVENUE MONITORING POSITION

Director of Finance and Director of Human Resources/Change Programme Lead presented the paper on Workforce and Revenue Monitoring Position for the period ending 31st May 2016.

Discussion took place and the paper was noted.

7. HOLIDAY PAY FOLLOWING BEAR SCOTLAND V FULTON JUDGEMENT ON OVERTIME

Director of Finance presented the paper Holiday Pay following Bear Scotland v Fulton Judgement on overtime to confirm arrangements for payments to Police Staff.

Discussion took place and the paper was agreed and noted.

8. PROPOSED MODIFICATIONS TO CURRENT ICT STRUCTURE

Director of Finance presented the paper Proposed Modifications to current ICT Structure for approval to make changes to the ICT structure and ICT roles identified. ICT will work with Human Resources to implement the changes in line with current policy and procedure.

9. PROPOSED MIGRATION OF THE FORCE’S EXISTING DDI (DIRECT DIAL IN) NUMBERS TO A NEW DDI NUMBER RANGE

Director of Finance presented the paper Proposed Migration of the Force’s existing DDI (Direct Dial In) numbers to a new DDI number range to seek approval to migrate from the existing 10,000 DDI number range used to a smaller (3,000 numbers) and less expensive DDI range, as part of the telephony component of the network refresh project.

Discussion took place and the paper was agreed.

10. ANY OTHER BUSINESS

HR RESOURCING FOR NERSOU – LEAD FORCE PROPOSAL

Assistant Chief Constable Best stated he required a decision for Northumbria Police to be the lead Force for HR Resourcing matters, specifically job evaluation, advertising and recruitment of future NERSOU roles. He stated there are tight time scales, as there is a meeting with the Assistant Chief Constables on 11th July. Deputy Chief Constable Keenen stated there are concerns around this; putting Northumbria Police in a different position and this would need to be discussed with the Police and Crime Commissioner and what it would mean for the force.

Paper to be discussed in COT at a later date as it would need further consideration.

SCENTIFIC SUPPORT

Director of Human Resources/Change Programme Lead stated the Scientific Support paper regarding collaboration with Durham can be picked up outside of meeting.
