1. Objective

The objective of this set of guidelines is provide all units with a tool for organising their HSE work in an adequate manner, so that NTNU’s HSE goals, strategies and action plans are put into practise on the local level.

2. Scope

This set of guidelines applies to all units at NTNU.

3. Responsibilities and authority

The line manager must ensure that the local HSE work is organised in an adequate manner.

5. The organisation of the HSE work at the unit

The organisation of the HSE work at NTNU is described in chapter 2 of the HSE handbook. The line leader is responsible for the organisation and implementation of HSE work/measures within his or her area of work and responsibility; cf. point 2.1 and chapter 4.

5.1 The organisation at the unit

Specified tasks may be delegated by the line leader to staff members at the unit, e.g. to the HSE coordinator, the local radiation protection coordinator, the substance index contact, the person responsible for the storey in the event of fire or catastrophe situations etc.; see point 2.2.

In cases where HSE-related tasks are delegated, an overview must be prepared detailing which tasks have been delegated, and who carries the responsibility for carrying out these tasks.

Furthermore, the overview must provide information about the distribution of tasks and roles within the unit in terms of protection/safety officers/duties (safety representative/s, members of HSE committees/forums etc.).

5.2 Coordination with other units

In cases where the unit shares its premises/activities with another unit (e.g. Sintef, St. Olav’s Hospital), the line manager must ensure that a written agreement is entered into by the parties; cf. points 2.1 and 4.2. The coordination agreement must establish which enterprise is to be considered the main one, and thus responsible for the internal control work; and conversely, which one is the cooperating enterprise.

Both parties have an independent responsibility for organising its systematic HSE work in a manner that maintains the safety and welfare of staff, students and the environment. This includes a fully satisfactory work and learning environment for their own staff members on the premises covered by the agreement, and for other employees and visitors. Both parties must consider protective measures in relation to their own staff, and the impact of such measures on other staff in the workplace.

The following must be made apparent in the coordination agreement:
Which enterprise is to be considered the main one, and which is to be considered the cooperating enterprise.

1. Local regulations/guidelines regulating the activities
2. Requirements relating to the activities (HSE and laboratory handbooks etc.)

  1. Emergency preparedness plan and routines for sounding alert
  2. Aberration form
  3. Annual plan for the coordination work

The coordination also applies to the organised safety work if the volume of the work requires such coordination. The coordination agreement must be signed by the manager in charge of each enterprise, and by the safety representatives.
