The Mayor opened the meeting at 6.15 pm and acknowledged the traditional owners, the Wurundjeri people and paid respects to their Elders, past and present, and the Elders from other communities who may be here today. The Mayor acknowledged that currently many Aboriginal and Torres Strait Islander people have made Moreland home and in doing so have contributed to the positive, rich diversity of this municipality.

Council Reports:
DCS6/18Consultation on disposal of VicRoads land parcels through Fast Track process (D18/65734)On 15 November 2017, Council resolved (NOM61/17) that:
1.When Moreland Councillors become aware of possible land swaps, land transfers and land sales, whether the land is owned by the State or Federal Government, a State or Federal Government authority or the Council, that the public be notified and consulted.
2.Council advocates to State and Federal Governments that sufficient time be made available to enable consultations with local communities, with particular regard to State Government disposal of surplus land it offers under a ‘First Right of Refusal’ (FROR) process.
3.For land along waterways, public consultation will be conducted with nearby residents (including adjacent residents and by placing signage at the site), the Merri Creek and Moonee Ponds Creek Management Committees and the Friends of Merri Creek and the Friends of Moonee Ponds Creek.
On 30 January 2018, Council received notification from the Minister for Planning, the Hon. Richard Wynne MP, that two sites currently owned by VicRoads are being referred to the Fast Track Process. These sites are at:
Melrose Drive, Tullamarine
20-24 Coonans Road, Pascoe Vale South.
The land was offered to Council in 2015 when VicRoads identified it as surplus to its needs. The site was assessed by officers as not having any strategic benefit for Council due to its size and location.
The Fast Track exhibition process concludes on 6 April 2018. Officers are currently preparing a report for the March 2018 Council meeting with a recommendation on whether to secure these parcels or not, in the interim, this reports seeks Council’s approval to inform the local community on their proposed sale in accordance with NOM61/17.
Officer Recommendation
That Council:
1.Endorses the commencement of a two week public consultation process informing the local community of the proposed sale of land by VicRoads as shown in Attachment 1 to this report, that will include:
a)Information on Council’s website.
b)A mail out to surrounding properties.
2.Receives a report at the March 2018 Council meeting providing the results of this consultation regarding the proposed sale of land by VicRoads and with officer’s recommendation on these parcels of land.

That Council:
