Expression of Interest (EOI)

Gilgit-Baltistan (GB) Forests, Wildlife and Environment Department is currently implementing a project titled “Reducing Emissions from Deforestation and Forest Degradation (REDD+ Phase-II):- Road Map and Operational Plan for REDD+ Piloting in Gilgit-Baltistan” funded from GB Annual Development Program. Main purpose of the project is to start piloting of REDD+ in GB as per national and international requirements and standards, agreements, systems and processes, and also to promote and institutionalize forest management planning for participatory and sustainable forest management on ecosystem based approach. To help achieve the above goal, consultancy services are required from firms/individual consultants for one year for facilitating the GB Forests, Wildlife and Environment Department and help to prepare (district-wise) Integrated Resource Management Plans for Protected Forests of Six Districts (Nagar, Hunza, Ghizer, Shiger, Kharmang and Ghanche) including Irrigated Forest Plantations on Government-owned Lands of Gilgit-Baltistan.

Now, therefore, the GB Forests, Wildlife and Environment Department invites Expression of Interest (EOI) in the form of Technical and Financial Proposals from national and international consulting firms/individuals who have the requisite academic qualifications, relevant professional experience, attitude and aptitude for the preparation of Management Plans for the above mentioned six districts of GB (Proof of academic qualifications and experience required).

Specific skills and knowledge required for the said consultancy:

The consulting firm/individuals has to meet the above mentioned criteria and should have sufficiently vast experience (at least five years) of preparing Integrated Resource Management Plans. More specifically, the individuals/firms should have the following knowledge and skills to accomplish this task:

1.  Demonstrated knowledge and skills of participatory approaches in forestry such as Village/Valley Land Use Planning (VLUP), PRAs, RRs and RS/GIS so as to be able to collect the required socio-economic and spatial data from the concerned communities and regions.

2.  Demonstrated knowledge of biodiversity and conservation issues.

3.  Demonstrated knowledge and experience of at least five years of preparing ecosystem based integrated resource management plans for Protected Forests like those existing in GB.

4.  Knowledge of different forests and associated rangelands management systems.

5.  Knowledge and experience of working in Social/farm Forestry Programs.

6.  Knowledge and experience of working with the GB Forests Department (preferable).

7.  Knowledge and experience of Forests, Wildlife and Biodiversity Issues and Laws, and Non-Timber Forest Products/Medicinal and Aromatic Plants related issues and laws etc.

8.  Knowledge and experience of Climate Change Impacts, adaptation and mitigation measures.

9.  Excellent in Data Analysis, GIS mapping and Report Writing Skills.

10.  Must be Computer Literate.
