  1. Position Purpose

»Implementation and administration of statutory (subdivision) planning controls.

»The provision of quality and timely advice to Council, the community and stakeholders on planning in Casey.

»Contribute to the implementation of Councils strategic planning framework and Casey's appeal as a desirable place to live, invest and do business.

  1. Key Responsibility Areas

Planning and Subdivision Applications

»Investigate, inspect, and process delegated planning and subdivision matters, in a timely manner and in accordance with statutory requirements and Council policy.

»Prepare correspondence, reports and recommendations as required to process enquiries and applications specified above.

»Investigate, inspect, report and process planning and subdivision applications for subdivisions.

»Investigate, inspect, report and assist with processing of planning and subdivision applications for subdivisions including those involving significant or complex issues.

»Assessment and processing of post-permit approvals for subdivision applications.

»Provide advice to the Manager and Team Leader on statutory planning/subdivision issues when requested.

»Prepare draft Committee and Council reports, and reports on matters delegated to senior officers, together with appropriate recommendations for consideration by the Manager and/or Team Leader.

»Prepare appeal submissions and represent Council at the Victorian Civil andAdministrative Tribunal.

Customer Service

»Deal with enquiries and discuss or explain subdivision or planning matters with professional and non-professional individuals and groups.

»Liaise with developers, consultants and land owners about subdivisions.

»Negotiate with applicants and developers and other relevant persons/organisations in regard to requirements to be placed on subdivision permits.

»Provide advice and assistance to other officers on planning matters within areas of responsibility, when requested.

»Respond to telephone and face-to-face enquiries referred through from Customer Service and provide advice and information on planning procedures and planning controls in a professional and accurate manner.

»If prime responsibility is to provide specialist advice to clients or to regulate clients, freedom to act is subject to close supervision or to clear guidelines. Effect of decisions and actions taken on individual clients may be significant but the decisions and actions are always subject to appeal or review by more senior employees.

»If prime responsibility is to provide direct support and assistance to more senior employees, freedom to act is not limited simply by standards and procedures and the quality of decisions and actions taken will often have an impact upon the performance of the employees being supported.

  1. Qualifications and Experience

»A relevant degree or diploma.

»Driver's Licence which is valid to drive within Victoria.

11. Key Selection Criteria

»Knowledge of legislation and regulations relevant to planning and subdivisions.

»Demonstrated ability to interpret planning and subdivisions regulations and policies and apply precedents.

»Appreciation of the relationship between subdivisions, strategic and statutory planning.

  1. Conditions of Employment

»Conditions of employment are as per the City of Casey Enterprise Agreement, Casey’s policies and procedures and the letter of offer.

»Hours - The position is full-time worked on a 19-day/4-weeks arrangement / part-time worked XX hours per week.

»Health Declaration - The preferred applicant is required to complete a Health Declaration form and return it to the Occupational Health and Safety Co-ordinator prior to commencement.

»Transport – Employees must use Council vehicles for work-related travel whenever practical to do so. If employees use privately-owned vehicles for work-related travel Council recommends the vehicle be comprehensively insured and the insurance company notified that the vehicle is being used for work-related travel. If an employee using a privately owned, comprehensively insured vehicle for work-related travel is involved in an accident they may be eligible for reimbursement of the insurance excess. Vehicles not comprehensively insured will not be eligible for reimbursement.

»Sick Leave - A medical certificate may be required for any absence and must be provided for sick leave exceeding three working days or absence on the working day before or after a rostered day off, annual leave or public holiday.

»Multiskilling - Employees may be directed to carry out any duties consistent with theirskills, competence and training provided the duties do not result in de-skilling them.

»Risk Management – Employees must comply with risk management policy and procedures.

»Employment Status - The successful applicant must provide proof of permission to work in Australiaprior to commencement.

»Probation Period - Asix month Probation Period applies to this position. This period will be extended in line with any period of unpaid or unauthorised leave.
