A.2. Scope of incidental services:

1.  Furnishing of a detailed operations and maintenance manual for each appropriate unit of the supplied goods.

2.  Brief scope of the project to supply, design, installation, implementation, testing and commissioning, training, providing user manual, providing warranty and post warranty AMC for the total solution including all hardware, software, materials, services and support etc. As part of the surveillance systems successful bidder shall integrate the Infrared Illuminators with existingsurveillance cameras for providing Surveillance Network & GPS based Vehicle Tracking System for Emergency Vehicle system for City Surveillance & VTS, for Cyberabad Police. All necessary cabling / wiring / sockets and allied infrastructure conforming to respective quality / standard norms are part of the scope

3.  Existing make & model of cameras are : i) AXIS P1344E - Fixed, ii) AXIS 5534E – PTZ, iii) BOSCH NBN - 832V and iv) BOSCH VG5-825 ECEV

4.  Warranty period for all the items as per table at A.5

5.  Successful bidder has to take up the contract on turnkey basis, i.e. procurement, installation, commissioning operation and maintenance of IP based CCTV surveillance & monitoring facilitating Cyberabad Police manning their operations in the law & order.

6.  The envisaged City Surveillance & VTS shall use IP Cameras to connect to a centralized command and control station. The existing Fixed Day/Night IP based Surveillance Cameras must be integrated with the Infrared Illuminators at the designated PTZ Cameras shall be used for general surveillance of the location including number plate viewing.

7.  The proposed solution should allow Cyberabad Police officials to locally and centrally monitor its facilities from a remote location on a Portable/Fixed computer monitor using IP-based Cameras in a bandwidth efficient manner. The solution should also enable viewing of camera feeds on smart phones as well as have the capability of utilizing smart phones as remote cameras which provide feed to the control room in the case of emergencies.

8.  The existing cameras should capture, store, and analyze video images to enable centralised surveillance & monitoring, increase operational efficiency.

9.  The IP based system should ensure secure and ready video access from virtually anywhere for Cyberabad Police IT network. Authorized personnel should be able to rapidly zero in on images of specific locations, people, and events, anytime and anywhere, without reviewing countless hours of video recordings. Trans-coding should enable the transmission of video.

10.  The system should be provided with weather proof outdoor IR Illuminators should be mounted & integrated to existing cameras to capture video which would be viewed & controlled through the Video Management Software, recorded and stored.

11.  The video management software will be used to configure the video management server, and once installation and setup are complete, the video management server should run seamlessly in the background to manage the connections, access and storage. Video management server should receive MPEG-4 or better quality video across the network from Video IP Camera. The server should stream incoming media to a connected storage.

12.  The viewing mode can be controlled remotely by a management system. The Video Management Server, Recording Server, 2 Workstations & Monitors will all be placed at the control room.

13.  The Successful Bidder shall integrate the Infrared Illuminators with existing surveillance IP cameras for providing a Surveillance Network as per the recommended architecture to achieve the Video surveillance. However, wherever site conditions mandate a modification in the recommended architecture, the Successful Bidder should seek prior approval from competent authority( Cyberabad Police shall facilitate the successful bidder in obtain the relevant approvals/permission from Central/state government authorities) before executing the work.

14.  The items part of this tender are required to install on the existing system. The existing system components are already under warranty with a vendor. During the installation and commissioning of items in this tender scope to the existing system, if any damage occurs to the existing system components, new vendor should take the complete responsibility and replace it free of cost including installation and commissioning.

15.  The tender document should clearly mention that the vendor who will be supplying the material and installation & commissioning of these material should work closely with the vendor who is managing the warranty of existing system. Any damage to the existing system should solely responsible in the scope of new vendor for free replacement and fully functional at no additional cost.

16.  Power supply source to the IR Illuminator should be sourced from the same source from where the camera is sourcing and for the conditioned power supply Cyberabad Police shall be responsible for providing the power supply to the field equipment.

17.  Successful bidder should offer equipment for the safety of the site equipment (IR illuminator). Appropriate outdoor casings and housings should be used for the outdoor equipment.

18.  The Successful Bidder shall conduct a site survey of designated locations, and evaluate if required The bill of material attached in this document is only indicative and the successful bidder has to provide the detailed BOQ.

19.  Live capturing, viewing, Controlling, recording & Storing/Archiving from all cameras, search and playback from stored video archives.

20.  Motion activated recording Should support a maximum of 50 IP cameras

21.  Multiple screen displays for viewing live images/Videos under zero light conditions.

22.  The Storage shall make continuous recording of all cameras for 30 days @ min. 25fps and full resolution.

23.  The Successful Bidder shall carry out the performance test run of the complete system at site after satisfactory installation / implementation under his & Cyberabad Police personnel supervision.

24.  Training : Successful bidder should provide training to the team identified by Cyberabad Police Commissionerate to man the control center for operations including coordination with field staff & maintenance of the equipment for a minimum period of 1week.

25.  For the Vehicle Tracking device the bidder should supply & install the unit in the Police patrol vehicles under control of Cyberabad Police System. Application software should be installed in the server/workstation allotted by the Cyberabad Police dept in the commissionerate premises. SIMs charges and recurring monthly charges shall be borne by Cyberabad Police dept. Training to be provided

A.3. Maintenance: Successful bidder has to supply, install, maintain & restore the all the items including software.

The items supplied by the successful bidder mentioned in the schedules are down and not working, the same need to be repaired and restored for normal functioning as per agreed Service Level Requirements. Failing which penalty will be recovered from Performance Security as per Clause C.15.

A.4. Delivery and Installation period : The Successful Bidder shall deliver, install and commission the goods/services within Four (4) weeks from the date receipt of purchase orders.

A.5. Warranty :Comprehensive Warranty for the period is as per below table (including Spares-Parts/ Service/ Labour/On-site, comprehensive) from the date of installation of items. During warranty period the bidders should conduct preventive maintenance once in three months besides attending the calls.

SLA for performance during maintenance period:

1. The original call log for all the logged calls of complaints & calls closed status should be sent by email to APTS and Department on fortnightly basis for monitoring.

2. Along with the above mentioned call log, a date wise abstract of calls logged and repair status within SLA and outside SLA should be provided to APTS and Dept in the following format with supporting call reports duly signed by the user:

The above table may be used for calculation of penalties for not meeting the SLA requirements during maintenance/warranty period.

B.1 Pre-Qualification criteria:

1.  The bidder should be a manufacturer / authorized representative of a manufacturer / whole sale dealer and should be in business of manufacture and or supply and maintenance of the offered items for a minimum period of five years in India as on bid calling date.

2.  The Manufacturer’s Authorization form specific to this tender should be submitted as per the Annexure-III.

3.  The Bidder should have minimum one service center with minimum three service personnel in Hyderabad as on bid calling date. Details of the service centers should be enclosed in Form P4

4.  The Bidder/OEM should have minimum cumulative turnover for the items/products mentioned (irrespective of brand/model) and for the brand offered, during the period of 2011-12, 2012-13 & 2013-14 (up to March 2014) financial years as follows:-
