These sessions have run weekly throughout term time since the commencement of the project in February.
Stop & Search, Chair Emmanuel Imuere
The Stop and Search Group have continued to make good progress with delivery workshops to local groups and young people. They recently worked with 10 young people from Mayors NEET group to deliver ‘know your rights and responsibility’ workshops. Another workshop was delivered to 25 young people during August at the REAP centre in Downham. The group were excited to engage with a new group to highlight their work and raise awareness on Stop and Search related issues. This project is making a real difference in the lives of young people by providing relevant and useful knowledge around Stop and Search including how to make a complaint and contribute towards changing negative perceptions of Lewisham police
5. / Presentation on Firearms by. Tactical Firearms Commander Inspector Phillip Moore
Presentation provided insight on how aspects of tactical operations are delivered by firearms response teams. The presentation highlighted how firearms are authorised and why. It also looked at Lewisham in particular. Records showed for 2014 Lewisham had 163 spontaneous operations which was the 7th highest in the Met.
The National decision model was explained with interactive case incidentswhere the audience participated in making assessment and expressed why they opted for one decision against another. The policy relating to powers and levels of authorisation were discussed. These informed why Firearms is a specialist unit. The presentation was both informative and challenging.
Members of the Board and public asked questions and raised some concerns such as how families of victims are notified following deployments that result in harm, injury or death at the hands of police intervention.
The Chair brought the session on firearms presentation to a close but got a promise from Inspector Moore to arrange a more detailed session on firearms if the audiencerequest it.
6. / MOPAC data pack, Deputy Borough Commander Superintendent Jo Oakley
Superintendent Oakley gave apologies for the Borough Commander and introduced our new Superintendent for partnership Tara Mc Govern.
We had an overview of the MOPAC data pack and highlighted:
  • Motor Vehicle and Criminal Damage are up but Burglary is down 21%, Robbery - 12% and Theft from Motor Vehicle -13%. Violence is up but by less than the MET average. Confidence is the highest ever at 61% and Satisfaction is at 79%.
  • The Police are looking at better ways of working. They plan to have tablets by the end of 2017, which will mean that information needs only to beentered once.
  • We have 40 PCSO. There will be one for every ward plusTransport PCSOs.
  • There have been three murders - 2 knife crime and I Domestic Violence.
  • Every borough will have a Gangs Unit of 16 officers.
  • There were questions answered from board members and members of the public
  • CI Graham informed the meeting on the proposal that the Met may reduce or do away with PCSO in view of the government cuts.
There was unanimous outcry on the potential vulnerabilities to neighbourhood policing and lot of praise was given to the positive impact that PCSO have made to community safety and confidence in Police. The request was made to feedback that cuts should be made from different angle and let the PCSO remain.
The Chair promised to take the request to LCP2 for further discussions.
7 / Q & A
8 / A member of the public reported at the meeting her difficulties with complaints on the Police. shewas reminded the meeting was not for individual issues and that she had been supported once before in getting a meeting to discuss her complaints with the Lewisham professional standard champion. As she seem to still have issues on her complaints a member of the Board agreed to meet with her to further address this after the meeting / Royston
9 / The Chair thanked all for attending, notified the meeting of leaflets from Community Payback for possible projects from the Community and the meeting was brought to a close at 8.45pm
