On motion of Mr., seconded by Mr., the following resolution was offered:

RESOLUTION NO.

A resolution approving the Jefferson Parish, Louisiana Community

Development Block Grant Disaster Recovery Hurricane Isaac Action

Plan that reflects the budget and activities to be undertaken with

CDBG Disaster Recovery funds from the U. S. Department of Housing

and Urban Development (HUD); and to authorize the Council Chairman

or in his absence Vice-Chairman, or the Director of Jefferson Parish

Community Development to sign any and all documents required

in the submission of Action Plan and subsequent administration

of program. (Parishwide).

WHEREAS, On May 29, 2013 HUD issued FR-5696-N-03, notifying Jefferson Parish, Louisiana of an allocation of $16,453,000.00 from the Disaster Relief Appropriations Act of 2013;

WHEREAS, Jefferson Parish will use this funding to address the outstanding needs that resulted from Hurricane Isaac, which struck Louisiana in August of 2012 as per attached Action Plan;

WHEREAS, Jefferson Parish has participated with the State of Louisiana in identifying the unmet need of the Parish in accordance with the methodology outlined in FR-5696-N-01;

WHEREAS, Jefferson Parish is fully committed to using the funding through these programs to affirmatively further fair housing and to comply with all applicable federal, state and local regulations;

WHEREAS, expenditures of these funds must be completed 2 years from execution of Grant Agreement.

NOW, THEREFORE, BE IT RESOLVED, by the Jefferson Parish Council of Jefferson Parish, Louisiana, acting as governing authority of said Parish:

SECTION 1. That the attached Action Plan for Jefferson Parish, Louisiana reflects the budget and activities to be undertaken with CDBG-DR (Fund 21310) grant funds from HUD is hereby accepted and approved as follows including administration and project delivery costs:

·  Homeowner Assistance Program(HAP) - $9,108,621.05

·  Elevation Support Program(ESP) - $2,368,421.05

·  Emergency Pump out(EPO) Initiative - $4,975,957.89

SECTION 2. That the Council Chairman or in his absence Vice-Chairman, or the Director of Jefferson Parish Community Development is authorized to sign any and all documents required in the submission of Action Plan and subsequent administration of program.

The foregoing resolution having been submitted to a vote, the vote thereon was as follows:
