BUDGET WORK SESSION

SEPTEMBER 27, 2016

The Board of Trustees of Williams Charter Township held a regular meeting for the purpose of having a work session on proposed 2017 budgets on Tuesday September 27, 2016 at the Township Hall. The agenda is attached Exhibit A.

I. Call to Order & Roll Call

The meeting was called to order by Paul Wasek, Supervisor, at 6:30 p.m. Present: Wasek (Supervisor), Hoverman (Treasurer), Charney (Clerk), Gower (Trustee), Paige (Trustee), Plant (Trustee), and Putt (Trustee).

II. Pledge of Allegiance

The Pledge of Allegiance to the flag was said in unison.

III. Open to the Public

Linda Vanherweg was present but had no comments or questions.

IV. Changes to the Agenda

There were no changes to the agenda.

V. Consent Agenda

1. Approve the September 13, 2016 Board of Trustees Work Session Minutes as presented.

2. Approve the September 13, 2016 Board of Trustees Minutes as

presented.

3. Approve the list bills.

A motion was made by Plant and seconded by Paige to approve all items as listed on the Consent Agenda.

VI. Regular Agenda

1. Transfer of Burial Rights, Pine Grove Cemetery

Larry Sequin purchased 6 spaces for burial rights in Pine Grove Cemetery earlier this year. The deed was made out in his name only; now he has decided he would like to transfer burial rights to a sister and 4 children with separate deeds for each. He has signed Release Forms 23 through 28 and deeds for the transfer have been prepared by A. Charney. The Release Forms were signed and notarized.

======the transfer of burial rights in Pine Grove Cemetery from Larry Sequin to Tammy and Norm Retzloff, Rhonda Sequin, Tim Sequin, Wendy Sequin, and Brian Sequin.

2. Cemetery Weed Control/Fertilizer

Grass areas in Pine Grove Cemetery are being taken over by broadleaf weeds.

P. Wasek obtained two cost proposals to apply broadleaf week killer and fertilizer.

======the proposal from Reder Landscaping for application of early fall broadleaf weed killer/fertilizer at the township cemetery.

3. 2017 Township Budget Work Session

Copies of the 2017 proposed Township Budget were provided for review and discussion, along with an explanation on various line items, a revenue sharing estimate from the Michigan Department of Treasury website, and a table of proposed salary and wages for fiscal year 2017.

Revenue sharing is projected to increase 1.6% or approximately $6,000.00 due to additional sales tax revenues expected by the State. The current tax levy is expected to decrease due to an increasing number of Veteran property tax exemption forms filed with the Assessor exempting them from property taxes and personal property tax elimination by the State.

Road patrol, the Auburn Williams Fire District contribution, special road projects with 1.5 mills allocated were also discussed as well as health insurance costs and the 2017 Economic Development contribution to Bay Future, Inc.

The new voting equipment purchase was then briefly discussed with the township match included in the Capital Outlay general fund expenditure account. The Bay County Clerks Association voted during September to purchase the equipment from Election Systems and Software, the current M-100 voting machine vendor. The State of Michigan has not yet determined how much the local match for the equipment will be as partial funding remains from the Help America Vote Act. The local funding match could be up to $2,500.00 per precinct. Williams Township has four voting precincts including the absent voter counting board. Delivery of the new equipment is anticipated during early 2017.

Proposed salaries and wages were then reviewed. According to Paul Arnold, Township Assessor the C.P.I. rate will not be released until October.

Paul Arnold, Township Assessor, is an independent contractor and his monthly fee was discussed and approved in 2014. The current fee is for the calendar years 2015, 2016, and 2017.

Prior to the meeting, a 1% wage increase was proposed for the Deputy Clerk, Deputy Treasurer, Supervisor, Clerk, and Treasurer.

After a brief discussion, Trustees recommended and agreed that the Deputy Clerk and Deputy Treasurer should receive a 2% raise, and that all others with the exception of the DPW Foreman receive a 1% wage increase. The proposed increase for the DPW Foreman was $.75/hour. Trustees agreed they do not want a pay increase for 2017. The proposed salaries and wages are reflected in the above table.

It was then suggested and agreed by all that salary and wage resolutions be voted on separately as follows:

·  Public works, seasonal gardener, custodial employees and office professionals.

·  Building department.

·  Elected officials; to include the supervisor, clerk, treasurer.

·  Trustee's salary.

09-16-047-B/P/S A motion was made by Gower and seconded by Paige to adopt

======the hourly wages for the hall custodian, DPW foreman, assistant DPW position, cemetery sexton, seasonal gardener, deputy clerk, deputy treasurer, and administrative assistant as proposed, effective January 1, 2017.

Ayes: Plant, Hoverman, Charney, Paige, Putt, Gower, and Wasek.

Nays: None. Motion carried.

======the salaries for the building inspector and zoning administrator/electrical inspector as proposed, effective January 1, 2017.

Ayes: Hoverman, Charney, Paige, Putt, Gower, Wasek, and Plant.

09-16-049-B/P/S A motion was made by Gower and seconded by Putt to adopt

======the salaries for the supervisor, clerk, treasurer as proposed, effective January 1, 2017.

Ayes: Charney, Paige, Putt, Gower, Wasek, Plant, and Hoverman.

Nays: None. Motion carried.

09-16-050-B/P/S A motion was made by Putt and seconded by Paige to keep the ======Trustee's salary at the current pay rate, effective January 1, 2017.

Ayes: Paige, Putt, Gower, Wasek, Plant, Hoverman, and Charney.

A.  Health Insurance Co-Pay

Township Ordinance No. 113-E sets forth eligibility requirements and copayments for employee health insurance and employee dental insurance. If copayments are changed, the ordinance must be amended.

Health Insurance and dental insurance benefits were again discussed. Public Act 152 of 2011 states a public employer (local government) shall pay not more than 80% of the total annual costs of all medical benefit plans it contributes for employees and elected public officials. The law does provide that townships, along with cities, and counties, may opt out of the requirements of the law by a two-thirds vote of the governing body.

The opt-out must be renewed on an annual basis.

09-16-051-I/P A motion was made by Paige and seconded by Plant to adopt

======the Resolution, attached Exhibit C, to exempt Williams Township from Public Act 152 of 2011 and continue the 85% employer/15% employee cost share for employees enrolled in the township health insurance plan and dental insurance plan, effective January 1, 2017 for the entire 2017 calendar year.

Ayes: Putt, Gower, Wasek, Plant, Hoverman, Charney, and Paige.

Nays: None. Motion carried.

B. Schedule and Authorize Publication of Public Hearing on Tentatively Accepted Fiscal Year 2017 Budgets

09-16-052-B/M/P A motion was made by Gower and seconded by Paige to

======tentatively accept the proposed 2017 township budgets pending the public hearing; to schedule the 2017 budget public hearing for Tuesday October 25, 2016 and to authorize the Clerk to advertise for the 2017 budget public hearing in The Valley Farmer.

Ayes: Gower, Wasek, Plant, Hoverman, Charney, Paige, and Putt.

Nays: None. Motion carried.

C. Necessary Implementation Steps for 2017 Township Budgets

1. Auburn Williams Fire District Budget

3. Holiday and Office Closing Schedule

09-16-055-H A motion was made by Plant and seconded by Putt to adopt the

======Holiday and Office Closing Schedule for 2017, attached Exhibit D. The office will be closed on Friday’s between Memorial Day and Labor Day.

4. Board of Trustees Meeting Schedule

09-16-056-B/M A motion was made by Paige and seconded by Gower to adopt

======the schedule of 2017 Board of Trustees meetings as proposed, attached Exhibit E, and authorize the Clerk to post the schedule in accordance with the Michigan Open Meetings Act.

VIII. Any Other Business

The BCTOA Quarterly meeting will be hosted by Beaver Township in our hall on Wednesday October 19th. Reservations are due October 13th.

The Carter Road water line extension bid opening is scheduled for 10:00 a.m. Wednesday September 28th at the Bay County Road Commission.

The Eleven Mile Road culvert replacement at the Perry Creek may be complete by Friday September 30th.
