ORIGIN OF HEROIN FROM AF-PAK REGION.

MASTERMIND “IQBAL” IS A TERRORIST BASED IN CHAKOTHI, MUZAFFARABAD, (POK) HAVING LINKS WITH ORGANISER “SALEEM” OF KUWAIT.

INTRODUCTION:-

As a result of the untiring efforts and working on leads obtained during interrogation of the earlier catch, a team of officers of Narcotics Cell consisting of Insprs Sanjay Gade, Akash Rawat, SIs Rajnikant, Sunil, ASI Narender, HC Charan Singh, Cts Manoj, Sandeep under the supervision of ACP Zile Singh and overall guidance of DCP Bhisham Singh arrested three more persons near Main Gate, Tis Hazari Courts and recovered 11 kg of fine quality heroin from their possession. The arrested persons are operatives of an international drug trafficking module.

It may be recalled that on 13.12.2013, Narcotics Cell of Crime Branch had arrested Mohd. Dharick r/o Devakottai, r/o District Shivganga, Tamil Nadu and recovered 10 kg of fine quality heroin. Mohd. Dharick was found to be a member of a highly dreaded and sophisticated module of international drug traffickers. A team of Crime Branch officials had raided the whereabouts of other co-accused persons in Tamil Nadu while working on development of other secret sources to bust the whole chain.

The three persons arrested now are Sajjat (age 40 years) s/o Syed Muzaffar Hussain r/o Village Sarai Bandi, PS Uri, District Baramulla (J&K), Shafaat Hussain Shah (age 45 years) s/o Zakir Hussain Shah r/o Village Sarai Bandi, PS Uri, District Baramulla (J&K) and Mohd. Abdullah (age 23 years) s/o Abdul Mohammad r/o House No.640, Puthambur, PS Koltur, District Pudukkottai, Tamil Nadu.

INTERROGATION:-

On intensive interrogation, Sajjat revealed that he is a holder of border pass which is being used by him to enter POK. By using this pass, he went across the LOC and met his acquaintance Mohd. Iqbal r/o Chakothi, Muzaffarabad, POK. Iqbal delivered him the contraband of heroin which he brought back to Uri. Iqbal had procured the contraband from Afghanistan. On the directions of Mohd. Iqbal, Sajjat alongwith Shafaat Hussain Shah carried this contraband of heroin from Uri to Delhi. After reaching Delhi on 7.2.2014, he stayed with Shafaat Hussain in his rented house at New Seemapuri, Delhi. On 8.2.2014, when Sajjat and Shafaat Hussain Shah were handing over this drug consignment to Mohammad Abdullah near the Main Gate of Tis Hazari Court, they were caught by the team of Narcotics Cell on the basis of tip off from reliable sources.

Further interrogation of Mohammad Abdullah revealed that on the instructions of one “Saleem” of Kuwait through internet telephony, he came to Delhi to collect this contraband but was caught by the police at the time of delivery. This contraband was to be carried by him (Mohammad Abdullah) to Tamil Nadu from where he was supposed to wait for further instructions of Saleem through internet telephony for subsequent delivery.

It has been revealed that this module is being run by international drug traffickers and is having a well organized network in POK, J&K, Tamil Nadu, South-East Asian countries, Kuwait and Middle East. The final destination of the contraband is Europe.

PROFILE:-

Accused Sajjat Ali (age 40 years) s/o Syed Muzaffar Hussain r/o Village Sarai Bandi, PS Uri, District Baramulla (J&K) is married and has 5 children. He has studied upto 10th class from Uri, District Baramulla (J&K), but left school due to poverty. Initially, he worked as a labourer at several places. After some time, he came to Delhi and worked as a Tata 407 driver for a company working for Delhi Metro Rail. Thereafter, he started taking small contracts. He has seven brothers and sisters in all. He obtained a border pass and started going to POK for making his livelihood. Thereafter, he came in contact with one Iqbal of Chakothi, POK, who offered him a lucrative deal to earn quick money through drug trafficking.

Accused Shafaat Hussain Shah (age 45 years) s/o Zakir Hussain Shah r/o Village Sarai Bandi, PS Uri, District Baramulla (J&K) has left his wife about 10-12 years ago in his native place. He has one son out of this wedlock, who is presently living with his mother. Shafaat is educated upto 9th standard from Uri, Baramulla, J&K and he has two brothers and two sisters. Driven by poverty, he had come to Delhi about 20-22 years back and had lived at several places on rent. He earned his livelihood by selling framed photographs in local fairs (Melas) in Delhi and other neighbouring states but remained in touch with his native place. Co-accused Sajjat had offered him handsome money for helping him in delivering the contraband of heroin from Uri to Delhi.

Accused Mohd. Abdullah (age 23 years) s/o Abdul Mohammad r/o H.No. 640, Puthambur, PS Koltur, District Pudukkottai, Tamil Nadu is a class 10 drop out and having two brothers and two sisters in all. His father is a cycle mechanic. He had done one year computer course and was looking for the job. During this time, he was cultivated by the drug mafia. Saleem of Kuwait talked to him on internet telephony, and roped him into drug trafficking with the promise of paying handsome money for each successful receipt of consignments from Delhi and their safe delivery in Tamil Nadu.

The busting of this racket has broken the back bone of international drug traffickers. Saleem of Kuwait is having links in Chennai and Af-Pak. The associates Nasir, Mujibar Rehman and Abdullah @ Abbas, all belong to Tamil Nadu, and are now on the run. Cooperation has been sought from Tamil Nadu Police to nab these accused. Details of interrogation is being shared with Intelligence agencies and Narcotics Control Bureau to unravel the wider international chain and to also look into aspects of narco-terrorism.

NOTORIOUS BURGLARS ARRESTED

The staff of Police Station Rajouri Garden, West District have arrested two notorious burglars namely Sunil @ Mohit @Chikna Age- 28 years and Ved Parkash Tripathi, Age- 32 Years. 25 stolen mobile phones have been recovered from their possession and two cases registered at PS Rajouri Garden have been worked out.

PROFILE OF ACCUSED ARRESTED

  1. Sunil @ Mohit @ Chikna S/0 Ashok originally belongs to Kanpur, U.P.He is presently residing at F-62 Jailor Wala Bagh, Ashok Vihar, Ph-II Delhi. He is illiterate and in order to fulfill his day to day requirements he indulged in bad society and started committing burglary. He is previously involved in 13 cases.(List attached)

2. Ved Parkash Tripathi S/o Kirpa Sankar Tripathi originally belongs to Chandoli U.P and presently he is recently residing with his wife and children at C-137 Rajiv Nagar Extn. Begam Pur Delhi . He is illiterate and in order to fulfill his day to day requirements he indulged in bad society and started committing burglary. He is previously involved in 02 cases.

INCIDENT AND TEAM INTERROGATION

Keeping in the view the incidents of burglary, on 09.02.14 ASI Ishwar Dayal, HC Anil No-487/W, HC Bhupender No. 401/W, Const. Anil Kumar No. 1701/W and Const Vivek No-1496/W were on picket at Shivaji Collage, Rajouri Garden. They were informed by a secret informer that two notorious burglars namely sunil@ Chikna and Ved parkash who are involved in several cases in theft and burglery will come this way . On this information ASI briefed the staff present at picket and started vehicle checking. At about 5.50 PM one T.S.R. No. DL 1RG- 0701 came ring road side which was stopped at picket. Both occupants were interrogated and their search was made. On search of Sunil @ Chikna two stolen mobile phones were recovered . On the search of T.S.R. driver namely Ved Parkash two stolen mobile phones were recovered. Four mobile phones were recovered from above T.S.R.

INTERROGATION AND CONFESSION

Under the supervision of ACP/RG and SHO/RG sustained interrogation of Sunil @ Mohit @ Chikna S/o Ashok and Ved Parkash Tripathi S/o Kirpa Sankar Tripathi disclosed that 02 incidents of burglary has been committed by them in the area of west district. They disclosed that about 15-16 days ago they burgled a shop in S.P.M. Camp Tagore Garden and stole mobile phones and recharge coupans .They further disclosed that about 4-5 days ago they had burgled a shop in Tagore Garden Extn. And stolen 7000/- Rupees , Dry Fruits , Saries ,baby suits and 06 water taps .

The Staff involved in good work is being rewarded suitably.

ACTIVE AUTOLIFTER NAILED WITH TWO STOLEN VEHICLES

With the arrest of an active auto lifter namely Aman Sharma @ Kaku (aged -20yrs) S/O Jai Kishan Sharma R/O RZ-D-1A/79, Gali No. 5,Mahavir Enclave, Part I, Palam, New Delhi , South West District has worked out two cases of M V Theft. One stolen motorcycle and one Honda Activa Scooty have also been recovered.

INFORMATION AND OPERATION

In order to check the incidents of MV theft, a dedicated team of AATS/SWD comprising of SI Sushil Kumar, ASI Jai Prakash, ASI Shyam Singh, Ct. Anil, Ct. Raj Singh and Ct Anoop was constituted under the supervision of Sh. Surender Kumar, ACP/Ops/SWD. On 08.02.2014, an information from a credible source was received by the above team that an active autolifter will come in a stolen Scooty to Gali No. 5, Mahavir Enclave to meet his friend. The team swung into action and laid a trap at Mahavir Enclave. The said team started checking all the vehicles and at about 06.40 PM a white Scooty came from Gali No. 5 side which was signaled to stop but he tried to speed away instead of slowing down . Finding the behavior of the scooty occupant suspicious, the team swiftly chased and overpowered him. Upon being questioned about his suspicious behavior, he tried to dodge the police and again tried to flee from the spot. The dedicated team nailed him down and upon interrogation his identity was revealed as Aman Sharma @ Kaku (aged -20yrs) S/O Jai Kishan Sharma R/O RZ-D-1A/79, Gali No. 5,Mahavir Enclave, Part I, Palam, New Delhi. On further enquiry, the scooty occupant could not produce the documents of the said vehicle and tried to mislead the police by giving false versions. On verification the scooty was found stolen vide case FIR No. 24/14 dt. 25/01/2014 u/s 379 IPC from PS Sagar Pur

INTERROGATION AND MODUS OPERANDI

On sustained interrogation, the accused spilled the beans that he stole this scooty from the area of Sagar Pur, Delhi. He used to commit M V theft from residential places. In pursuance of his confession, one stolen motorcycle was also got recovered on his pointing out.

With the arrest of a snatcher namely Parbhash Gupta @ Raja (aged 21 yrs.) s/o Shyam Bihri r/o G-133, Phase-2, Sec.3, Pappan Kalan, Dwarka, New Delhi police personnel of PS Binda Pur, South-West District Police has worked out a case of snatching. One snatched mobile phone has been recovered from his possession.

GIST OF THE CASE:-

Complainant Sh. Narender Pal Singh reported that in the evening of 09.02.14 he and his wife were returning home after fetching milk from Mother Dairy B-Block, Uttam Nagar. On the way near School Road, complainant was attending a call on his mobile, where a person came from rear and wrenched his mobile phone. He gathered his wits and raised an alarm. After seeing the commotion, beat staff namely Ct. Suresh and Ct. Yashwant present in the area came at the spot and overpowered the snatcher. Snatched Mobile Phone recovered from his possession. Upon this, a case vide FIR No. 80/14 u/s 379/356/411 IPC has been registered at Police Station Binda Pur and investigation has been taken up in right earnest.

INTERROGATION

During sustained interrogation, he confessed his involvement in snatching. He disclosed that on 10.02.2014 he had to go to his native home i.e. Lakhimur UP and also got confirmed his railway ticket in this regard. Since a mobile was required at his village, he decided to snatch a mobile phone. In the evening of 09.02.14, finding an opportune movement he snatched a mobile phone from a passerby who was busy in talking on mobile.

Accused is unmarried and has eight brothers and sisters. His father is a farmer by occupation at Lakhim Pur, UP. Accused original hails from LakhimPur, UP and has a rental accommodation in Delhi and.

One snatched mobile phone.

ILLEGAL GUN TRADING RACKET BUSTED

09 SOPHISTICATED SEMI AUTOMATIC PISTOLS OF 7.65 MM RECOVERED

A team of Special Cell led by Inspector Manoj Dixit and Inspector Shiv Kumar under the supervision of Sh. Satyavir Singh, ACP has busted an Inter-State gang indulging in illegal firearm trade. The gang procured sophisticated semi automatic pistols from Barwani Madhya Pradesh and sold them to criminal elements in the areas of Delhi and NCR. The apprehended persons includeShamsu ( aged 35 years) r/o Mathura, UP and Moh Bai ( aged 35 years) W/o Dev Ram R/o Barwani, MP. A haul of 09 semi automatic sophisticated pistols of 7.65 MM alongwith 05 extra magazines have been recovered from their possession.

Operation:An in-house study into the growing use of sophisticated firearms over last few years revealed that in most of the cases, illegal weapons used in commission of various crimes in Delhi, were manufactured and supplied from Barwani, Madhya Pradesh to the criminals active in Delhi and NCR. Accordingly, sources were deployed in Delhi, NCR, UP West and Madhya Pradesh. After sustained perseverance, on 05.02.14, specific information was received that a huge consignment of illegal weapons would exchange hands near Sarai Kale Khan ISBT, New Delhi. On this a trap near Ring Road, ISBT Sarai Kale Khan, New Delhi. After painstaking wait and efforts, at about 02:55 PM, a suspicious lady holding a travelling bag was spotted near Bala Sahib Gurudwara, near ISBT, waiting for someone.After sometime, a person came and the lady gave one small bag to him. Police team swopped in andapprehended them. They were identified as includeShamsu ( aged 35 years) r/o Mathura, UP and Moh Bai ( aged 35 years) W/o Dev Ram R/o Barwani, MP. A thorough search resulted in recovery of 09 pistols and 5 magazines. A case under appropriate sections of Arms Act has been registered at PS Special Cell, Lodhi Colony, New Delhi.

Investigation revealed that Moh Bai @ Munni has been working for quite sometime for illegal arms supplier based in Sendhwa, MP, he also supplies illegal arms to Delhi, NCR and other parts of country. Investigation, further revealed that the accused persons supply atleast one consignment of illegal weapons in Agra, Mathura, NCR and Delhi.

MODUS OPERANDI

Moh Bai used to come to Delhi by train or by bus. Arms supplier used to handover the consignment to Moh Bai with the directions to go to Delhi and NCR and other places in India to deliver the consignment of illegal weapons. After reaching at the designated destination, she used to call Arms supplier who in turn contacted receiver to collect the consignment from Moh Bai @ Munni. After a short while, the receiver used to come to waiting Moh Bai and collected the consignment. Sometimes, she also used to take the money from receiver on the directions of supplier and hand over to him after reaching Madhya Pradesh.
