Section I: Request
The UVU Department of Behavioral Science requests program discontinuance for the Certificate of Proficiency in Substance Abuse Counseling.
The UVU Department of Behavioral Science requests approval to offer a Certificate of Proficiency in Substance Use Disorder Counseling and a Certificate of Proficiency in Advanced Substance Use Disorder Counseling.
The two new certificates are “stackable” in that a student completing the Certificate of Proficiency in Substance Use Disorder Counseling, which is a two semester program, 14 credits, will be able to complete a third semester with an additional 9 credits and be awarded the Certificate of Proficiency in Advanced Substance Use Disorder Counseling.
Due to changes in the licensing requirements here in Utah, these two certificates will fulfill the states requirements for licensure in these areas.
UVU requests this change be effective Fall Semester 2014. These requests were approved by the Board of Trustees on October 24, 2013.
Section II: Need
This request is in response to new Utah statutes governing licensure in Substance Use Disorder Counseling. This request also allows UVU’s program to be consistent with the program at the University of Utah.
Section III: Institutional Impact
This modification should have no effect on instructional programs of affiliated departments or programs. UVU is running the current LSAC program with a cohort of 30 students per year, and plan to maintain that cap. There will be no changes in administrative structure. The only change in faculty will be the need to staff one additional course per academic year. No new physical facilities or modification to existing facilities will be required.
Section IV: Finances
The costs anticipated from this change are those associated with teaching an additional course each academic year. UVU is in the process of moving the program to an off-budget status and will be able to support the additional cost with tuition and fees from the program.

Students pursuing the Certificate of Proficiency in Substance Use Disorder and the SUDC license will complete the following courses:

State Licensing Information: Beginning July 1, 2012 there are two levels of licensure for Substance Use Disorder Counseling in the state of Utah. The Licensed Substance Abuse Counselor (LSAC) license has changed to the Substance Use Disorder Counselor (SUDC) and the Advanced Substance Use Disorder
Counselor (ASUDC) license has been added. The new name for this field is Substance Use Disorder
Counseling. Additional requirements for State Licensure are detailed in the UVU catalog.
