Hello, my name is Mohan. Welcome to the training for Release 10 . In this session we will talk about what’s coming in Oracle Human Capital Management Cloud for the United States localization.

For the enhancements covered in this training, we’ll first give an overview, followed by more detail to explain how you can use them, and what business value they bring.

Next we’ll explain what you need to consider before enabling these features in your business, and what you need to know to set them up.

Slide 5 - Enhancements Overview

The first feature we will be discussing is Manage Features by Country or Territory. From Release 10, using this feature you will be able to control the address style and the level of address validation.

Next we will look at the feature for New Jersey Family Leave Insurance. You can use this feature to calculate the tax and capture the Family Leave Insurance Plan information which can be used in W-2 reporting.

Then we will look at the Quarter-To-Date Archive process which can be used to archive employee, employer, and tax data for a quarterly tax period.

We will then look into Support for State Specific Payslip/Checkwriter Enhancements to comply with California state requirements.

Next we will look into a new process called Third-Party Involuntary Payments Extract. You can now capture the third-party payment information and also generate an extract file which can be submitted to ADP’s Money Movement service for payment processing

Finally we will look into a new feature Third-Party Monthly Filing Extract. This extract uses payroll data to file monthly state unemployment wages and taxes.

Manage Features by Country or Territory

You can use this task to control the address style and the level of address validation for the countries or territories configured for Oracle Fusion Global Human Resources. Default address style for US is “Supplemental Taxation and Reporting Address”. Also, for US, there is a validation to ensure users select “Supplemental Taxation and Reporting Address” when selected extension is “Payroll” or “Payroll Interface”.

The task name and page name has been updated for Release 10 from Manage Payroll Product Usage to Manage Features by Country or Territory.

Slide 7 - New Jersey Family Leave Insurance

New Jersey law provides up to 6 weeks (42 days) of Family Leave Insurance (FLI) benefits for workers to bond with their newborn or newly adopted child or to provide care for a seriously ill family member. Benefits are payable to eligible employees through either the New Jersey State Plan or an approved employer-provided private plan. Plan Type is used to designate if it is a state plan or private plan.

If you have a private plan, you will need a configuration for W-2 reporting.

Use the Manage Legal Reporting Unit HCM Information task to set the Family Leave Insurance Plan Type in the New Jersey W-2 Reporting Rules overrides section. If electing a private family leave plan, you must also identify the plan number.

Slide 8 - Quarter-To-Date Archive

The Run Quarter-to-Date Archive is a payroll process that archives employee, employer, and tax data for a quarterly tax period.

Currently, the Multiple Worksite Electronic Report process uses the quarterly archive data to generate the electronic file.

Slide 9 - Support for State Specific Payslip/Checkwriter Enhancements

As per the California Labor code section 226, an employer should show the total hours worked by each employee whose compensation is based on an hourly wage and also pay period start and end date for prior pay period overtime earnings in the online payslip, and check advices.

To comply with California Labor law, the US Payslip template has been updated to display the hours and date in the earning detail section.

Slide 10 - Third-Party Involuntary Payment Extract

A third-party involuntary payments interface has been delivered for capturing involuntary wage payment details.

The Run Third-Party Involuntary Payment Extract process will generate a disbursement file in a XML format which the employer can submit to ADP’s Money Movement service for payment processing.

Note: Prior to running this extract, you must have created and submitted the one-time Third-Party Involuntary Deductions Initial Extract to ADP.

No setup is required for this new feature to be available, however some configuration is required for this report to work as expected.

ADP-supplied Client Identifier and Branch Identifier must be configured for the TRU.

Third-Party Payees for involuntary deductions must be defined.

Involuntary Deductions calculation card and card components must be created for employees.

Slide 11 - Third-Party Monthly Tax Filing Extract

The Oracle Fusion Third-Party Monthly Tax Filing Extract process generates a text file which the employer can submit to a third-party vendor.

The output extract file will support the tax filing specifications defined by ADP.

Monthly tax filing is currently required for the state of Illinois.
