Pre bid meeting held on 22-6-2011 - Questions and Clarifications.

No. / Question / Clarification from NIO /
/ No Prequalification criteria mentioned in the RFP. LD, clause, BOM and the Specifications should be must for the same. / All these information will be available along with final technical specifications /
/ Pt 9 Mentioned UPS hot stand by mode. should be parallel or in lbs mode separate source. And need not be used other than critical loads, like data centers. / NIO proposes two UPS system of same load capacity ie 60KVA with 30 minutes backup support. One system will be used for entire first floor requirement ie Data Center and other essential IT loads. The second system will meet the IT loads in Ground, Second and third floor and expected to be up to maximum of 10 KVA. NIO proposes that this second UPS system could serve as standby UPS source for the first floor Data Centre as and when required. /
/ Data center-first floor. UPS room should be near to Loads.(data center) / NIO has identified large space at ITG building ground floor for UPS systems. Our present UPS system is also located in the same room. Due to space constrain in the first floor as well as to avoid fire hazards associated with UPS, NIO prefers to install both UPS system at identified Ground floor area. Approximately 20 meters length of cable may be required from UPS output panel to the panels in the first floor Data Center room. /
/ 2 nos UPS to be installed in hot stand by mode ground floor.
Ups-1 only for first floor – No redundancy for data center.
Ups-2 -5KW to all three floors. –FOR Non critical load separate UPS should be preferred. / Refer answer to the question number 2. /
/ PAC 45KW SENSIBLE =50KW LOAD FOR PAC. 20 deg. As per Indian conditions and equipments Pac should be designed at 22deg standard. Which will also lowers the TR rating of PAC. / NIO estimated 3 units of 8TR total sensible capacity per unit would meet our present and immediate heat load of Data Center. Initially it could be 1+ 2 redundant and once the proposed high capacity storage system is installed we may use as 2 working and 1 in redundant mode. Inside the Data Center 22 degree operating temperature is acceptable and 50% RH (+/- 5%). Outside ambient temperature is around 40 deg. Celsius and very high humidity during monsoon. Vendor may specify and use any valid data to provide a solution. /
/ PAC Rating with sensible 8 TR per unit is totaled to 5 units of PAC. Instead we will use available ratings for combinations for PAC. / One could submit your own proposal based on your design parameters. NIO will decide the final specification taking into consideration of all aspects. /
/ UPS-60KVA-30MIN BACKUP.KVA=KW / Refer answer to the question number 2 /
/ Also mentioned ISO TX AT INPUT side of UPS.? No UPS manufacturer will provide input iso tx . / Request to provide the best and reliable solution. /
/ If input side TX to provided it would be around 1.25 times KVA capacity of UPS includes battery charging current. The tx will be placed separate cubicle. / Refer answer to the question number 8 /
/ Telemonitoring-? Should be made optional. Since all UPS vendor do not offer such facility. / UPS system should able to communicate the BMS about the failure of mains supply or any other parameter to assess its capacity to support the full load. The BMS system should utilize these signals to send automatic alert by SMS or email to system administrator. /
/ Auto cad Drawings for all the rooms needed for technically correct estimation. The auto cad drawings soft copy for further corrections. / At NIO website, the file is added to the respective tender domain. /
/ Network racks size is not mentioned / As future servers are expected to be 1200 mm depth, NIO proposes the rack should be 42U, 800 x 1200 mm size. /
/ Yoy have mentioned installation of Ibms at NIC Pune-? On page 46 / Ignore the error. Secondly the technical specifications given are tentative and vendor is expected to give your own solution(s) to meet the specified objective. /
/ DG What is the make-?specifications? should be atleast 1.5 times the KVA capacity of UPS. / Centralized DG support is provided from the 350 KVA and 500KVA rating units. /
/ ATS-make? specifications. / Vendor is expected to give your own solution(s) to meet the entire scope of work. /
/ Cabling upto Main LT Panel shall be in NIO's scope / NIO will provide raw input mains LT panels at UPS room. /
/ Please confirm 3 phase & single phase MCB requirement in PMM / Storage system in side the Data Center requires 3phase 16A industrial Receptacle /
/ Lightning arrestor / Will be provided by the NIO /
/ Earthing / Earthing in bidders scope as per specifications in Tender /
/ UPS Distribution Board / At First Floor or provide your own solution /
/ BMS facility to DG set / BMS does not cover DG set but to cover all other equipments in the Data Centre /
/ FM 200 / Vendor should provide the suitable solution /
/ Location of outdoor units for PAC / Outside terrace should be used for PAC /
/ Please clarify what do you mean by "enclosure made of self extinguishing material" as batteries are housed in open rack for requirement of sufficient air changes / Vendor could provide your own solution. /
/ Please clarify the existing clear height between floor to beam bottom. Also please provide us the primary and secondary beam details. / Clear height between floor to beam bottom is 10 feet. Primary beam drop is 28 inches and the secondary beam drop is 18 inches. /
/ ITG first Floor loading capacity / Approximately 1500 Kg/ sq.mtrs. /
/ Warranty and AMC / Bidder to consider 3 Yrs warranty & should provide the quote for 4th and 5th year AMC cost for entire Data Centre /
/ Maintainance on site / Venders/ Bidders can propose in the quote for the onsite person for maintenance during warranty/ AMC period /
/ Regarding Payment terms , LD , Delivery period, bank guarranty, / 100% payment on the completion of work. Vendors may mention their option in the quote. Other terms are as per tender document. /
/ There is no EMD submissions BY bank guaranty, taxes and delivery, / No EMD for this tender. /
/ How to submit quote either SIT or Supply and installation separately. / This is a turnkey job so bidders have to include all supply, installation, testing, commissioning to meet the entire scope of work. /
/ NIO estimated budget / Vendor to provide budgetary estimates for the complete turnkey basis to meet the entire scope of work. /
/ Electrical panel facility / All the electrical systems inside the first floor (lights/ power points/sockets/ plugs/wiring) including separate Distribution boards (DB’s) for light and power will be in the scope of the bidders activity. NIO will provide only incoming cable for light and raw power DB’s at a particular location on first floor.
For PAC, three phase raw power outlet will be provided at the main panel on the ground floor. Further connection including panels/DB’s etc needed at first floor for completion of AC work to be taken care by the vender. /
/ FM Staff facility / Facility management group (10 staff) will be using the first floor area other than Data Center portion. This group should be provided with suitable working table, Chairs, other furniture, LAN, telephone cables. And this area should have proper lighting, comfort AC, false roof, vitrified tiles, etc. /
