COMMITTEE OF THE WHOLE MEETING
TUESDAY, MAY 5, 2015
The Committee-of-the-Whole Meeting of the City Council of the City of Hackensack was held at City Hall, 65 Central Avenue, Hackensack, New Jersey, on Tuesday, May 5, 2015.
The meeting was called to order at 6:34 p.m. by Mayor John Labrosse and he asked the City Clerk to call the roll.
Present: Mayor John P. Labrosse, Jr., Deputy Mayor Canestrino, Councilman Battaglia, Councilman Sims, Councilman Some, City Attorney Thomas Scrivo and City Manager David Troast were in attendance.
Ms. Karlsson: “In accordance with the Open Public Meetings Act, Chapter 231, Laws of 1975, adequate notice of this meeting was provided by sending a notice to The Record and the Star-Ledger and by posting a copy on the Bulletin Board in City Hall."
Manager’s Report:
Thompson Street – There will be an Ordinance on tonight’s meeting prohibiting a left turn from Thompson Street onto Prospect Avenue.
Probation Site – Resolution for Ingerman Development Company will be on tonight’s meeting.
240 Main Street – This location meets the criteria for non-condemnation designation.
Recreation Appointment – There will be a resolution on tonight’s meeting for Loriann Henderson-Manning.
Ariel Drone Photography – We would use this for snapshots of our redevelopment areas. We would be able to provide these photographs to the public and be able to put them up on the website. The fee is $250.00/hr. We could do it in stages, possibly 2 to 4 times a year.
PD-1033 Program – There will be resolutions on the meeting tonight approving this program.
PSE&G Easement – This resolution was pulled at this time as more clarification was needed.
Mayor Labrosse spoke about Thompson Street and how a complaint was made to him at work about this being a dangerous intersection with multiple people being hit by cars. There have been no police reports made by anyone hit in that area since 2012. Signs have been installed. The Deputy Mayor also stated that we are looking into making Thompson Street a one way.
A motion was made by Deputy Mayor Canestrino and seconded by Councilman Battaglia to open the meeting to the public. The Mayor reminded the public that they had five minutes to speak.
Joseph- Concord Drive, River Edge – Would like to speak about the River Walkway. We need to extend it into River Edge. The Record Site is to include a walkway.
Ms. Schariff – I want to welcome Jason to the Council. I have known your mother for a long time. The fence is down in Foschini Park. We need to take care of the drainage there also. We have adults playing in the field and damaging the area. There should be no adults on the small field. This field should just be for the kids. There is a sign at the entrance of the M & M building saying that this is city property and there is no smoking on city property. We need to change peoples mindset about smoking.
Mr. Jackson – 120 River Street – We need revitalization and leadership in the city. I am interested in seeing a shelter on Kansas Street.
Regina DiPasqua – Parker Avenue –Thompson Street is dangerous especially the cross walk there. A one way street there is not feasible too much going on with deliveries and the parking garage. A traffic study should be done.
Lenny Nix – I cannot follow the dockets, I get no answers from anyone. I leave messages for the city manager. There needs to be a stop work order on Main, Moore and Mercer. The bank belongs to the Johnson’s. The building should be saved. The city will have a black mark on it if they tear down this building. We are going to court on May 6, 2015 at 9:30am Room 424 to stop this nonsense.
As no one else wished to be heard, a motion was made by Councilman Sims and seconded by Deputy Mayor Canestrino to close the public portion of the meeting.

CITY OF HACKENSACK
A RESOLUTION CALLING FOR AN EXECUTIVE MEETING OF THE CITY COUNCIL FOR THE FOLLOWING PURPOSES:
WHEREAS, the Mayor and Council of the City of Hackensack deem it necessary to discuss certain actions under Section 7b7 & 7b8 of the Open Public Meetings Act which pertains to matters falling within attorney-client privilege, on-going litigation and personnel matters concerning the employment of a current or prospective public employee(s).
WHEREAS, the Mayor and Council of the City of Hackensack is of the opinion that such circumstances may presently exist; and
WHEREAS, the City Council wishes to discuss the following issues:
1. Personnel Matters
2. On-going Litigation – Prince, Oddo, Monaghan
3. Matters involving attorney/client privilege
NOW THEREFORE BE IT RESOLVED that the Mayor and Council of the City of Hackensack deem it necessary to exclude the public from this discussion. The outcome of the discussion will be disclosed within 90 days or at such time as the interests of the City do not require confidentiality.
