Number and ages of children / A recent analysis of childcare places in the Alamien and St Marys wards has been undertaken. This has verified the rise in numbers of 0-5 year olds in these wards. According to the Hampshire Small Area Population forecast, Test Valley is still expected to see a large rise in the numbers of 0-4 year olds.

Availability of places

A further demand for childcare places has been verified from further analysis of the Alamein and St Marys Wards. The Cupernham ward has identified a lack of EYE places and a potential pressure on places for the Preschool in this ward in the Summer term 2012.

The Childcare Development Coordinator is working with the Services for Young Children, Test Valley Local Development Team to stimulate the market to address both of these issues. Through a report from Test Valley Borough Council, it has been identified that the Augusta Park housing estate in the East Anton area has 420 new occupations to date.

Comment:

Through work with local providers, the Childcare Development Coordinator has identified a Preschool and a Day Nursery in central Andover. These proposed provisions should ensure that there are more childcare places available to meet the demand.

All of the proposed Childminders are in the Andover central and surrounding wards. This corresponds directly to the areas identified as need in the April 2011 Childcare Sufficiency Assessment. The actual number of childcare places the proposed Childminders are registered for, has not been identified but if each one has the average of 4 childcare places this would potentially create an additional 24 places for 0-7 year olds in addition to the 90 childcare places from the other two proposed developments.

Comment:

After analysing the data available the opening balance of childcare places against the closures does highlight a loss of childcare places this quarter within the Childminding sector. Also the loss of childcare places in the Alamein / Winton and Millway wards could impact on the pressure of childcare places in these wards.

However the loss of the childcare places in the Kings Somborne and Michelmarsh ward should have little impact for Parents, as a new Preschool offering 26 childcare places opened in September 2011 and still has spaces available.

The same principle applies to the North Baddesley ward where a loss of 2 Childminders could be incorporated by a Preschool in the same ward which has low numbers of children.

The two settings identified in the above table accessed CHIF funding during this reporting period. There are also 26 Space Childminders in the Test Valley area who are able to support children with additional needs. There is a beacon setting in the Romsey Extra ward and Hampshire County Council support 12 SEN places at Acorns Children’s Centre.

Development of Childminder Networks

The NCMA reported during this period, that 19 additional Childminders came from the Test Valley area and attended briefings with 13 of these registering. There are 6 newly registered Childminders with a total of 34 approved Childminders who are able to offer Early Years Education (EYE) Funding. There are also an additional 4 Childminders working towards offering EYE funding. As reported above there are 26 Space Childminders who are able to support children with additional needs.

The Childcare Development Coordinator is also continuing to work with NCMA (Childminders) to identify gaps in rural areas in Test Valley to address childcare needs.

Development of extended schools activities and out of school/holiday provision

There are no updates on developments in this area and as there is no longer a Childcare Development Worker in post , there has been little contact with Out of School provision in this Quarter. There has been a development of holiday provision which created 50 childcare places available in the central Andover area.

Parental demand

The Cfit team have reported an increase in referrals during this reporting period.

There have been 5 referrals for the Romsey ward and 3 for North Baddesley. There has also been an additional 3 referrals for the North Test Valley area and there were a total of 20 enquiries on Hantsnet during this reporting period.

Grant funding

No grants have been awarded to group provision in this reporting period. The Childcare Development Coordinator met with the Business Support Officer to look at individual settings and new developments that may be eligible for funding.

Conclusion

This reporting period has highlighted a loss of childcare places in Test Valley within the Childminding sector. There has been a gain of 8 new Childminders and a loss of 10 Childminders in this quarter.

The Childcare Development Coordinator has been actively looking at developing childcare places in the Alamein ward. An information gathering exercise has been undertaken which has highlighted the need for childcare places in the Andover central wards.

There is current work being undertaken with a new School at the Augusta Park housing development site to secure childcare places.

Two childcare providers are looking to develop new provision in Andover – one is a sessional Preschool and one full day care. These three developments should address the need for childcare places and enable all Parents to access their full entitlement in the Alamien and St Marys ward.

Work has also been undertaken by the Childcare Development Coordinator with existing settings in Romsey and Cupernham wards to explore the take up of places according to previous EYE ( Early Years Education) data. The Cupernham ward in particular has an issue with not enough childcare although there are spaces in the neighbouring ward – the families tend not to take up other provision.

There are two new childcare settings in the Bourne Valley and Kings Somborne wards which should help meet the needs in those areas – However they both need to undertake some additional marketing as they opened in September and still have only a few children on roll.

The CDC will be seeking further collaboration with the Planning department of Test Valley Borough Council on housing a new childcare development on the Walworth Industrial Estate. This is to address childcare demands of new housing on the Picket Twenty / Picket Piece site.
