14The ACMA’S enrolment process

Prior to using the ACMA’s ‘on-line’ submission system a login and password must be obtained from the ACMA.A copy of the ABN DSC Public Key that will be used to sign submissions must also be provided.Completing the enrolment process involves three simple steps:

  1. Obtain an ABN-Digital Certificate from an accredited Gatekeeper certificate provider.
  2. E-mail to the ACMA’s ICT Service Desk () requesting issue of a login password for the ‘on-line’ application.The email should include:

given name, surname

e-mail address for management of the ‘account’

a copy of the ABN-DSC public key certificate (see section 11.1 below);

14.1How to export public key certificate

Preconditions

The digital certificate has been picked up from the certificate provider’s web site.

The same browser on the same machine is used to apply and pick up the digital certificate in order to export the public key certificate.

Procedure

1. First open the Internet tool Internet Explorer that has been used to apply and pick up the digital certificate.

2. Click on the ‘Tools menu’.

3. Click on ‘Internet Options...’ menu and this will display the following dialog box.

4. Click on ‘Content tab’, which will display the following dialog box.

5. Click on the ‘Certificates... button’ on the above mentioned dialog box, which will display the following dialog box displaying all your personal certificates installed in this browser

6. Select the ABN DSC certificate displayed under the Personal tab issued to you. And Click on the ‘Export... button’ which will bring the following wizard.

7. Click on the ‘Next > button’ to continue.

8. Click on ‘No do not export the private key’ as selected on the above dialog box and then click on ‘Next > button’.

9. Leave ‘DER encoded binary X.509 (.CER)’ format selected as shown above and click on ‘Next >’.

10. Click on the ‘Browse... button’ of the above shown dialog box to specify a file name and location where you want to export the public key certificate on your local drive. Then click ‘Next >’.

11. Click on ‘Finish button’ of the above dialog box.

12. Click on the ‘OK’ button to finish

Now your public key certificate has been exported to your local drive location specified in the export wizard.

13) Create an email to the ACMA system administrator at e-mail address and attach a copy of the exported certificate.Send.

14 ) Finish.

14.2How to export the private key certificate to a personal keystore

Description

When a submission is made to the ACMA, the signing process requires the user’s system to access a personal keystore containing their digital certificate and private key. This document describes the prerequisite of creating the personal keystore, where the user extracts their digital certificate from their browser WITH the private key and saves it to a personal keystore in a chosen location. This instruction has been written for Internet Explorer version 5. The instructions may vary slightly for other internet browser tools.

Selecting the default path for the personal keystore

When submitting a digital certificate, the submission process runs an applet on your computer that looks for the keystore you are about to create. You can store the certificate in any system drive location but, it is recommended that you use one of the following default locations which the applet uses. If you put your keystore in these locations you will use less keystrokes to select your keystore.

Process

1) Access your Internet explorer browser

2) Select ‘Internet options’

3) Select ‘Content’

4) Select ‘Certificates’

5) Select ‘Personal Certificates’

6) Select your certificate from the listand select ‘Export’.

7) Select’Next’

8) Select ‘Yes’ and ‘Next’

9) Accept the default, which is “Enable strong protection …” , and select ‘Next’

10) Provide a keystore password (and remember it for your submissions!)

11) Select the keystore location

12) Provide a keystore file name (and remember it for your submissions)

13) Select Finish

14) Acknowledge completion of the export process

15) Close browse certificates window

16) Close the internet tools window

17) Finish.
