Corson County Commission Proceedings March 7, 2017

The Corson County Board of County Commissioners met in the Commissioner Room of the Courthouse on March 7, 2017. Chairman Stephen Keller called the meeting to order at 9:05 a.m. with Shawn Hinsz, Edward Schock, and Darren Bauer present. Donald Pazie was absent. Also in attendance was States Attorney Eric Bogue.

Approve Minutes

All voted in favor of a motion by Schock, seconded by Bauer, to approve the minutes of the February 7, 2017 meeting.

Approve Agenda

All voted in favor of a motion by Bauer, seconded by Schock, to approve the agenda as presented.

School Land Lease Auction

Auditor, Tammy Bertolotto, informed the commission that the School Land Lease Auction will be held on April 7, 2017 at 11:00 a.m. MT in the Commissioner Room of the Courthouse.

Travel Authorization

Consensus of the board was to allow Jayne Huber and Victoria Bail to attend the SDACO New Officials Workshop in Pierre on March 15-16.

Good Friday

All voted in favor of a motion by Bauer, seconded by Schock, to grant four hours of administrative leave for full time employees on April 14th, Good Friday.

Highway Report

Highway Superintendent, Benny Joe Schell discussed blade repairs, snow blower, road conditions, and culverts. No action taken.

Discussion was had on purchasing a new steam cleaner for the Trail City Highway Shop. All voted in favor of a motion by Hinsz, seconded by Bauer to purchase a new steam cleaner for the Trail City Highway Shop.

Travel Authorization

Consensus of the board was to allow Highway Superintendent, Benny Joe Schell to attend an all-expense paid trip sponsored by the SDACHS to the 2017 NACE Conference in Cincinnati, Ohio on April 8-13.

Railroad Authority Board Appointment

Following discussion, all voted in favor of a motion by Schock, seconded by Keller to appoint Bauer and Hinsz as Commissioner Representatives to the Railroad Authority Board.

Extension Board

Discussion was held on dissolving the Extension Board. All voted in favor of a motion by Bauer, seconded by Schock to dissolve the Corson County Extension Board.

Plat Approval

Bauer made a motion, seconded by Hinsz to approve the following resolution:

“Be it resolved by Corson County Board of Commissioners that the Plat of Tract 1, Schott Addition to Corson County, located in NW1/4, Section 23, T21N, R26E, B.H.M., Corson County, South Dakota having been examined, is hereby approved in accordance with the provisions of SDCL, Chapter 11-3, and any amendments thereof”.

On roll call vote: Bauer, yes; Schock, yes; Hinsz, yes; Keller, yes; Pazie, absent.

States Attorney

States Attorney Eric Bogue discussed with the commission purchasing a lectern for the court room. Following discussion, all voted in favor of a motion by Schock, seconded by Hinsz to purchase a lectern from Tower Stool LLC in Faith.

Wulf Cattle Company

Lucas Sutherland representing Wulf Cattle Company, met with the commission to discuss possible future land trades. No action taken.

Treasurer

Treasurer Heather Gall met with the commission to inform them she had transferred excess funds from the ATM checking account into the general checking account as per state auditor’s recommendation.

4-H Secretary

Dawne Donner informed the commission that SDSU has hired Hilary Risner as the Regional 4-H Youth Program Advisor to serve Corson County and six other counties that do not currently have an advisor.

Discussion was held on surveying 4-H fairgrounds to know exactly where property lines are before building permanent arena. Following discussion, all voted in favor of a motion by Bauer, seconded by Hinsz to have 4-H fairgrounds surveyed.

Director of Equalization

Amy Schriock, Director of Equalization informed the commission that the County and Consolidated Boards of Equalization will open on April 11th.

Discussion was held on Assessor temporary certification. All voted in favor of a motion by Hinsz, seconded by Schock authorizing Chairman Keller to sign the Assessor Temporary State Certification form.

Travel Authorization

Consensus of the board was to allow Amy Schriock to attend the Assessor School in Yankton on April 24th-28th.
