H.N.Din Railway Police have sought public help in identifying the body of a male age around 60/65 years, height 5’4”, shallow complexion, long face, thin built, wearing Blue & white jersey, Red shirt and white payajama, found on 19-1-2009.

INTERSTATE GANG OF CHEATS BUSTED; 2 ARRESTED

With the arrest of two notorious cheats namely (1) Shish Pal (46 Years) s/o Sh. Jorawar Singh r/o 583, Gali No. 12, Mandoli Extension, Delhi and (2) Shish Pal (38 Years) S/o Malkhan Singh R/o 15/996, Mandoli Extension, Delhi, North District police has busted an interstate gang, which was involved in cheating with innocent people on large scale with a unique modus operandi.

On receipt of a complaint from Arjun Ram s/o Sh. Bhopal Ram r/o village- Lakhochak, P.O.- Bichhave, P.S.- Charan Distt.- Lakhisarai, Munger, Bihar a team was constituted under the close supervision of Dr. Rajeev Sharma, ACP/Kotwali headed by Sh. Sunil Kumar Shrivastava, SHO/Kotwali comprising SI Ghanshyam Kishore, HC Rajesh Kumar, HC Yogender and Ct. Sanjeev Kumar was constituted.

INCIDENT

On 20.01.09, one Arjun Ram s/o Sh. Bhopal Ram r/o village- Lakhochak, P.O.- Bichhave, P.S.- Charan Distt.- Lakhisarai, Munger, Bihar, reported at P.S. Kotwali that one firm operating under the name & style of “BESTEN INDIA COMPANY” purportedly at Shop No. 230, Amar Market, Dariba Kalan, Delhi had distributed some pamphlets consisting of some puzzles and had declared prize for the puzzle winner. After solving the puzzle, he was supposed to get the prize but the firm demanded a sum of Rs. 1000/- towards packaging, forwarding, Railway fare, Taxes and other expenses for awarding one Hero Honda Splendor Motor cycle worth Rs. 42,000/- as 1st prize. Sh Arjun Ram sent a Bank Draft of Rs. 1000/- from Central Bank of India, Khagnaur Branch, but neither he got any prize nor his money back.

INVESTIGATION

The police team visited the given address of the firm at Shop No. 230, Amar Market, Dariba Kalan, Delhi but the same was found fake. Thereafter, the local police contacted officials at Dariba Kalan Post Office, where it was learnt that the letters addressed to the firm, are delivered by postmen Devender and Hemraj of GPO Kashmere Gate. On interrogation of Devender, it was revealed that one Shish Pal had come to him and had told that he had shifted his office from 230, Amar Market, Dariba Kalan, Delhi and he himself would collect letters addressed to the firm from GPO, Kashmere Gate. At the instance of Devender, the above said Shish Pal s/o Sh. Jorawar Singh was arrested from GPO, Kashmere Gate. During investigation, it was revealed that he was running an organized racket of cheating people with the help of his one more associate namely Shish Pal S/o Malkhan Singh. Subsequently, co-accused Shish Pal S/o Malkhan Singh was arrested from Mandoli area at the instance of the former. The police has collected details of 2 bank accounts of the accused persons, which has revealed so far that they had cheated hundreds of people of different states particularly those of Bihar & Uttar Pradesh, amounting more than Rs. 3 Lac.

MODUS OPERANDI:

The accused had a very unique modus operandi. Shish Pal s/o Sh. Jorawar Singh was the mastermind. The accused persons had opened accounts by forming fake companies namely BESTEN INDIA CO. and CITY ENTERPRIZES respectively with bank account in a nationalized bank in Kamla Nagar area. They would circulate pamphlets bearing some simple puzzles alongwith in newspapers in different states. It was claimed by the firm that the puzzle winner would be given handsome prize like Motorcycle, TV etc. There was no office of the said firm in Dariba Kala and they were themselves collecting letters addressed to the firm from post office by misleading the post office staff. Once a reader would send reply of the puzzle, they would send a letter to him declaring him a winner with a demand for bank draft of like amount towards packaging, forwarding, Railway fare, Taxes and other expenses for awarding the prize.

The accused persons used to get the pamphlets printed at a Printing Press in Tahir Pur, Delhi from where printed pamphlets and “dyes” of the said fake companies of the accused persons have been recovered at their instance.

The bank statements of the above said accounts have been collected, which reveals that a large number of Bank Drafts of like amount were deposited in the accounts in a short span, which further reveals that hundreds of people have been duped by the accused by this modus operandi amounting to more than 3 Lac. The magnitude of fraud is likely to increase as the investigation proceeds.

PROFILE OF THE ACCUSED

  1. Shish Pal (46 Years) s/o Sh. Jorawar Singh r/o 583, Gali No. 12, Mandoli Extension, Delhi hails from Aligarh (UP) and residing in Delhi since 1980. He has studied up to 6th standard and is unemployed. He had observed such cheating instances in Aligarh (UP) some time back and has himself engaged in such activities to earn easy and quick money.
  1. Shish Pal (38 Years) S/o Malkhan Singh R/o 15/996, Mandoli Extension, Delhi has studied up to 8th standard and is working in a factory in Wazir Pur area. He was induced by Shish Pal (46 Years) s/o Sh. Jorawar Singh to join him to make quick money.

GANG OF AUTOLIFTER BUSTED SIX STOLEN MOTOR CYCLES RECOVERED

With the arrest of three accused persons (1) Vijay Kumar @ Sunny age 19 years, (2) Deepak Sharma @ Sonu age 20 years and (3) Manpreet Singh @ Hunny 27 years, North District police has busted a gang of autolifters and six stolen motor cycle have been recovered .

On receipt of secret information regarding presence of autolifter involved in various cases of Motor Vehicle Theft a team consisting ASI Inderjeet Singh, HC Jaibir, HC Suresh, Ct. Gajender, Ct. Vedpal and Ct. Sudhir under the leadership of Sh. Ashok Tyagi SHO/Sarai Rohilla and close supervision of Sh M.S. Randhawa, ACP/Sarai Rohilla was consitituted.

INCIDENT

On 17/01/09, Ct. Gajender posted at P.S. Sarai Rohilla received a secret information that one Vijay Kumar @ Sunny would come near Sarai Rohilla Railway Station with stolen motor cycle with fake number plate. This information was shared with senior officers and a raiding party was constituted. Acting upon this information a raid was conducted and accused Vijay Kumar @ Sunny s/o Bhole Ram r/o 319/2, Than Singh Nagar, Subzi Mandi Pahari, Anand Parbat, Delhi was apprehended with a motorcycle having number plate DL-7-SAH-9642. On asking the ownership he produced the R/C of this motor cycle DL-7-SAH-9642. The engine number 11758 and chassis number 54793 was printed on this R/C. On verification of these engine number and chassis number the exact registration number was found to be as DL-4SBJ-4749 Bajaj Pulsar which was found stolen from P.S. Tilak Nagar vide FIR No. 459/08 u/s 379 IPC P.S. Tilak Nagar. A case vide FIR No. 15/09 dated 17/01/09 u/s 411/468/471 IPC was registered.

INVESTIGATION

Accused Vijay Kumar @ Sunny s/o Bhole Ram r/o 319/2, Than Singh Nagar, Anand Parbat, Delhi was put under sustained interrogation and he disclosed that he is a recovery boy with Vaishnavi Associates, Anand Parbat, who is recovery agent of two wheelers with ICICI and HDFC Banks. He further disclosed that this motor cycle has been stolen by him with his associates Kamal of Uttam Nagar and Deepak Sharma @ Sonu of Burari. Kamal who is also a recovery boy with Vaishanavi Associated. On further interrogation five other stolen motorcycles were recovered and his other colleagues/associate Deepak Sharma @ Sonu s/o Dharambir r/o 611, gali No. 8, Kaushik Enclave, Burari, Delhi was and the receiver of those stolen motorcycles Manpreet Singh @ Hanny s/o Gurnam Singh r/o A-22/2, Vishnu Garden, Tilak Nagar, Delhi was also arrested. Manpreet Singh @ Hunny is presently running a shop of sale purchase of old two wheeler vehicles in the name of S.K. Motors.

MODUS OPERANDIE OF THE ACCUSED

The accused had a very unique modus operandi. Vijay Kumar @ Sunny, Kamal and Deepak Sharma @ Sonu, recovery boys with Vaishnavi Associates at Gali No. 7, Anand Parbat, Delhi used to pick up the motor cycles of the defaulters after receiving orders from the recovery agent, Vishal Chawla owner of Vaishnavi Associate. When the defaulter surrendered the vehicle with R/C, they prepared inventory memo and deposited the vehicle in the Godown of the Bank, through their agent. In case where the defaulter neither surrendered nor paid defaulted installments, they use to lift the motor cycle after the receipt of the order after giving information to the concerned Police Station. In this case they used to keep the R/C of that motor cycles. Some of the R/Cs were sold by them for Rs. 1000-1500/- to the concerned dealers who used to purchase the concerned motor cycles in the auction by the Bank. Around 5/6 months ago they struck an idea and they started stealing motor cycles and got the number plates prepared of the same R/Cs which were already with them so that, on checking by the police at any point, they could produce the R/C of the concerned motor cycle in their possession. In the beginning they kept the stolen motor cycle for joy ride and when they needed the money they used to sell those motor cycles to Manpreet Singh @ Hunny without any document at a very low price.

PROFILE OF THE ACCUSED

1. Vijay @ Sunny s/o Bhole Ram r/o 319/2, Than Singh Nagar, Subzi Mandi Pahari, Anand Parbat, Delhi. He has studied upto 5th class . He is unmarried and has two sisters. Initially he started working in an export factory as labourer and later got the job in Vaishnavi Associates .

2. Deepak Sharma @ Sonu s/o Dharambir r/o 611, gali No. 8, Kaushik Enclave, Burari, Delhi. He failed in 10th standard. He is unmarried and has been working in Vaishnavi Associates for the last 3 years .

3. Manpreet Singh @ Hunny s/o Sh. Gurnam Singh r/o A-22/2, Vishnu Garden, Tilak Nagar, Delhi. He studied upto 9th standard and is married. His father runs a building material shop in Rohini. Earlier he was also a recovery boy with Vaishnavi Associates and left the job around one year back. He owns a small shop of sale purchase of old two wheelers at Subash Nagar, Tilak Nagar.

TRAFFIC ADVISORY- MARTYR’S DAY

January 30, 2009 is the 61st death anniversary of Father of Nation, Mahatma Gandhi. People, including VIPs. are expected to visit the Samadhi at Rajghat to pay homage to the Father of Nation. Traffic is likely to be affected in the areas of New Delhi and Central Delhi comprising ofIndia Gate, I.P. Estate, R.C. Aggarwal Chowk and Delhi Gate.

Motorists are advised to avoid the above the mentioned areas between9:30 a.m. and 11:00 a.m. to avoid inconvenience.

Traffic Police men will be deployed all along the road to ensure least inconvenience, however some traffic will be affected due to the morning hour rush at busy intersections.Hence motorists are requested to be patient and follow the guidelines of the traffic men on duty which are there to help general public.
