EDUCATION MANAGER

Salary £27K plus 6% pension

1.0INTRODUCTION

1.1 As the national governing body for swimming in Scotland, Scottish Swimming represents our clubs, swim schools, aquatic disciplines, and thousands of talented and committed volunteers across the entire swimmer pathway from development and healthy living through to performance.

Scottish Swimming supports a drug free, safe, and equitable approach to all of its aquatic work. Scottish Swimming has four key functions:

  • Healthy Living – to get more people swimming for leisure, health and fun
  • Development – to improve the delivery of swimming in Scotland through the development of learn to swim, clubs, volunteers, teachers and coaches, and community partnerships
  • Performance – to improve the performance results of our Scottish swimmers through coaching and through our continuously evolving performance programme
  • Corporate Development – to lead a cutting edge organisation that supports our development, healthy living, and performance initiatives, including the attraction of resources to invest in our sport

Scottish Swimming’s headquarters is based at the National Swimming Academy (NSA) on the University of Stirling campus, 45 minutes north of both Edinburgh and Glasgow by road. The NationalSwimmingAcademy consists of a 50-metre pool with movable floor and bulkhead along with full sports science and medicine support and a gymnasium catering for elite, casual and disability participants. The offices are purpose built, state of the art and form part of a £6.4 million campus development, which is also home to the sportscotland Scottish Institute of Sport.

Each Scottish Swimming club and swim school offers a buzz of activity around which a community can come together and rally.

Key facts include:

Members ranges from 2 to over 90 years in age

Members and customers total over 58,000 including club swimmers, those learning to swim, lifestyle swimmers, teachers, coaches and volunteers

We have 155 clubs which vary in size from 8 to 657 members

We have 23 swim schools, which offer organised learn to swim opportunities and these vary in size from a small number to over 5,000 customers.

Clubs and swim schools have a wide geographical spread across the nation.

Scottish Swimming’s vision for 2014is: -

“To ensure that every single person in Scotland has access to quality swimming programmes, regardless of age or ability.”

Scottish Swimming has a team of 31 and is led by a strong Board of Directors and management team. We support over 17,500 members within over 180 clubs and swim schools. Key partners include sportscotland, the Scottish Government, pool operators (local authority councils, trusts, universities, etc), British Swimming, Commonwealth Games Scotland, and Scottish Disability Sport. Our sponsors are Scottish Gas (principal), Kellogg’s & Speedo.

Scottish Swimming’s “Corporate Plan 2006-2014” is designed to promote the work of the governing body, secure investment from key partners and stakeholders, and agree and communicate our strategic direction. The Corporate Plan’s headline targets are:

  • Healthy Living - The governing body recognises the need to contribute to the improved health of the nation. We believe, provided we are supported with new resources, we have the knowledge and infrastructure to help get more people swimming for leisure, health and fun. We have been involved in this area in the past, lobbying for a swimming entitlement and promoting SwimGym. However, we have never before had a Healthy Living Manager to take the area forward in a more meaningful manner. This is an important area for raising the profile of swimming in Scotland, achieving national participation targets, better supporting hard to reach groups, and ensuring that every child in Scotland can swim.
  • Learn To Swim - Learning to swim is at the base of the swimmer pathway. Growth of the Scottish Swimming learn to swim programme and badge/certificate award scheme ensures the promotion of a best practice model for swimmer development while also offering a vehicle for generating income to reinvest back into the sport. With a strong foundation in swimming, anything is possible. Children emerging from a quality programme will have the confidence to join a club, swim for fun, or join one of our disciplines.
  • Club Development - Scottish Swimming was founded in 1888 as an association of clubs. While the governing body has grown and modernised over the years, expanding its remit to support swim schools and healthy living etc, we have not forgotten our roots. Clubs remain our core membership group, investing in the governing body through membership fees and supporting a quality experience for interested athletes wishing to progress in their discipline. We believe that strong clubs can offer local communities a vibrant locus for volunteer and athlete development, essential for creating lifelong participants and local and national heroes.
  • Community Partnerships - We take seriously the facilitation role that Scottish Swimming can play in bringing together clubs, pool operators and other partners to share challenges and opportunities in developing swimming in a local area. The appointment of the Regional Swimming Development Managers allows the governing body to have a resource on the ground to meet with partners and share guidance on facility development, facility access, water management, club development, and performance coaching etc. We believe these partnerships are essential for taking forward swimming, making better use of our limited water and bringing together strong swimmers in a training unit supported by a full time paid coach.
  • Performance - The tremendous success of swimming at the Melbourne Commonwealth Games in 2006 demonstrated that Scots are talented and can win on the international stage. While Scotland faces health challenges over the coming years, with participation targets being critical for sportscotland and government success, we cannot lose sight of the belief that comes from seeing one of our own succeed at the highest level. With London 2012 and Glasgow 2014 on the horizon, we do not want to disappoint. We continue to support our talented athletes in supported daily training environments including national camps and competition opportunities.

2.0 THE MANAGEMENT STRUCTURE

2.1Scottish Amateur Swimming Association Limited is managed on a day-to-day basis by its Board of Directors, consisting of senior staff and nine volunteer Directors, who are subject to open recruitment. The Chief Executive, Director of Operations, Director of Performance, Director of Coaching & Development and Finance Manager are expected to attend Board meetings. A number of technical committees report to the Board of Directors including:

4.0 CONDITIONS OF EMPLOYMENT

4.1The successful candidate will be based at the Scottish Amateur Swimming Association Limited offices at the NationalSwimmingAcademy, University of Stirling, Stirling, FK9 4LA.

4.2The post is for a four-year fixed term, the post and post holder will be reviewed 6 months prior to the completion of the contract.

4.3The Scottish Amateur Swimming Association Limited operates a full disciplinary procedure.

5.0 SALARY

5.1The starting salary for the post will be negotiated with the successful candidate depending on experience. Annual, incremental pay awards will be made in accordance with the salary review procedures agreed by the Scottish Amateur Swimming Association Limited following the annual appraisal process.Salaries are paid monthly in arrears.

6.0 PENSION

6.1The Scottish Amateur Swimming Association Limited will make an employer contribution to an approved pension scheme at a rate of 6%. Employees are required to make an equivalent 6% contribution to the pension scheme.

7.0 TRAVEL AND SUBSISTENCE

7.1When required to travel on duty, the employee will be refunded travel and subsistence expenses in accordance with the rules laid down by Scottish Swimming. This would apply when the employee uses his or her own vehicle within Scotland. Travel outside Scotland will be paid for at the agreed Scottish Swimming rate. The employee shall be responsible for replacing his/her vehicle at his/her own expense and shall also be responsible for upkeep, maintenance and insurance for business use. Scottish Swimming may, at any time, or from time to time, by notice in writing to the employee cancel, supplement or vary all or any of the foregoing expenses or terms upon which the same may be payable.

8.0PROBATIONARY PERIOD

8.1The appointment will be confirmed after the satisfactory completion of a probationary period of 6 months during which employment may be terminated by one month’s written notice. Thereafter, either side may terminate the employment by one calendar month written notice.

9.0ANNUAL LEAVE AND PUBLIC HOLIDAYS

9.1The annual leave entitlement is 25 days plus 11 public and privilege holidays to be

taken by arrangement with your line manager. The leave year runs from 1st January.

10.0 THE POSITION

10.1The position of Education Manager reflects the needs of the Corporate Plan 2006 – 2014 (updated 2009).

10.2The post of Education Manager reports directly to the Director of Coaching & Development. The successful candidate will also need to work closely with the development, performance, corporate development and admin teams and any other appropriate persons from time to time.
