Municipal Law Enforcement Officer – 1 Permanent full-time position

Position Summary
Reporting to theCoordinator, Licensing & Enforcement, the Municipal Law Enforcement Officer (MLEO) is responsible for enforcement and administration of the Town’s by-laws, zoning and all regulatory and licensing by-laws. The MLEO works closely with other municipal departments, the police and various provincial agencies.This position will be required to work a variety of shifts including days, evenings and weekends.
Major Job Responsibilities
  • Responds to/and documents all public inquiries and complaints; offers suggestions for resolution or makes appropriate referrals.
  • Investigates and identities by-law infractions and follows-up with the appropriate disposition.
  • Prepares compliance documentation, issues Provincial Offences Notices or Summons.
  • Prepares court briefs and obtains all necessary evidence for the prosecution of violations of the regulatory framework.
  • Attends court and tribunal hearings and presents evidence for Municipal Law Enforcement matters.
  • Serves Notices stating specific defects to owners or other appropriate parties and advises parties of remedial measure required to comply with the Town of Milton regulatory framework.
  • Serves summonses and notices for Enforcement Services and for charges originating for other departments and other municipalities as necessary.
  • Conducts noise testing, surveillance, search warrant executions and special project work as assigned.
  • Assists the Coordinator, Licensing & Enforcement in updating licensing and regulatory by-laws; researches and assists with the drafting of new or revised by-laws.
  • Backup coverage for Animal Control Officer position
  • Liaisons with various Provincial and Municipal agencies on enforcement related matters.
  • Complies with all health and safety practices as it relates to the work, standard operating guidelines and the Occupational Health & Safety Act.
  • Performs other duties as it relates to Department objectives.
Education and Experience
  • Municipal Law/Property Standards College Certificate and/or diploma/certificate in Police Studies/Foundations, Law & Security of Justice and Administration or related field
  • Minimum of two (2) years related experience; municipal law enforcement, private investigation, security or similar function
  • Experience working in a Municipal Animal Control or similar position is preferred
  • Able to perform activities relating to moving animals or objects weighing up to 100 lbs
  • Proven ability to resolve disputes in a manner that supports a high level of customer service
  • Thorough knowledge of Provincial Offences Act, municipal by-laws, enforcement processes and court procedures; working knowledge of Zoning, Property Standards, Municipal and Planning Act
  • Strong interpersonal and communication skills
  • Proficient in Windows based software, including Word and Outlook; experience with AMANDA software for licensing/enforcement is an asset
  • Completion of Level 1 of the Certified Property Standards Officer from OAPSOor willingness to obtain certification within three (3) years
  • Certified Municipal Law Enforcement Officer (MLEOC) is preferred
  • The successful candidates must have a clean driving record that demonstrates responsible and safe driving habits. A recent driver abstract within 30 days will be required for those selected for an interview.
  • In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate.

Annual Salary Range: $59,629 - $74,537
