Welcome Remarks –Secretary Schiliro
The meeting was called to order at 9:03 a.m. by Secretary Schiliro. Mark Grubb introduced Rich Reed from FirstNet who will be making a presentation at the Broadband Working Group meeting.
Approval of Meeting Minutes from Previous Meeting –Secretary Schiliro
Motion by Bill Carrow, second by Colin Faulkner to approve theJune minutes as presented.
Passedunanimously by the voting members present.
Subcommittee Updates
Operations – Gene Donaldson
Reported he had experienced dropped voice on radio transmissions on the TMC statewide talk-group while commuting through all three counties. Mark Grubb advised DIVCOM was investigating and asked if anyone else had experienced similar problems on other talk-groups, no responses noted.
Technical – Jim Cole
Jim reported on the last Technical Subcommittee meeting advising updates were received on the 4.9 and fiber run projects.
Training and Exercise – Bill Carrow
Bill reported he was in process of submitting our T/A requests for the next federal fiscal year.
Scheduled Business Meeting
800 MHz System Update –Tom Kadunce
The system is operating normally, and DIVCOM is monitoring for dropped voice calls on statewide
talk-groups.
700 MHz System Update – Tom Kadunce
Tom reported the system is operating normally.
BDA Update –Beth Duncan
Beth Duncan provided an overview of the latest project status, the recent completions and installation starts. Dover & Woodbridge High School BDA installations have been completed. Secretary Schiliro advised a bill would be reintroduced this session that if passed would require school projects to pass through the Department of Safety and Homeland Security as part of the review and approval process. This should help ensure all new school projects are placed on the scheduled to receive in-building communications testing. Bill Carrow reported from the last meeting that the new Laurel middle/high school contractor had been contacted and a test will be scheduled once all doors, windows and ceiling grids are installed.
Radio Turn-In Promotion Update - Bill Carrow
Bill advised the turn-in program was going very well with multiple agencies across all disciplines utilizing it thus far. The program ends December 31, 2015.
Broadband Update – Mark Grubb
Mark provided an overview of Firstnet by the numbers PowerPoint presentation and unveiled some of the latest outreach tools to be used with agency/organization presentations on DelNet.
Old Business
Exacom Update.
Tom Kadunce provided an update on recent software updates and a meeting held with PSAP
Managers to enact standardization of folders and talk-group access.
New Business
Community Reports:
Colonel Dallas Wingate mentioned his desire to hold the next SIEC meeting at the new DNG
Readiness Center. The group concurred and notice will be forwarded if the location is available for
our October meeting.
Jen Dittman provided an overview of the Threat and Hazard Identification Risk Assessment (THIRA)
and she will provide an overview document to be e-mailed to the SIEC.
