ROLE SUMMARY

The Chief Operating Officer (COO) provides leadership, direction, and administration of all aspects of the nursing home, dietary and rehabilitative departments. This position ensures that delivery of resident and health care services programs continue to respond to the needs of residents and the community at large by leading, directing and coordinating all facility functions including physical and human resources.

MINIMUM QUALIFICATIONS

The position of COO requires knowledge and experience equivalent to a baccalaureate degree in business administration, public relations, social work or other related field, including an emphasis on geriatrics. The incumbent must have a working knowledge of the fundamentals of healthcare organizations and administration standards. This position must have the ability to apply principles of the personnel administration and possess effective communications, human relations, and public relations skills.

ESSENTIAL FUNCTIONS

  1. Organization
  • Develop a management team and staff that are responsible for achieving the facility’s goals and objectives
  • Ensure appropriate manpower through effective recruitment and retention programs and policies, and ensure motivation of qualified staff.
  • Ensure the facility’s human resource system includes appropriate job descriptions, orientation, performance evaluation, wage and salary administration and staff development/training of all employees.

  • Maintains an effective management interface and relationship with the local board, staff, employees, residents and their families, and community to ensure each is appropriately informed concerning operations.
  • Ensure organizational structure and activities comply with policies as well as licensing and accrediting agencies.
  • Supervise the activities of the facility’s operations and the activities of the administration and management support personnel.
  1. Community Relations
  • Promote understanding and a positive image of facility, programs and services to the community.
  • Develop a program of communication to community, physicians, personnel, local board and volunteers.
  • Coordinate communication efforts of administration, board and community to inform state legislators of health related issues.
  • Represent the facility at local, state and national health care related organizations.
  1. Risk Management/Quality Assurance/Utilization Monitoring
  • Maintain a risk-management program that includes effective monitoring and corrective action implementation.
  • Ensure the facility meets all regulatory requirements for licensure and certification and maintains JCAHO accreditation if applicable.
  • Maintains a quality assurance program that includes a written plan, effective monitoring system and documented follow-up action implemented to improve quality of care and services.
  1. Planning and Marketing
  • Develop a system for strategic planning sensitive to community needs including the development of mission, goals, objective and strategies for the facility, and implement plans to achieve such a timely effective manner.
  • Supervise marketing activities, including developing appropriate products based upon consumer needs, market positioning of services, price and promotion of the facility’s services.
  • Develop relationship with other health care providers to expand the networking philosophy.

  1. Financial
  • Overall accountability for the financial stability of Seven Sisters Living Center, dietary and the rehabilitation department.
  • Assist in the development of the financial budget and accurate financial reporting.
  • Achieve annual financial targets in terms of rations, margins and cash flow management
  • Utilize management operations monitoring such as budget variance, manpower productivity, case mix and cost reporting.
  • Facilitate accurate and timely information transfer between the facility and board and/or accounting agency.
  • Ensure appropriate response and follow-up to internal audit findings.
  • Ensure protection, maintenance, and accounting of the facility’s assets (building, grounds, equipment and inventory, etc).

6. Education

  • Supervise management development programs to enhance management employees’ careers are consistent with facility goals.
  • Develop a program for self career education and development.
  • Develop educational programs for board, medical staff, management, staff and community.
  • Support and participate in facility educational activities and programs.

ADDENDUM
