I.BROAD JOB FUNCTION

Responsible for assisting in the development and maintenance of quality assurance and quality improvement functions in the Primary Health Care Nursing Services Division.

II.PRINCIPAL RESPONSIBILITIES

A.FUNCTIONAL RESPONSIBILITIES

Primary Functions:

1.Assist in the development and maintenance of nursing policies, procedures, and protocols related to nurses working in the health centers. Duties include researching topics for development and coordinating with Supervisor as needed.

2.Present research criteria and draft policies, procedures, or protocols to Quality Improvement Supervisor.

3.Assist in the development of audit criteria for nursing audits.

4.Perform nursing audits on patient medical records at all health centers. Examples of audits may include the following: abnormal pap smear follow-up, abnormal lead level follow-up, abnormal laboratory results, immunization follow-up, prenatal and post-partum follow-up, and audits necessary to fulfill FQHC (330 grant) requirements.

  1. Assist in audits performed by outside agencies as needed (i.e., Medicaid, CareSource).
  1. Responsible for distributing final signed policies, procedures, and protocols to Nursing Supervisors (and other manual owners).

7.Responsible for distributing updates to the Nursing Policy and Procedure Manual.

8.Maintain signed policies, procedures, and protocols and any logs related to QI.

  1. Track policies and procedures Signature Pages and Training Attendance Verification sheets.
  1. Assist all clinic supervisors with the maintenance of required manuals.
  1. Attend and participate in assigned committees.

12.Attend mandatory training as required.

13.Report any complaint, incident, or injury to supervisor at first opportunity.

  1. Participate with weekend call assignment for two-year obligation.
  1. Perform other duties as assigned.

Secondary Functions:

17.Collaborate and/or coordinate special projects with community groups and agencies as assigned.

B. RELATIONSHIP RESPONSIBILITIES

1.Within the Department:

a)Consult with others related to quality assurance/quality improvement activities as directed by Nursing Supervisor.

b)Collaborate with fellow committee members while participating in committees.

2.Outside the Department (within City Government):

a)Attend training as approved.

b)Collaborate and participate with fellow committee members.

3.Outside of Municipal Government:

a)Consult with community agencies as directed by supervisor.

b)Attend and participate in outside community committees as assigned.

C.MANAGERIAL AND SUPERVISORY RESPONSIBILITIES

1.None.

III.AUTHORITY IN POSITION

A.The employee in this position has the authority to make decisions relative to the functional responsibilities of the job.

B.Areas where Authority Withheld:

1.Direct supervision of other staff.

2.Determine own work hours, flex time, approve own overtime or leave time.

3.Work outside of City and Department policies and procedures, and union contract.
