A.  Report from Finance Committee Chair

a.  The committee has a full schedule of student groups to hear from this evening. Afterwards, the committee will discuss special projects.

B.  Report from the Finance Committee Vice-Chair

a.  The Vice-Chair tells the group that organizations which benefit the most students will receive the highest priority in funding.

A.  There are none.

V.  Student Group Funding Request

A.  UNC Ballroom Dance Team

a.  Requesting: 15,809.42

b.  Ballroom dancing is an expensive hobby, and very few students can afford the full costs of being in the club.

c.  Motion to extend speaking time. Second. Consent.

d.  Motion to fund the “Mid-Atlantic” and “Nationals” events in full. Second. Consent.

e.  Current club dues: UNC students pay $45 per semester; non-students pay $65 per semester.

f.  Motion to fund dues and fees at 2760. Second. Consent.

g.  Motion to fund professional labor and fees at 2500. Second. Consent.

h.  Notes: the club feels that lessons with Inga are the most important, and the other students’ salaries can be cut.

i.  Receiving: 6661.68

B.  Persian Cultural Society

a.  Requesting: 1400

b.  The club received part of the funding in the fall, but they are returning for the rest of the funding.

c.  Motion to fund building rental in full. Second. Consent.

d.  Motion to fund equipment at 300 for the ceremonial table. The other 300 was for plates, utensils, etc and the committee chose not to fund that portion. Second. Consent.

e.  Receiving: 1100

f.  Motion to report the bill favorably. Second. Consent.

C.  UNC Flying Silk Dance Troupe

a.  Requesting: 1000

b.  The dance troupe is requesting money to repair current ribbons and buy new ribbons for anticipated new members.

c.  The committee is choosing to pay for the repairs of new ribbons as well as some of the new ribbons.

d.  Motion to fund the request at 800. Second. Consent.

e.  Receiving: 800

f.  Motion to report the bill favorably. Second. Consent.

D.  Promoting Innovations and Collaborations in Health

a.  Requesting: 450

b.  Note: This is a new club as of last semester.

c.  Motion to fund the request in full. Motion postponed while Rep. Augustine amends the categories. No amendments are necessary.

E.  The Tarpeggios

a.  Requesting: 3400

c.  Motion to fund equipment and building in full. Both of these costs are for the Spring Concert. Second. Consent.

F.  Carolina Scientific

a.  Requesting: 4500

b.  Motion to extend the speaking time. Second. Consent.

c.  Note: this club did not receive any funding during Fall Appropriations. In order to print the Fall issue, the club had to use their reserve as well as donations from the Parents’ Council.

d.  Ad revenue pays for a significant portion of the magazine, so the committee is only funding the portion which will not be paid for by ads.

G.  National Pan-Hellenic Council

a.  Requesting: 4940

b.  The request is amended to separate travel and lodging, and speaker fees.

c.  Motion to fund dues and fees at 600 based on the per-student limit according to Title IX (150 per person x 4 people). Second. Consent.

d.  Motion to fund travel at 60% according to Title IX. Second. Consent.

e.  Motion to fund all requests except for speaker fees in full. Second. Consent.

*Chair Albert is excused from the meeting at 7:55pm in order to speak at the Rules and Judiciary Meeting. Ethics Chair Shriver temporarily assumes the position of Finance Committee Chair.

H.  Tar Heel Raas

b.  Current club dues: $30 per person.

c.  Note: this club has not received funding from Congress since Fall 2015. They have been self-sufficient since then based on dues and fundraising.

d.  Motion to fund all requests except for airfare to the San Diego Competition. Second. Consent.

I.  Chinese Undergraduate Student Association

a.  Requesting: 1335.50

b.  The two main events are Chinese New Year and the Ramen Bar.

b.  Note: This club has been working closely with Congress for a while and they have finally raised enough money to bring in Sebastian Junger!!! Yes!!

c.  The committee wants to prioritize the speaker series (on campus) over the recruitment ski trip (off campus) because the speaker series will benefit more people.

d.  Motion to fund all requests except for those related to the recruitment ski trip. Second. Consent.

VI.  Bills and Resolutions

A.  Chair Albert informs the committee of the progress on relations between GPSF and Student Congress.

a.  Last week, Vice Chancellor Crisp mandated that GPSF be formally separated from Student Congress.

b.  Because the UNC Student Government is a self-governed group, they are not entirely controlled by the Office of Student Affairs. They are technically independent of the university.

c.  More information will be forthcoming.

C.  SCB-98-XXX Fair Funding System
