PARKING AND TRAFFIC COMMITTEE
MINUTES OF 2/24/2009
Members Present: Charles Rayhorn, Patti Rizzio, Sherri Towers, John Frick, Darwin Gager, Mike Bath, Tom Stanaway, Jason Morgan, Tom Helgren, Robert Regis.
- Public Comment – None.
- Announcements – Robert Regis asked where previous discussions ended concerning Lot 18 which is F/S parking but often students are parking there, some with F/S permits whether they are grad students or children of faculty/staff. Public Safety has targeted that lot for enforcement. Discussion.
- AGENDA – Tom Helgren motioned to accept the agenda, seconded by Jason Morgan, motion passed.
- MINUTES – Tom Helgren motioned to accept the minutes, seconded by Sherri Towers, motion passed.
- OLD BUSINESS
- Lot 8 – Tom Helgren stated there are still issues especially on Tuesday and Thursday mornings where several cars are there prior to 7 a.m. Public Safety will request staff to watch that although shift changes occur during that time. Tom also stated that ensuring the lot is plowed so the maximum spaces are open is helpful. That request will be forwarded.
- Scooters – No report.
- Motorcycle Permits – No report.
- Service Fees – As requested at the last meeting, Patti Rizzio provided members with information on the Wildcat Shuttle prices, the Motorist Assist Program (MAP) statistics and prices other universities in Michigan charge for parking. It was suggested to research prices and information on gating (with card access) some of the parking lots. A concern about gates slowing traffic down was expressed. Discussed faculty/staff’s current option to provide F/S permits for their children instead of student permits. After some discussion the following motions were made. Jason Morgan motioned to increase the second vehicle permit price for Faculty/Staff from $65 to $130 (full price) or they could purchase a student permit for $65 (current rate), John Frick seconded, motion passed with one “No” from Chuck Rayhorn.
There was discussion about re-designating graduate student parking from Lot 18 to Lot 36.
Sherri Towers made a motion to change the replacement fee for lost permits from $10 to $20, Tom Helgren seconded. There was clarification that if a permit is “stolen” and it is reported at Public Safety, this fee would be waived. It was suggested to add that language to the Ordinance book and possibly the form. Motion passed with one “No” from Chuck Rayhorn.

A. Campus Master Plan –No report.
B. Service Vehicle Parking – No report.
C. Bicycle / Pedestrian Traffic – No report.
D. Shuttle – Jason Morgan reported the website on campus ride information should be finalized this week online. A new student employee was recently hired to program information on the county routes for the web page. Discussed the shelters – a shuttle driver suggested a location near the PEIF on Presque Isle Avenue and it was felt the current shelter in that location would be moved rather than putting another one there. Will also try to find out the recommended location for the housing shelter.
E. Appeals – The appeals meeting will be held Wednesday, February 25, at 10 a.m.
