1.0.TITLE:

Marina and Boat Launch usage Policy & Procedure

2.0.PURPOSE:

The purpose of this policy is to share the cost of maintaining the Marina among all approved users (property owners, renters and guests).

3.0.PERSONS AFFECTED:

This Policy is applicable to Cape Royale PROPERTY OWNERS, RESIDENTS,NON PROPERTY OWNER BOAT SLIP RENTERS and GUESTS.

4.0.RATIONALE:

Several recent surveys of Marina traffic indicated an average of 15-20 vehicles per day were parked in Marina facilities during holidays/weekends. Approximately 90% were non-residents with guest tags. Many were contractors who exploit their access to the Cape to use the Marina facilities.

5.0.POLICIES and PROCEDURES:

Property ownersand non property owners with annual boat slip contract will have free access to the marina and boat ramp. Either an annual fee or a daily fee will be charged for guests.

5.1.Annual Fee

5.1.1An annual $50 fee to property owner/ long-term renter for guests to use Marina facilities for watercraft launching, fishing, etc.

5.1.2A single $50 fee will apply to all guests listed on the property owner/long-term renter’s annual family list or guest called in.

5.1.3The $50 fee will be paid to the POA office when the annual family list is updated in January.

5.1.4The gate will have a property owner list that indicates annual fee has been paid.

5.1.5The $50 annual fee cannot be collected at the gate. Annual fee can only be paid at the POA office during business hours or by mail.

5.2Daily Fee

5.2.1Fee for non-annual usage will be $10 for one day or $20 for up to one week (2-7 days). This will be the charge for guest(s)of the property owner’s, long-term renterswhom has not paid the annual fee.

5.2.2The gate will collect the fee for any watercraft entering the Cape and use one of the special colored Marina tags.

5.2.3This will give the guest the marina privileges.

5.2.4Watercraft includes boats, jet skis, sailboats, kayaks, sail boards etc.

5.3 Marina use fees DO NOT include overnight slip rental fees.

5.4Guest vehicles that have Marina privileges will be provided with a guest tag of an identifying color. These tags will be dated (manually), sequentially numbered and issued by the gate.

5.5As the tags are issued, the gate attendant will maintain a manual log identifying the following: Name of property owner/ renter allowing access, name of person paying daily fee or person on annual fee paid list, amount collected, cash or check, date, time, type of watercraft.

5.6At the end of each gate shift the money and the manual log signed by the gate attendant will be turned in at the drop box at the Cape Royale POA office in a provided money bag envelope.

5.7Each money bag envelope will be validated the next day by the Cape Royale POA office.

5.8Property owners/long-term renters guest(s) who use the marina privileges without approval will be notified.

5.9Policy is based on calendar year; defined as January to December.
