Regular Session May 13, 2010

I. CALL TO ORDER
Chair Daniels called the meeting to order, followed by the Pledge of Allegiance by Santa Fe Unit School students after which a moment of silence was observed. The following members were present: Joe Foster, Daniel McCulley, Shaw Daniels, Tommy Dudley, Loretta Goodloe, Jim Morrison, Talvin Barner, James Pennings, Jerry Lassiter, Rob Burcham, and Steve Kindler.
II. ADOPT AGENDA
Upon a motion by Mr. McCulley, seconded by Mr. Pennings, Board approved the Agenda with the following revisions: request by Chair to move VIII, B, 1. 2. 3 to beginning of VIII New Business; Change the Recognitions Tenured being first with Licensed Retirees following; Consent Item F4 to be discussed and voted on separately; and to add VIII, A,1,C. Motion passed with a vote of 9-2, Mr. Barner and Mr. Lassiter voting nay.

Upon a motion by Mr. Foster, seconded by Mr. McCulley, to approve the minutes (April 22, 2010 Regular Meeting) and (April 26, 2010 Special Called Meeting). The full Board voted to approve the motion. Motion carried.
Executive Committee Reports approving: Request for School Volunteer – Justin Nathaniel Maggard- WMS; Request from Spring Hill Little League to use the Spring Hill High School baseball practice area from March 15, 2010 until June 15, 2010 from 4:00 pm until 8:00 pm for practice with all use of facilities fees waived; Request from Maury Monarch Volley Team to use the Spring Hill High School gym on April 14 an 16, 2010 from 6:00 pm until 9:30 pm for a volleyball with all use of facilities fees waived; Request from Santa Fe Recreation Club to use the old softball field and baseball field at Santa Fe Unit School May 2010 through August 2010 from 5:00 pm until 11:00 pm for a summer ball program with all use of facilities fees waived; Request from Harpeth Futbol Club/Tennessee State Soccer Association to use the Spring Hill High School auxiliary gym and/or practice field on May 5 & 6, 2010 from 6:00 pm until 9:00 pm for soccer practice with all use of facilities fees waived; Request from Mt. Pleasant Boosters to use the Mt. Pleasant High School football field on May 19, 2010 from 8:00 am until 2:00 pm for a fundraiser with all use of facilities fees waived; Request from Spring Hill High School FCA to use the Spring Hill High School soccer practice fields on May 21, 2010 from 5:00 pm until 22:00 pm for a Pizza Contest and Ultimate Frisbee Challenge with all use of facilities fees waived; Request from Mt. Pleasant Athletic Boosters to use the Mt. VII. UNFINISHED BUSINESS
VIII. NEW BUSINESS
Chair Daniels made a motion to extend the Director’s contract to May 13, 2014, seconded by Mrs. Goodloe. Mr. Lassiter amended the motion with Mr. Barner seconding the Director’s contract from four to two years (one year left on current contract plus one year extension) and a reduction in salary and/or benefits of $10,000.00 ending May 13, 2012. Motion failed with a vote of 8 aye, Mr. Lassiter, Mr. Barner voting nay and Mr. Pennings abstained. The vote was 8 aye with Mr. Lassiter, Mr. Burcham, and Mr. Barner voting nay. The main motion passed.
A. Committee Reports
Facilities and Zoning – Chair Daniel McCulley announced the Facilities/Special Called Meeting on May 20, 2010 at Mt. Pleasant Middle School, 4:30 pm as recommended by the administration since the MCEA Banquet will be held the same night at the Mt. Pleasant Community Center at 6:00 pm. Motion was made by Mr. McCulley, seconded by Mr. Burcham, to approve GCA Services as the lowest and best bid for Bid No. 10-034 Contracted Custodial Services under Alternate #1 in the amount of $151,024.00 per month and to hire MCPS custodians provided they receive recommendation from MCPS. After much discussion, Mr. McCulley called for the question. Vote was 6 aye, 1 abstained, 4 nay. Mr. Burcham, Mr. Daniels, Mrs. Goodloe, Mr. Kindler, Mr. McCulley, and Mr. Morrison voted aye, Mr. Pennings abstained, and Mr. Barner, Mr. Dudley, Mr. Foster, and Mr. Lassiter voted nay. Main Motion was brought back to the floor with the addition of GCA is to hire at least 65% of MCPS custodians provided they receive recommendation from MCPS. Motion carried with a vote of 6-5. Mr. Burcham, Mr. Daniels, Mrs. Goodloe, Mr. Kindler, Mr. McCulley, and Mr. Morrison voted aye and Mr. Barner, Mr. Dudley, Mr. Foster, Mr. Lassiter, and Mr. Pennings voting nay. Motion carried to approve the Change Order with Denark Construction for Columbia Power and Water System charges for holding power poles at Spring Hill Middle School in the amount of $23,110.00. Full Board approved. Mr. McCulley recommended the Director review a possibility of contracting mowing for the MCPS.
Policy Committee – Policy Committee Chair Joe Foster made a motion on behalf of the Committee approval to post the required time revisions with a second from Mr. McCulley. Motion carried with a vote of 9-1 (Mr. Burcham left the meeting making 10 the attendance at this point).

Mr. Lassiter called for question of Policy 6.300. Mr. Dudley seconded. Motion failed with a vote of 4-6. Mr. Barner, Mr. Dudley, Mr. Lassiter, and Mr. Pennings voted aye. Chair Daniels, Mr. Foster, Mrs. Goodloe, Mr. Kindler, Mr. McCulley, and Mr. Morrison voted nay.
Budget Committee – Chair Daniels made a motion to adjust the 2010-2011 General Purpose School Budget as follows because the State Department of Education would not allow MCPS to reduce the Fund Balance below 3%:
∙ Adjust the local revenue (i.e. property tax, sales tax)
∙ Adjust the BEP to the most current letter from the State Department of Education
∙ Utilize $400,000.00 of the undesignated fund balance
∙ Expenditures remain the same
Mr. Dudley seconded with a vote of 9-1 with Mr. Lassiter voting nay.
Community Relations Committee – Community Relations Chair Loretta Goodloe reported on the Sack Lunch at Hampshire Unit School on May 12, 2010. She also announced that the next meeting would be on Monday, June 14, 2010 at 4:30 pm at the Central Office.
