ABOUT THE COMPREHENSIVE INDUCTION PROGRAM

The Delaware New Educator Mentoring and Induction Program began during the 1994-1995 school year as a pilot in three school districts. The system was redesigned in 2003 to better meet the needs of new educators across the State. The system now addresses the differences in mentoring for new to the profession educators holding an initial license and experienced educators who are new to the state and hold a continuing license.

Current research highlights the need to provide even greater support for our new educators to ensure all of Delaware’s students receive a quality education and are college and/or career ready. By providing comprehensive support to new educators, DDOE and the LEAs can work towards increasing educator retention rates; improving teaching practices of both new and veteran staff members, and most importantly, having positive effects on student achievement.

Prior to the start of the 2013-2014 school year, the Delaware Department of Education (DDOE) established the Comprehensive Induction Program Grant (aka. CIP Grant). Through this grant opportunity, LEAs were eligible to submit proposals to the DDOE to receive funding for the development and/or delivery of innovative induction program models for new educators. The purpose of these Comprehensive Induction Programs is to provide new educators with the support necessary to become familiar with school and district policies and procedures, hone their professional skills, help them evaluate and reflect upon their own professional performance and develop an individualized growth plan to improve their effectiveness.

The DDOE is pleased to announce a second round request for CIP Grant Applications. Similar to round one, the proposed programs should include innovative strategies to execute a systematically planned, comprehensive suite of ongoing professional learning activities carried out over time that meet state and LEA goals and should be based on the following DDOE Comprehensive Induction Program Vision, Mission, Objectives and Requirements.

Vision:

To ensure all new educators in the State of Delaware receive full professional and personal support as they develop the essential knowledge, skills and experience that will result in a high quality education for all of Delaware’s students, notably those taught by novice educators.

Mission:

Our mission is to provide the necessary framework, resources, and support to enable and empower all Local Education Agencies (LEAs) to develop and implement a local Comprehensive Induction Program tailored to the needs of new educators and aligned with state and local initiatives.

Objectives:

The Delaware Department of Education seeks to:

1.  Empower and support LEAs to plan and implement comprehensive mentoring and induction programs that meet the specific needs of new educators and are aligned with state and local initiatives.

2.  Establish a state-wide collaborative community of education practitioners that willingly and openly share resources, assistance, and ideas that increase the support provided to new educators.

3.  Support LEAs in the selection and training of highly effective mentors.

4.  Assist LEAs in the development of “assessment literate” educators who are able to review student data and use that data to drive instruction in the classroom.

5.  Build reflective practitioners who are able to review their present level of professional performance and use that data to set personal professional development goals.

Program Requirements:

All proposed Comprehensive Induction Programs must include the following:

1.  An alignment to Charlotte Danielson’s Enhancing Professional Practice: A Framework for Teaching and/or the most current Delaware Performance Appraisal System II (DPAS II).

2.  A minimum of thirty (30) hours of direct, one on one mentoring within the first year of the Comprehensive Induction Program.

3.  A minimum of thirty (30) hours of research-based professional learning activities during each year of the Comprehensive Induction Program aimed at increasing educator effectiveness and based upon a needs assessment of new educators (the needs assessment should include data regarding educator preparation programs attended by the new educators).

4.  A clear vision, mission, and set of goals for the Comprehensive Induction Program.

5.  Strategies for the recruitment and selection of high-quality mentors.

6.  A plan for regularly scheduled mentor training focused on the role of the mentor.

7.  An Orientation program for all new educators.

8.  A minimum of one (1) lesson observation and feedback cycle per month for every new educator during each year of the Comprehensive Induction Program.

9.  A plan for the development and implementation of an individual growth plan for every new educator during each year of the Comprehensive Induction Program.

10.  An annual evaluation plan for the Comprehensive Induction Program that includes a process for utilizing DPAS II data to identify top performing novice educators within the LEA.

Award Amount:

The Delaware Department of Education anticipates making up to $150,000 in Comprehensive Induction Program Innovation Grant funding available for the 2014-2015 school year. Awards for selected Local Education Agencies will range from $5,000 to $50,000 each. Award amounts will vary depending on the size of the applicant LEA, the scope of the proposed project, and the numbers of participants involved. Funds awarded during the 2014-2015 school year are contingent upon availability in the final approved FY 2015 Budget Act.

Evaluation Criteria:

All proposals will be vetted against the attached Comprehensive Induction Program Innovation Grant scoring rubric. Proposals should include research based activities which have academic merit and are feasible within the timeline of the Comprehensive Induction Program.

Eligible Applicants:

Any Delaware public school district, charter school or combination thereof, may apply for funds to implement innovative strategies to support Delaware’s new educators.

Fiscal Agent:

Each applicant must have a fiscal agent. The attached “Proposal Budget Form” (page 7) must be included in each grant application. The fiscal agent will receive the grant payment from the Delaware Department of Education.

Length of Awards:

Funding will be granted for a single program period in FY15. LEAs receiving funding through this opportunity will be eligible to apply for additional funding on an annual basis through a renewal process, which will run separate from but concurrent with future CIP Innovation grants. All funds awarded during FY15 are subject to applicable approved rates and percentages and must be spent or encumbered by the end of the fiscal year 2015 in accordance with State closeout guidelines.

All funded initiatives, regardless of duration, will be expected to complete semi- annual reports in January 2015 and May 2015 respectively. Additionally, grant recipients may be asked to present an overview of their program and outcome results during an end of school year summit.

Submission of Proposals:

Proposals must be typed, double-spaced, one-sided, using no smaller than 10-point type. All pages must be numbered and legible. The total number of pages of the proposal shall not exceed eight (8) pages, excluding the budget form and Timeline and Milestones table.

All proposals must be submitted electronically in Microsoft Word to the Teacher and Leader Effectiveness Unit (TLEU), Mr. Jonathan Neubauer, at no later than 3:00P on Friday, March 28, 2014.

Reporting Requirements:

LEAs that are awarded grants must submit a narrative report in January 2015 and May 2015 (a template will be provided). More information on reporting will be shared with grantees upon receiving the grant.

Based upon the guidance from U.S. Department of Education, grantees are asked to keep records and provide reports that fully show:

·  The amount of funds under the grant;

·  How the grantee used the funds in accordance to the objectives of the grant.

In addition, all grantees are required to keep records to show their compliance with program requirements. Record keeping should permit an “audit train” that clearly documents that all funds were used for activities that were reasonable, allowable, and allocable to the program [EDGAR Sections 76.730 and 76.731].

Please provide an explanation of the strategies you plan to use and describe how this data will be used to drive program implementation.

Evaluation Plan: Measures of Success

All proposed Comprehensive Induction Programs must include a plan to determine the program’s effectiveness and relevance to all participants. Evaluation plans should provide data related to each of the measures outlined below:

1.  Value- program participants see both personal and professional value in the program.

2.  Learning- program participation has led to enhanced personal and/or professional attitudes, perceptions or knowledge.

3.  Change in Skills- program participants have applied what is learned to enhance their professional behaviors.

4.  Effectiveness- program participants demonstrate an improved performance level as a result of their enhanced professional behaviors.

Plans for evaluating the proposed Comprehensive Induction Program must be clearly defined with measurable indicators of success and should include a process for utilizing DPAS II data to identify top performing novice educators within the LEA. You will be asked to provide grant status/impact reports in January 2015 and May 2015 to the DDOE. Please outline your CIP evaluation plan in the space provided below.

Budget

The proposed Comprehensive Induction Program should meet the diverse needs of new educators within the LEA while still maintaining a reasonable cost per participant.

Do not include any costs for Lead Mentor and/or Mentor stipends, as those will continue to be covered by the Department of Education through current processes.

Complete the attached “Proposal Budget Form” (page 7) and include a one-page narrative of how the funds you are requesting will be spent.
