Remuneration: / Salary package in the range of $65,700 - $76,650 per annum based on qualifications, skills and experience, comprising cash salary ($60,000 – $70,000), employer funded superannuation in accordance with the Superannuation Guarantee (Administration) Act 1992 (Cth). Additionally, the benefits of leave loading on annual leave and tax-effective salary packaging (including access to Accommodation and Meal Entertainment packaging) will be available from commencement
Travel: / The position may require attendance at alternate locations, including other ECLC offices, in addition to occasional evening commitments. Generally, employees utilise their insured and roadworthy private vehicles with travel costs reimbursed
EASTERN COMMUNITY LEGAL CENTRE
Eastern Community Legal Centre (ECLC) has been working with individuals and communities for over 40 years to resolve legal problems, improve laws and legal processes and alleviate socio-economic disadvantage, ECLC’s vision is a community that respects and upholds human rights, fairness and justice.
ECLC provides legal services, including information and referral, education, advice and advocacy, primarily to people living in Boroondara, Manningham, Whitehorse, Maroondah, Knox and the Yarra Ranges, as well as some specific services in Monash.
ECLC aims to make legal help available to all those in the community who would otherwise not have access to a lawyer, whilst prioritising services and targeting programs to those who experience acute disadvantage.
POSITION CONTEXT
This is a key co-ordinationrole focusing on the two key objectives of the Enhanced Entry Project:
- To develop, document, implement and review a Centre-wide Triage Framework that guides ECLC in managing client expectations, building client capacityand targeting intensive services to clients with high need.
- To develop and pilot an Enhanced Intake service with high priority clients with complex issues receiving extended intake and assessment assistance prior to receiving legal help, then being connected with relevant legal and related help within a legal help plan (including non-ECLC legal services). The service will be piloted primarily at the Inner East (Box Hill) Centre as it receives the majority of initial calls.
This role will play a key role in overseeing practical implementation of the Triage Framework. This role will also lead the implementation of the pilot Enhanced Intake Service.

In consultation with the Managing Lawyer (IE), decision making authority regarding ownand volunteers’ day to day work flow.
KEY RESPONSIBILITY AREAS

1. / Implement Triage Framework
- Collaborate with a team of intake (and administration) staff (employed and volunteer) in the delivery of professional services, utilising the new Triage Framework and encouraging consistent intake practice.
- Ensure the intake and assessment system is responsive to the needs of all people interacting with the legal practice, in particular those from communities experiencing acute disadvantage, at risk or with complex needs.
- Support intake referrals to a range of internal and external services to assist clients with their related needs, including the evaluation of referral effectiveness.
- Collaborate with both internal and external stakeholders to ensure intake and referral procedures are responsive to community need and in accordance with legal practice requirements.
- Provide advice, develop and implement improvements to practices, policies and procedures for intake and referral.
Enhanced client intake services, including risk and legal needs assessment, appointment-making, referrals and information provision are delivered in a timely and appropriate manner.
Accurate collation of evaluation data & records.
2. / Enhanced Client Intake and Referral
- Provideaccessible, efficient and effective Enhanced Intake services to priority clients with high levels of vulnerability seeking assistance, including:
initial legal needs identification;
risk assessment;
Supported case management – including:
- Pre-appointment assistance
- Liaison with staff lawyers
- Liaison with and referral into, internal ECLC programs
- Warm referral to key partner agencies
- Facilitating access requirements
- Client evaluation
- Inform people interacting with the legal practice about services available, eligibility criteria, their rights and responsibilities and complementary services.
- Maintain client and other records using electronic information management systems, providing statistical reports as required.
- Provide advice, develop and implement improvements to practices, policies and procedures for intake and referral.
Supported Case Management practices successfully established.
Effective and positive collaboration is maintained across the legal practice and wider sector.
Accurate collation of evaluation data & records.
3. / Community Development
In conjunction with other staff, provide educative programs on Enhanced Entry Support at ECLC. This may include:
- Engaging in education sessions with agencies and other local parties in order to build awareness of the service and issues faced by priority clients in accessing legal assistance.
- Provide community education presentations and seminars.
4. / Project Co-ordination
- In collaboration with relevant manager and staff, implementthe project plan to meet objectives and facilitate evaluation.
- Co-ordinate the collection and analysis of data and evaluation to facilitate acquittal of the Project.
- Maintain compliance with relevant funding and other agreements.
Provide some reports (verbal and written) on projects tointernal and external stakeholders as required.
5. / General
- Participate in regular supervision with the Managing Lawyer (IE) and project meetings with Project Manager and other staff.
- Undertake training/professional development in consultation with the Managing Lawyer (IE).
- Ensure an understanding of, and abide by, all professional obligations relating to legal professional privilege and maintaining client confidentiality within a multidisciplinary team.

Mandatory Qualifications
- A relevant tertiary qualification in health/social sciences, and/or extensive experience in the community/welfare sector.This is a non-legal role within a community legal centre context..
- Experience in implementation of complex client intake/supported case management services within a community sector setting.
- Demonstrated ability to engage and liaise successfully with a diverse range of community stakeholders.
- Relevant experience in planning, co-ordinating and delivering services to members of disadvantaged and vulnerable communities.
- Excellent interpersonal and communication skills, and ability to produce high quality written and verbal reports.
- Ability to work independently as well as within a team environment and under the direction of a supervisor.
- Demonstrated capacity for resourcefulness, self-motivation with an ability to manage competing and complex work priorities.
- Ability to deliver services in a culturally sensitive manner to all segments of the community.
