MEHOOPANY TOWNSHIP BOARD OF SUPERVISORS

TOWNSHIP MEETING

OCTOBER 12, 2016

The meeting was called to order by Chairman Bill Henning, followed by the Pledge of Allegiance. An announcement was made to please sign the attendance sheet. Those in attendance were Chairman Bill Henning, Supervisor Ryan Visneski, Secretary Carolyn Northerner, Treasurer Jennifer Sorokach, Jim Cappucci, John Decker and Barry Motsko. Supervisor George Kavaliauskas was not able to attend.

SEWER MEETING

Carolyn Northerner reported a balance of $14,775.67 in the treasury, with payables of $9,137.36. There is a total of $39,611.22 outstanding on sewer bills. A motion was made by Ryan Visneski to pay the sewer bills, seconded by Bill Henning. Report will be filed for audit.

OPERATOR’S REPORT

Barry Motsko submitted monthly reports to be signed and forwarded to PADEP. Effluent quality is good and within permit parameters as indicated by analysis results. The letter from DEP regarding electronic submission of the DMR's by December 21, 2016 was discussed. Barry Motsko said he would register and do the submissions monthly, so he will not be submitting paper reports to be mailed.

PUMP REPAIRS

Three pumps were pulled since the last meeting.

OLD BUSINESS

Corpro Proposal received for cathodic protection for $10,605.00 Ryan Visneski advised that he would submit all proposals to Ned Slocum for review.

NEW BUSINESS

Ryan Visneski noted that the UV bulbs & covers were changed. He also advised that Joe Ferraro will submit a quote for rebuild of wet well pumps.

OCTOBER 12, 2016

The meeting was called to order by Chairman Bill Henning. A motion was made by Ryan Visneski to accept the minutes from August 10, 2016, seconded by Bill Henning.

Secretary Carolyn Northerner reported the following balances:

General Fund$ 342,908.85

General Savings $ 63,610.70

Energy Acct.$ 33,256.65

Impact Fee Acct. $ 210,428.27

Parks & Playgrounds$ 4,046.06

Payables from the General Fund were $9,713.20 and payroll was $2,725.45. The State Fund had a balance of $20,076.13 with payables totaling $2,283.39. The General Fund had income for the month of $7,101.33. Ryan Visneski made a motion to pay the bills and payroll seconded by Bill Henning. Report will be filed for audit.

POLICE REPORT

Bill Henning gave the following police report: Criminal Mischief – 1; Harassment – 1; Trespassing of Real Property – 1; Misc. - 2; Motor Vehicle Accident – 1; Alarm – 1; Lockout – 1; Ambulance Assist – 1; Traffic Citation – 7; Warnings – 6. Total hours worked 60 hours.

TOWNSHIP ROADS

Bill Henning read a report prepared by George Kavaliauskas for the meeting tonight. He reported all speed limit signs are now updated. The road crew did brush cutting on Shady Lane Rd. Two loads of cinders will be delivered this week and the salt supply is good. The township trucks are prepared for winter. Grist Flat Rd. is being monitored because it is muddied from ongoing logging trucks using the road. The new Ford 550 should be ready to be dropped and shipped to upfitter on or around third week of October. Chesapeake had Vestal Asphalt chip & oil four small sections of Farr Road. The next few weeks the crew will be doing some ditch work on Shady Lane Road.

OLD BUSINESS

Bill Henning noted that John Thompson did a rehab of the front of the library and around the flagpole. He advised that the township will be maintaining Barnes Cemetery as far as mowing and trimming until they exhaust their allowed expenditure for the year. The Street Light was tabled until November when George returns.

NEW BUSINESS

Ryan Visneski read Resolution 2016-03 dealing with the CDGB-DR buyouts for flooded properties through Wyoming County EMA. Bill Henning made the motion to adopt Resolution 2016-03 seconded by Ryan Visneski.

Bill Henning announce that DGK Insurance wants a listing of names, license numbers, etc. of all municipal drivers.

He noted that the Wyoming Conservancy Subdivision received was actually in Windham Township.

The sexual abuse policy and PA One Call mapping were tabled until the November meeting.
