Replacement of the Cypriot Permanent Representative to the European Union

The Council of the European Union has been informed of the appointment by the Cypriot Government of Ambassador AndreasMAVROYIANNIS as Permanent Representative of the Republic of Cyprus to the European Union.

Ambassador MAVROYIANNIStook up his duties on 1 August 2008.

Andreas D. Mavroyiannis
Ambassador –Permanent Representative of the Republic of Cyprus
to the European Union

Born on 20 July 1956 in Agros, Cyprus.

Undergraduate Studies: Diploma in Law (University of Thessaloniki, Greece).

Postgraduate studies: D.E.A. de Droit International, D.E.A. de Sciences Politiques (Université de Droit et de Sciences Economique (Paris II), D.E.A. de Sociologie, Doctorat de 3ème cycle en Sociologie Politique (Université de Paris X – Nanterre).

Diploma of The Hague Academy of International Law (1984).

Joined the Diplomatic Service of the Ministry of Foreign Affairs of the Republic of Cyprus in 1987, after a brief academic career.

Served at the Embassy of Cyprus in Paris (1989-1993), in the Political Division, the Cyprus Question Division and the E.U. Division of the Ministry of Foreign Affairs of Cyprus, and as Associate European Correspondent.

Director of the Office of the Minister of Foreign Affairs, between 1995-1997, and between 2002-2003. He served also as acting Permanent Secretary of the Ministry of Foreign Affairs (May 2003).

Posted in Dublin between September 1997 and June 1999 as Ambassador of Cyprus to Ireland and in Paris, between June 1999 and August 2002, as Ambassador of Cyprus to France. Concurrently accredited as non-Resident Ambassador of Cyprus to the Principality of Andorra, to the Republic of Tunisia, and to the Kingdom of Morocco.

Representative of Cyprus at the Preparatory Commission for the High Authority of the Law of the Sea (1989) and the Committee of Legal Advisers on Public International Law (CAHDI) of the Council of Europe (1988–1992). Participated in numerous International Conferences.

Trained as a trainer on European Union matters at the Civil Service College of London(1994) and participated at a special program on US Foreign Policy organized by USIA (1997). He has given lectures at the Cyprus Mediterranean Institute of Management, the Cyprus Academy for Public Administration and the Law School of the University of Athens.

Member of the negotiating team of the Greek Cypriot side in the bi-communal talks for the solution of the Cyprus problem, between 2003 and 2008.

Ambassador, Permanent Representative of Cyprus to the United Nations between August2003 and July 2008. Concurrently accredited as non-Resident Ambassador of Cyprus to Brazil and as High Commissioner of Cyprus to Saint Lucia, to Grenada and to Antigua and Barbuda.

Chairman of the United Nations Committee on Relations with the Host Country (20032008).

Chairman of the Special Committee on the Charter of the United Nations and on the strengthening the Role of the Organization (2005 session). President of the 15th Meeting of States Parties to the United Nations Convention on the Law of the Sea (2005). Chairman of the 14th Meeting of States Parties to the CEDAW (Convention on the Elimination of Discrimination Against Women) (2006). Facilitator of the ASP to the Statute of the International Criminal Court for the issue of the Independent Oversight Mechanism (2008).

Served as Facilitator, and subsequently as Advisor, on the "Question of Equitable Representation on, and Increase in the Membership of, the Security Council and other matters related to the Security Council", appointed by the President of the 61st session of the General Assembly with special responsibility regarding "the question of the veto".

One of the Vice-Presidents of the 62nd Session of the General Assembly of the United Nations (2007-2008).

Contributed numerous articles in scholarly Journals and Reviews as well as in newspapers in the fields of Sociology, Law, Philosophy, Political Science and EU matters. Member of the European Group of Public Law

He is married to Calliopi Efthyvoulou and they have one son, Diomides and one daughter, Athena.
