Custer County Commission Meeting (Wednesday 11/29/17)

A.  Commission Meeting was called to order at 8:00 AM followed by the Pledge of Allegiance.

B.  Adopting of the agenda

Motion by Lintz and seconded by Lampert to approve the agenda with the correction of the cost of $354 for Sheriff’s travel. Motion carried, unanimous.

C.  Consent Agenda

E.  Highway Department

1.  Bids for purchase of a motor grader were presented by RDO and Butler. Motion was made by Lintz and seconded by Sorenson to table action on the bids until the next commission meeting on December 13, 2017. Motion carried.

2.  Motion by Hartman and seconded by Lintz to authorize the Highway Department to advertise for bids to purchase a water truck. Motion carried, unanimous.

F.  Emergency Management

1.  Motion by Lintz and seconded by Lampert to approve the payment of $21,406.30 to Custer County Search & Rescue for activity on National Forest Service land and payment to be made out of Title III funds, account #216-332.30. Motion carried, unanimous.

G.  Planning Department

1.  Motion by Lampert and seconded by Hartman to approve the Plat of Cemetery Lot –A, a subdivision of a portion of the NW4 of Section 13 and the SE4 of Section 14, T4S, R4E, B.H.M., Custer County, South Dakota. Motion carried.

2.  Discussion was held on the upcoming auction of the STAR Academy property and state owned land located across the road from STAR Academy.

H.  Treasurer’s Department

1.  The commission acknowledged the retirement of Peggy Lindbloom as Deputy Treasurer I effective December 20, 2017.

I.  Equalization

1.  No action taken as the person that requested time before the commission, Don Herron, did not appear.

J.  Auditor

1.  Motion by Hartman and seconded by Sorenson to table the Memorandum of Understanding between SDSU Extension and Custer County until the next commission meeting on December 13, 2017, so that Tracy Kelley can review the document. Motion carried, unanimous.

2.  Paul DeHaan appeared before the board to discuss the renewal of the county’s property and liability insurance. The Auditor was instructed to review the vehicles that are listed on the policy with the corresponding departments and fill out the information required on the renewal policy. The board will review the insurance policy at the next commission meeting on December 13, 2017.

3.  Motion by Lintz and seconded by Hartman to approve and authorize the chairman to sign the State of South Dakota Consultant Contract for Provision of Community Health Services between Custer County and the South Dakota Department of Health. Motion carried.

K.  Public Comment - none

L.  Commission

1.  Mail call – a letter was received from the Bennett County Commission requesting support on looking at the cost of providing county services to people living on tax exempt lands.

2.  Meeting Schedule – The County will be participating in the Parade of Lights on Saturday, December. Employees will meet on Thursday, November 30, 2017 at 5:00 p.m. at the Weed & Pest Building to decorate the float. Line up for the parade will be Saturday, December 2, 2017 at 4:30 p.m. The county Christmas party will be held Friday, December 8, 2017 at 5:30 p.m. at the Beggin’ Burro in Custer. Motion was made by Sorenson and seconded by Hartman to approve the payment of the cost of all county employees to attend the party and the payment to be taken out of the contingency fund, account #101-4-112-429.00. Motion carried.

3.  Meeting reports – Hartman reported that the Custer County Housing is currently at a 99% occupancy rate.

4.  Motion by Hartman and seconded by Sorenson to give county employees Tuesday, December 26 off for Christmas in addition to Monday, December 25. Motion carried.

M.  Executive Session

1.  Motion by Lintz and seconded by Hartman to go into Executive Session pursuant to SDCL 1-25-2(3) and (5). Executive session began at 9:07 a.m. and concluded at 9:45 a.m. Motion by Lampert and seconded by Sorenson to table the lien request.

N.  Adjourn

Motion by Lintz and seconded by Sorenson to adjourn the meeting at 9:52 AM. The next meeting will be at 8 a.m. December 13, 2017, in the Commissioner’s Room in the Custer County Courthouse.
