ADOPTION OF A RESOLUTION TO PERMIT THE DEPARTMENT OF GENERAL SERVICES IN ENTER INTO SPECIFIC CONTRACTS ON BEHALF OF THE STATE WATER RESOURCES CONTROL BOARD

DISCUSSION

The State Water Resources Control Board (SWRCB) has for many years transferred funds to the Department of General Services (DGS) to contract on our behalf for various architectural and engineering services. The DGS has the expertise and resources available to do solicitations and award contracts of this nature.

The Department of General Services has recently determined that they should require a resolution from our Board delegating them signature authority to contract on our behalf.

Regional Board operations would not change.

STAFF RECOMMENDATIONS

The SWRCB adopt a resolution to:

1.  Delegate contracting signature authority to the Department of General Services for certain cleanup and abatement activities at the Leviathan Mine location.

Item 1

WHEREAS:

1.  The SWRCB has determined that it is desirable for the Department of General Services to contract on its behalf for on-going remediation and cleanup efforts at Leviathan Mine, and

2.  The Department of General Services has the necessary expertise and resources to negotiate and execute contracts for various architectural and engineering services associated with those on-going remediation and cleanup efforts.

THEREFORE BE IT RESOLVED:

1.  That the SWRCB hereby delegates to the Department of General Services the authority to negotiate and execute contracts on its behalf for various architectural and engineering services associated with on-going remediation and cleanup at Leviathan Mine;

2.  That this delegation shall not be construed to modify or eliminate the required approval or concurrence of any other state agency; and

3.  That this delegation shall remain in full force and effect until modified or revoked by the SWRCB.
