SUBMITTING EXPENSES TO THE BCOA TREASURER
Please note per BCOA Ballot 2004 – 48, published in January 2005 Bulletin Board:
“BCOA members incurring expenses covering BCOA budgeted items during the fiscal year shall submit invoices to the Treasurer on or before March 1st of the next year to be eligible for reimbursement. Expenditures incurred by members that are not covered by the Budget shall require Board approval. These bills shall be submitted to the Treasurer on or before February 1st of the next year. Committee Chairs shall be responsible for notifying committee members to submit receipts for expenses within this time frame.”

2012 AKC Lure Coursing Judge Request
The 2012 BCOA National Specialty Field Trial Chair requests your input regarding judges for the 2012 National Specialty AKC Lure Coursing Trial and AKC QC tests. All judges must be duly licensed for Basenjis (please do not submit the names of provisional judges) and should have significant experience judging the breed. 2014 National Specialty
Time to Plan the 2014 National Specialty Show -- The National Specialty Oversight Committee (NSOC) is requesting proposals from affiliate clubs or current BCOA member groups to host the 2014 national specialty show. Like this year, the 2014 specialty will be in the Central Region that covers these states: AR, IA, IL, KS, LA, MS, MN, MO, ND, NE, OK, SD, TX, WI
Those wanting assistance in planning and developing a proposal should contact the members of the NSOC who are experienced basenji people willing to share their expertise in hosting this event. When considering the proposal, view the BCOA National Specialty Procedures at the Club’s website on the members page. Submit the proposed plan on the Specialty Site Proposal form. Download this form or contact Carrie Jones () to receive it in the MS Word format or as a hard copy through the postal service.

Archives Challenge
Afghans - Archives - Action!
Would you like an afghan made by Donna DeFlorio?
Do you have a scanner?
Do you want to become an important contributor to BCOA’s on-line Archives?
Do you have back issues of the Bulletin and/or Bulletin Board Newsletters?
If you answered “Yes” to any of these questions, have we got a deal for you!
The Archives Action Committee is looking for volunteers to locate and scan Bulletins and Bulletin Board Newsletters for inclusion in the BCOA’s on-line Archives.
This invitation/challenge is open to BCOA members and non-members alike.
Members of local clubs could join forces and perhaps challenge other local clubs or groups of individuals. The afghan could be used as a fundraiser or as a prize for a club’s Specialty or it could be a gift for a loved one or oneself.
The individual or local club or group of individuals who scans the most pages will select from one of 4 patterns provided by Donna and will choose the color(s) for a personalized afghan.
Anyone who participates in this most worthy endeavor will be acknowledged in the club publications. In addition, his/her name will be entered in a random drawing for one of several afghans. This drawing will be held at the 2011 Annual Meeting, at which time the winner of the MPS (Most Productive Scanner) Award will be announced! If the winners are unable to attend, the afghans will be shipped.
Periodic updates and progress notes will appear in the BCOA publications and on the BCOA website.

SPECIAL ANNOUNCEMENT ON THE EDITORIAL REVIEW OF BCOA PUBLICATIONS
Dear BCOA members,
The initial explanation of the Editorial Review Committee (ERC) was published in the 4th Quarter Bulletin,but since questions have been submitted to the Board, the following is additional information about this Committee that will be published in the January 2011 Bulletin Board newsletter.
The purpose of the ERCis to review all BCOA publications before they are printed to ensure the BCOA is compliant with issues related to copyright and protected from libel and/orinflammatory materials. It is not a review for grammar, style, advertisements or political correctness, and not intended to stifle respectful debate.
The review is strictly for serious issues, and those issues should occur only rarely. In those very rare cases where a serious issue arises, there would be the opportunity to address it prior to publication, to better serve all members of the BCOA.Since the editors of the BCOA publications are not typically members of the BCOA Board, they would not be aware of sensitive matters under executive review.
Thus the committee composition - a lawyer who can evaluate legal implications of issues, at least one Board member who will know if there are sensitive matters under Board review, and at least one club member who is very familiar with the history of the club.
This first review was to be done by our legal adviser and board member. This review was requested on advice of counsel, based on specific concerns that she discovered when doing other work for the club. The review process including deadlines have not yet been worked out with the editors of The Bulletin or the Roster, but the intention is to be as non-interference as possible.
The Bulletin Board has been reviewed for the past year by the President using similar guidelines, initiated to avoid missing or incorrect ballots, and it has worked to the satisfaction of the editor and BOD. In the unlikely event that Board business / reports were similarly missing from a Bulletin issue, this could be corrected prior to going to print.

BASENJI BREEDERS EDUCATION & BASENJI UNIVERSITY DISCUSSION
The following are several items related to the Basenji University, a new educational program added to the Basenji.org website in August 2010:
Item # 1) The Breeders Education Committee report given at the Annual General Meeting and which was submitted along with other reports to the Bulletin Editor 4 Nov 2010 for inclusion in the 4th Qtr Bulletin, but was not printed.
Item #2) A BCOA board ballot discussing and disapproving a petition submitted by 23 BCOA members. The full petition is included within the ballot; the petition requests the removal of the Basenji University from the BCOA website on the grounds that BCOA policy was not followed when this material was posted.

The work of the Committee was in two areas this year. First was the organization of a Breeders Education Seminar at the National Specialty in Colorado. Marianne Klinkowski, Chair of Judges’ Education Committee, presented her judges’ education seminar to breeders, future breeders, and exhibitors. Over 50 people attended this late afternoon seminar and the discussion that followed was interesting and lively. We had a short survey for the attendees, and we appreciate all the ideas and insights provided for future seminar topics. The Committee has already begun planning for a Breeders Education event to take place during the 2011 National Specialty. The date and time are to be announced.
The second endeavor was the opening of the online Basenji University. Marshalling ideas, preparing courses and workbooks began early in the year, with the opening of the University taking place in September. This introductory explanation of the BU is best taken directly from its pages:
The Basenji University (BU) is a practical education concept. The goal is to provide home-study programs in Basenji breed education. The University is designed as an on-going school of learning in which courses on owning, breeding, competing with and judging Basenjis are available year round. The Basenji University is dedicated to preserving the past and educating future breeders, owners, exhibitors and judges of the Basenji.
How does the University work? The concept is similar to correspondence degree programs, where Basenji breeders, owners, exhibitors and judges can take courses and complete them at their own pace at home.
How are the courses in The Basenji University designed? University courses use a workbook, and sometimes, a workshop approach. Workbook exercises incorporate easy to answer formats such as true and false, multiple choice, fill in the blanks and matching questions. Breeders, owners and judges send their completed written exercises for each course to BCOA “faculty members” to be reviewed. "Certificates of Completion" are offered for courses on breeding, conformation, owning a Basenji, judging, and performance activities. "Certificates of Completion" will be awarded to anyone successfully completing the workbook exercises for each course. Completed workbooks should be attached to emails and sent to . It is exciting to note that several Certificates have already been issued.
How is The Basenji University set up and which courses have been completed? The University is divided into a system of “colleges.” The divisions are listed below. The University is offering one or more courses in each college at this time. Additional courses will be uploaded as they are completed.
The different Colleges and informational materials represent the efforts of many Basenji fanciers, with essential contributions of photos, material and input. Like any educational institution of higher learning, it is important to note that The BU is a work in progress. For example, since the BU’s opening there have been several items added to the Basenji Timeline and the bibliographies. Also, and in consultation with the Judges’ Education Committee chair, a new article has been added to course “403 Study Aids and Articles” in the College for Basenji Judges called “Suggestions for Judging Procedures”. Three additional courses are currently in the works for the College of Basenji Activities. Like any strong University curriculum, we hope and expect that the Basenji University will continue to grow with new material. Suggestions and ideas are always welcome and considered.
