ORGANISATION BACKGROUND

InTouch, the Multicultural Centre against Family Violence, is a statewide service, which provides services, programs and responses to issues of family violence in CALD communities. By acknowledging the rights and diverse experiences of our clients, we develop and implement a number of culturally sensitive and holistic models for the provision of services to both victims and perpetrators of family violence. In tackling the issues of family violence we act on multiple levels – individual, relationship and community. Our organisation strives to create a world where all women and children will be safe and free from violence.

Philosophy

InTouch recognizes that migrant women whose origins are from countries where English is not the first language encounter social isolation and structural inequities. The experience of domestic violence compounds the situation of marginalization. It limits their access to culturally relevant and appropriate services.

inTouch provides a range of support services to women and their children who have experienced family violence. This service aims to assist women and their children to remain safely within their community and maintain a life free of violence whilst also addressing the emotional and practical needs and issues arising from the violence.

POSITION CONTEXT

  • inTouch currently has a staff of 33 (FTE 25.26), organised into four cost centres: Client Services; Legal Centre; Capacity Building & Projects; and Business Support / Management. Client Services accounts for a little over 50% of the total organisation.
  • The organisation anticipates growing to a headcount of 40-42 during the current financial year, consequent to additional government investment in family violence services.
  • Employment terms and conditions are covered by an Enterprise Agreement. The existing EA is due to be updated shortly.
  • Payroll is handled in-house by the Finance Manager.
  • There is no dedicated HR information management system in place. A review (Sept-Oct 2017) of the current ICT environment at inTouch will provide the framework for future systems investment decisions.
  • inTouch offers FBT exempt salary packaging.
  • Our workforce is all female and culturally very diverse.
  • A small number of staff work off-site and some occasionally access work-from-home arrangements.
  • inTouch has not previously had a dedicated HR Manager.

POSITION SUMMARY

The Human Resources Manager is responsible for all aspects of inTouch HR management and administration. She will work closely with theCEO on strategic work force planning, with the Executive team on implementing a work force development program, and offer proactive support to all staff on employee relations matters. The HR Manager ensures delivery of high quality, effective and efficient administrative processes, including implementation of a continuous improvement process that also takes into account payroll and OHS aspects; providesregular management reporting, and structured internal communications.

The HR management function has access to administrative support from the Executive Administrator for the equivalent of up to 2 days per week.

POSITION ACCOUNTABILITIES
  • Accountable for on-going development and proactive maintenance of clear, accessible HR related documentation that meets legislative / compliance requirements and enables effective delivery of streamlined and client-focused people management processes, including

  • Ensure communication and training is provided to all staff as required on key policies, procedures and updates as and when required.
  • Provide expert advice to CEO and Executive team on strategic work force planning, IR landscape and external policy changes impacting on inTouch policy and practices;
  • Manage inTouch HR processes through all stages of the employee life cycle from recruitment and on-boarding through performance; reward and recognition; learning and development; talent management and transition.
  • Working with line managers, take the lead on workspace allocation as new staff are recruited.
  • Accountable for development, maintenance and delivery of an effective OH&S management framework to ensure and promote workplace health, safety and wellbeing programs are in place and is adhered to.
  • Proactively and constructively manage employee relations matters. Implement structured opportunities to collect employee feedback regularly and respond to matters identified as requiring improvement.
  • Act as inTouch Equal Employment Opportunity [EEO], ensuring that merit and equity principles are adhered to at all times.
  • Prepare regular HR management reports for use by the CEO, Executive team, and organisational KPI reporting to the Board.
  • In consultation with the CEO, develop change management proposals or investment business cases as required from time to time, to improve HR management infrastructure, eg. Proposal for HR database implementation.

KEY SELECTION CRITERIA

Essential

  1. Tertiary qualification in HR management
  2. Minimum five years’ experience in a similar role; track record of providing effective all-round HR management services in a small organisation
  3. Demonstrated ability to work independently, proactively and across a broad spectrum of activities from high level planning to hands-on service delivery; a self-starter with lots of initiative
  4. Evidence of excellent personal organisation and planning, strong office management skills (computer literate, familiar with MS Office suite of software, use of online and social media communications for HR processes etc), ability to deliver in a busy environment with competing priorities and deadlines
  5. Ability to relate to and negotiate with people from a wide range of backgrounds; high level communication skills
  6. Membership of AHRI or similar professional network, demonstrating commitment to maintaining up-to-date professional knowledge and expertise

Desirable

  • Knowledge of the social services sector and associated IR environment would be highly regarded
  • Understanding of the Victorian family violence policy and service landscape, including the Royal Commission recommendations and current family violence reforms, and affinity with working in a multicultural environment would be of advantage.

  • Ensure compliance with legislation, contract and policy requirements in your day to day work in order to meet the organisation’s audit, contract and registration obligations;
  • Proactively apply your specialist knowledge in the review and maintenance of policies, systems and processes related to the communications portfolio;
  • Continue the development of a culturally strong and positive working environment using a continuous improvement approach.

CONDITIONS OF EMPLOYMENT
  • The annual salary for this position is based on the inTouch Employee Union Collective Agreement and is negotiable depending on experience;
  • The position will attract five (5) weeks annual leave per annum, pro rata for part-time appointments;
  • Salary packaging may be provided subject to the terms of and conditions of the inTouch Salary Packaging Policy;
  • Superannuation Scheme is available through HESTA; the provisions of the Superannuation Guarantee (Administration) Act 1992 apply;
  • The successful applicant will be required to undergo satisfactory pre-employment checks, including 2 referees, a national criminal records check, working with children check, proof of identify and qualifications;
  • Signing a Confidentially Agreement is a personnel requirement of inTouch;
  • The successful applicant will initially be engaged for a probationary period of six months. During this period, either party can terminate employment with one week’s notice;
  • The successful applicant will be required to disclose any pre-existing illness or injury that they know about which could be reasonably foreseen to be affected by the work duties described. Pursuant to s.82 (7) of the Accident Compensation Act, failure to disclose such a condition will mean that if employed, they will not be paid compensation for that condition;
  • Some travel within Victoria may be required from time to time. A current Victorian Driver’s License is essential;
  • Must be physically capable to carry out administrative duties involving extended periods of video display unit use.
