POWELL RIVER REGIONAL DISTRICT
INVITATION TO TENDER
SAVARY ISLAND DOCK CONTRACT WHARFINGER
The Powell River Regional District (PRRD) is seeking bids to provide Wharfinger services for the public dock on Savary Island. The Invitation to Tender (ITT) may be viewed on the Regional District website (powellriverrd.bc.ca) under Employment and Bid Opportunities. Hard copies are available at the Regional District office.
A mandatory site visit will be held at 3 pm on Friday, May 1, 2015 at the Savary Island dock. Please note that it is the responsibility of the Tenderer to submit the Registration of Intent to Respond form contained within the ITT no later than 4:30 pm on Wednesday, April 29, 2015 to ensure that you receive all addendums or other correspondence related to the ITT.

Tenders must be received no later than 4 pm on Friday, May 15, 2015. Tenders submitted by fax or email will not be accepted. Late tenders will not be considered. The lowest or any tender may not necessarily be selected.

2. ASIC Directors Meeting March 2015. ASIC Directors met via conference call on March 7. Minutes from that meeting have not been approved as yet, but will be posted on the web site shortly.
3. March Traffic Counts Climb. The traffic counter was deployed on Savary from March 6th to March 22nd. This coincided with BC school’s spring break and does document the increased island population during the off season period.
The initial placement was at the foot of Wharf Hill from March 7th to 17th. The total vehicle count during this period was 596 vehicles, with a peak on March 16th of 92. The counter was then moved to the Indian Point Hill for the period March 18th to 22nd. The total vehicle count was 94 vehicles, with a peak of 36 vehicles on Mar 18th.
The traffic monitoring process was initiated by the Powell River Regional District and is implemented by the Savary Island Volunteer Fire Department to give MoT some hard data on vehicle use on a monthly basis. We hope that providing hard data will assist in a review of the road classification standard and support the need for a more appropriate maintenance plan.
4. Upcoming MoT work on Savary Roads. The day the last update was sent out we were informed that funding for the upper Townley Walk upgrade had been approved. We have now been told that this work will likely occur in late April or early May. The exact timing is weather dependent. The spring road maintenance is expected to occur at the same time.
ASIC is continuing to work with MoT regarding improvements to the annual road maintenance program.

5. Your Opinion on a Parks & Recreation Service Line? ASIC wants to hear from members about a possible Parks and Recreation Service Line as part of our property taxes. Other areas in the PRRD have established a tax service line to support community projects property owners wanted, but were not paid for by existing taxes.
The amount of the Parks & Recreation service tax would depend on what we hoped to achieve with the funds. We have heard from members that creating a separate walking or biking corridor away from Vancouver Blvd and improved beach assess stairs on both the north and south side of the island are improvements they would like to have.
Currently no funding is available for such projects. ASIC is just floating the idea to see if Savary Island property owners would consider the concept. We have no power or intention to bring about a new PRRD service and tax, but we do think it important to pass on to you the ideas for service opportunities, and receive your feedback, whether for or against. The process toward a new service and tax would be carried out by the PRRD in stages, and only if the community expressed the initial interest.

5. To Become a Member, or to Change your Contact Info. There is no fee, and all Savary property owners, and their spouses/partners, are eligible to be members of ASIC. Spouses/partners do not have to be on title. Members vote at the AGM and in the biannual election of Directors, and receive the Board's monthly email Updates and yearly notices. The responsibility for continued communications falls on the members to let us know their new contact information.
