Call to Order

Mayor Janzen called the meeting to order at 6:30 p.m.

Adoption of Agenda and Consent Agenda

Motion by Patrick, seconded by Savage, to add 6d. Striping for trail to the agenda. Motion carried unanimously. Motion by Patrick, seconded by Schultz, to approve the consent agenda as amended and the agenda as presented. Motion carried unanimously.

Approval of Bills: Checks # 11052 -11086; Payroll #12871 – 12887

Approval of April 19 Council minutes

Approval of Feb. 1, Planning and Zoning Commission Minutes

Approval of Feb., March, and April Building Permits

Approve of April 8 Utility Commission Minutes

Appoint Russ Karschnik to Utility Commission

Adopt Resolution #14-10, Closing a Capital Project Fund Account

Approve 2010 Township Fire and Ambulance Contracts

Oath of Office, Tera Hahle

Officer Tera Hahle took the oath of office. Hahle began working on April 16, 2010.

Resolution #13-10, Countywide Communication Equipment Project and Submission of “Assistance to Firefighters” Grant

Previous application did not get funded so a new application is needed. Motion by Schultz, seconded by Patrick to participate in the submission of a new grant application to participate in a Countywide Communication Equipment grant. Motion carried unanimously.

Regular meeting closed at 6:35 p.m.

Public Hearing for Wellhead Protection Program

Terry Bovee, MN Dept of Heath, explained Part 1 of the Wellhead Protection Program.

He presented and explained a map showing the Wellhead Protection Area (WHPA),

Drinking Water Supply Management Area (DWSMA) and vulnerability assessment of both the drinking water supply wells the aquifer within the SWSMA.

Public Hearing closed at 6:58 p.m.

Regular meeting was re-opened at 6:58 p.m.

Friends of Public School Pool

Kathy Harder spokesperson for the group in attendance stated that funds are needed to keep the pool in operation. The pool is used by all ages for a variety of programs and it is an asset to the community. The group in attendance would like to do whatever is needed to keep pool open. The council stated that they support the pool but at this time are not able to make a financial commitment due to LGA cuts. It was suggested that a Pool Committee be formed and a survey be done to see if the community is in favor of keeping pool open and are community members willing to make a financial commitment. Committee can come back to council with survey results, costs to operate pool and other funding options.

2010 Seal Coating and Crack Filling

Street Superintendent Rick Oeltjenbruns stated he would like to seal coat 6th Avenue from 13th Street to County Road #1 and 5th Avenue from 7th Street to 10th Street, estimated cost is $18,661. He has $25,000 in budget for these projects.

Whatever money is left after seal coating project is complete will be used for crack filling. Motion by Nickel, seconded by Patrick to get quotes on seal coating and crack filling. Motion carried.

Burnsite Hours

Due to budget cuts the hours at the burnsite will be reduced. The new hours will be:

April – May – June

Wednesday 4 to 7 p.m.

Saturday 9 a.m. to 12 noon 1 to 4 p.m.

July – August

Wednesday 4 to 7 p.m.

Saturday 9 a.m. to 12 noon

September – To Close

Monday 3 to 6 p.m.

Wednesday 3 to 6 p.m.

Saturday 9 a.m. to 12 noon 1 to 4 p.m.

The new hours will be published in the newspaper and in the utility bills. The burnsite attendant compensation will be adjusted accordingly.

Wood

This past week Carr’s Tree Service was in town taking down trees for the tree commission. All of these trees were hauled out to burnsite. There are a lot of

large trees and it is going to cost money and may take all summer to get these trees burned up. We have had many inquires about the wood. Street Superintendent Rick Oeltjenbruns is suggesting we sell the wood. Motion by Patrick, seconded by Nickel to advertise the wood with offers due by noon on May 14. Motion carried.

Striping on Golf Course Road

Councilman Patrick has been approached by citizens concerned about the safety of walking on Golf Course Road and was wondering if striping could be done. It was the understanding the trail plans show trail to be separate from road. Once trail is complete then will see if striping is still needed.
