This project focused on building community consensus to implement the best practice Healthcare Intervention Service for pregnant women in Monroe County, NY.

Principal Investigator. Adolescent Treatment Models: Evaluation of an Adolescent Alcohol and Substance Abuse Treatment Program in New York City, Center for Substance Abuse Treatment Grant #1 KD1 TI11423, three year grant, $1,255,166. 10/98-9/29/02.

This project was part of the U.S. Substance Abuse and Mental Health Service Administration, Center for Substance Abuse Treatment, Adolescent Treatment Models Initiative. The project, a national collaborative effort among 10 adolescent treatment programs and program evaluators, was designed to evaluate and manualize adolescent treatment programs. Responsibilities included participation on the national cross-site analysis workgroup and directing the NY site study which evaluated an adolescent therapeutic community (Dynamite Youth, Inc., Brooklyn, NY). Evaluation activities included:

1. Outcome and Process Evaluation

A prospective study to obtain self-report data on client psycho-social and behavioral status at admission, 3, 6, 9 and 12 month intervals; an ethnographic study to describe the personal experiences of those experiencing the program; a participant observer study to document experiences in the residential and day services components of the treatment program; and focus groups to gather data from the Board of Directors, parents, alumni, and staff.

2. Cost Analysis

To document total cost per client. This analysis was conducted collaboratively with Capital Consulting Corporation and the Lewin Group.

3. Treatment Manualization

To facilitate replication in another setting, a detailed description of the program was developed.

Principal Investigator. The Effects of Managed Care on Adolescents in Alcohol and Substance Abuse Treatment in New York City, Center for Substance Abuse Treatment Grant # UR7 TI 11334, three year grant (plus no-cost extension), $1,585,466. 10/97-10/01.

This study was part of the U.S. Substance Abuse and Mental Health Service Administration 21 Site Cooperative Agreement for Medicaid Managed Care and Vulnerable Populations. The purpose of the study was to determine the effect of Medicaid managed care on cost, utilization, outcomes and satisfaction for vulnerable populations. Responsibilities included participation on the national steering committee meetings and target population workgroups. The New York study included the following sub-studies:

1. Prospective Study: – Structured interviews to obtain self-report data on the psycho-social and behavioral status of adolescents at admission to treatment, and 6 and 12 months later. Parent interviews were conducted 6 months after admission to learn about satisfaction with AOD services.

2. Administrative Data and Cost Study: Analysis of linked state administrative data to examine cost and utilization of services. Data sources include Office of Alcoholism and Substance Abuse Services admission and discharge records, Department of Health Medicaid Claim Detail, Medicaid Encounter Data, and Medicaid eligibility files.

3. Implementation Study: Key informant interviews to determine the extent to which the Medicaid managed care program was implemented as planned. Key informants included New YorkState and New York City policy makers, and NYC Alcohol and Other Drug (AOD) adolescent treatment providers.

Co-Principal Investigator. Identification and Referral Process for Alcohol and Substance Abuse Treatment in a Medicaid Managed Care Setting,, Center for Substance Abuse Treatment Grant # UR7 TI11285, three year grant (plus no-cost extension), $1,836,863, 10/96-10/00

Maintain a working relationship with alcohol and drug treatment programs participating in the evaluation research studies

Generate project budgets and oversee project expenditures

Ensure the research is conducted according to established policies and procedures and in compliance with Institutional Review Board requirements

Direct data analysis for qualitative and quantitative studies

Write final reports and journal articles

Write proposals for future grant activities

Participate on interagency work groups as needed

Recruited hospitals, obtained approvals, supervised research interviewers, managed data collection and quality management, conducted analyses, wrote final reports and papers.
